The regular issue of the quarterly scientific-applied journal «Democracy and Law», published by the Institute of State, Law and Democracy in Turkmen, English and Russian languages, has come out into light.

The issue opens with a keynote speech of President Gurbanguly Berdimuhamedov at the first joint session of two chambers of the Milli Gengesh in which the priorities facing members of the Khalk Maslakhaty were outlined.

On pages of the journal speeches of the leader of the nation at the International conference «International cooperation of independent, permanently neutral Turkmenistan for peace and trust», and also at the second Summit of the Organization of Islamic Cooperation on science and technologies where strategic positions of our country invariably supporting strengthening of general security and stability were stated are placed. Constructive proposals of President Gurbanguly Berdimuhamedov, which were welcomed with general approval and support of the United Nations Organization, are aimed at it.

Among other publications of the journal – the article «Turkmenistan-United Nations: expansion of partnership in the field of human rights». The author - the representative of UNICEF in Turkmenistan Christina Weigand - marks a productive character of long-term cooperation of the United Nations Organization and the Government of our country. In the material it is underlined that interaction in the field of human rights includes rendering of assistance in preparation for dialogue with United Nations mechanisms, increase of awareness of the public about the rights, perfection of operating legislative base and acceptance of new standard documents, including development of the Plans of action.

In the article concrete examples on implementation of corresponding provisions in the area of human rights in the legislation of Turkmenistan are cited.

In the article it is noted that the transformations carried out in the country directed to protection of human rights, harmonising with the sustainable development goals, visually show priority of care of Turkmen nationals. In the material it is underlined that for maintenance of full, productive and freely selected trade work in cooperation with interested partners in the further perfection legislative and statutory acts of Turkmenistan in the field of population employment is carried out.

On aspects of the constitutional reform realised in the new historical epoch aimed at formation of corresponding realities of time of legal base, “prevention of offences is outlined in the publication: combination of national traditions and modern methods”.

The author analyses influence of national traditions, edifications, manuals and precepts of the senior generation, legends and proverbs on prevention of offences.

On the basis of the rich actual material of the book of President Gurbanguly Berdimuhamedov «Spiritual world of the Turkmen» in the article a special role of family as part of society is reflected. The author summarises that the harmonious combination of national traditions and modern techniques, introduction of international expertise raise legal culture of citizens, form system of the prevention of offences.

The material on the urgency of scientific-educational policy realised by President Gurbanguly Berdimuhamedov also is presented to the attention of readers. Based upon works of famous thinkers of the East - Al Farabi, Abu Reyhan Biruni, Avicenna, the author places emphasis on the requirements shown to conducting of research works, in which number is reliability of the facts and historical data, their all-round analysis.

In the publication the theme of cooperation of Turkmenistan with UNESCO - specialised establishment of the United Nations concerning education, science and culture is highlighted. As known, the activity of the given structure is directed to estimation of the importance of the objects proposed to be entered into the List of UNESCO World Heritage.

In the journal speeches of participants of the International scientific-practical conference «Independence of Turkmenistan - development based on principles of peace and trust» also are provided.

The regular issue closes with selected information in which the review of meetings, seminars which have taken place in the second quarter of the year with participation of representatives and experts of the authoritative organisations is offered to the reader.
