Regular Meeting of the Interstate Commission for Water Coordination

Last week, the Turkmen capital hosted the 66th regular meeting of the Interstate Commission for Water Coordination with participation of heads and specialists of sectoral ministries and agencies of the Central Asian countries: Turkmenistan, Kazakhstan, Kyrgyzstan and Tajikistan, as well as representatives of the Executive Committee of the International Aral Sea Rehabilitation Fund (IASF) took place in the Turkmen capital. The Interstate Commission for Water Coordination is one of the organizations of the International Aral Sea Rehabilitation Fund. The interstate structure was established in 1993 to finance joint ecological, research programs and projects aimed at saving the Aral Sea and environmental improvement in its basin, as well as tackling the common socio-ecological issues of the region. All the five Central Asian states are co-founders of the IASF, which closely cooperates with executive agencies of the UN and the others authoritative international organizations. The main tasks of the Interstate Commission for Water Coordination are to develop a common water management policy, given the interests of all the states of the region and generally accepted standards of international law; to ensure sustainable use of water resources and their protection; to improve the quality and accuracy of water resources assessment; to apply automation devices in water distribution; to develop programs for improving water supply of rivers and measures for their realization, and etc. In the course of the meeting, members of the Interstate Commission expressed satisfaction with the level of a productive dialogue between the friendly neighboring countries aimed to coordinate handling of such an important issue for the entire region, as rational use of water resources. Particularly, the meeting attendees gave consideration to results of the 2014-2015 inter-vegetation season, as well as water withdrawal limits and operation modes of water reservoirs in the basins of Amudarya and Syrdarya Rivers, which supply water to farmlands. Besides, the meeting attendees discussed a draft Intergovernmental Agreement “On information and analytical support for integrated management, use and protection of water resources of the Aral Sea and organization of interstate information exchange”, the work results of the “Amudarya” Water Organization, and other issues. Having considered a plan of the next meeting of the Interstate Commission for Water Coordination, participants spoke in favor of further active cooperation in the field of joint management of transboundary water resources, and stressed common interest in exchanging positive experience accumulated, and applying advanced international practice in this field.
