Last week, a ceremony of presenting “The 2015-2020 National Action Plan for Gender Equality in Turkmenistan” was held in a conference hall of the capital’s “Yildyz” Hotel. It was attended by representatives of the relevant ministries and sectoral departments, as well as international organizations accredited to our country. In compliance with the Constitution of Turkmenistan and generally accepted rules of international law, a principle of equal rights and freedoms for men and women is defined as one of the top priorities of state policy. Our country steadily pursues the policy aimed at preventing gender discrimination. In this connection, special emphasis was placed on the importance of studying best practices in the legal sphere and improving the national legislation in compliance with present-day requirements. Having joined the basic international conventions, including the UN Convention on the Elimination of All Forms of Discrimination against Women and the World Conference on Women, the Turkmen state, as a UN member country is taking concrete steps towards implementing the provisions of these important documents. Strictly complying with its obligations in accordance with the ratified documents of the authoritative world organizations, Turkmenistan systematically introduces generally accepted legal rules into the national legislation and practice. The event participants stressed the importance of the Law of Turkmenistan “On State Guarantees of Women’s Equality”, which reflects the provisions of the United Nations Convention on the Elimination of All Forms of Discrimination against Women. In compliance with the legislation, development of state special-purpose programs given a gender approach is an integral element of state policy in the interests of women. A Working Group has been formed in Mejlis of Turkmenistan to prepare an amended version of the within-said Law with a glance to present-day achievements in the country’s political, socio-economic and cultural development. As emphasized, strengthening of constructive cooperation with international organizations, first of all the UN and its agencies, is one of the priority directions the Turkmen state’s foreign political course, pursued under the leadership of President Gurbanguly Berdymuhamedov. In this context, the event attendees have noted that that long-term productive cooperation between Turkmenistan and the United Nations Population Fund is aimed at fulfilling concrete tasks in different fields, including in the field of gender equality. At the present, the work over the next long-term program is well under way. With the advisory support of the United Nations agency, “The 2015-2020 National Action Plan for Gender Equality in Turkmenistan”, was drawn up and approved by the Resolution of the President of Turkmenistan at the Cabinet meeting, held in this year’s January of current year. This document has been adopted to create necessary conditions to enable women to participate in the activities ongoing in the political, socio-economic, cultural-humanitarian fields on an equal basis with men. As stressed, the adoption of the National Action Plan for Gender Equality, prepared in the light of main trends of state policy, has once again demonstrated Turkmenistan’s adherence to its obligations, as well as successful implementation of women’s rights and ensuring of better opportunities for women to enjoy their rights. Presenting “The 2015-2020 National Action Plan for Gender Equality in Turkmenistan”, the ceremony attendees have emphasized that it defines key aspects of the state policy in the field of gender equality. The document includes 14 main priorities and provides for over 60 activities. Among the important provisions of the Plan is raising information awareness of the gender issues, further improvement of the legislation of Turkmenistan in this filed, etc. The event participants noted that successful implementation of the within-said document would, undoubtedly, create favorable conditions for further implementation of the gender policy in Turkmenistan, and development of international cooperation in this field.
