During the session of the Cabinet of Ministers on October 14, President Gurbanguly Berdimuhamedov signed the Resolution, having approved Action Plan for provision of complete realization of the rights of disabled persons in work and occupancy for 2017 – 2020. Realization of the Plan, developed under “The Programme of improvement of occupancy and creation of new work places in Turkmenistan for 2015 – 2020”, is assigned to ministries, branch departments, hyakimliks of the velayats and Ashgabat. Measures, expanding opportunities for individual work and entrepreneurship activity of disabled persons, will also be implemented. The document was developed in accordance with the UN convention of the rights of disabled persons, which was ratified by Turkmenistan. Besides international obligations, our country, where care of the people is defined as priority target of the state policy, pays utmost attention to social protection of people. Adoption of new programme document on work occupancy of disabled persons by the Head of the State is aimed at social and work rehabilitation of persons with limited capabilities and realization of their abilities. It is symbolically that at the same day, when the Resolution on target measures for realization of the working rights of disabled persons was signed, the hothouse farm was founded in the state boarding school for deaf children №5 in Turkmenabat. Lessons on plant growing and shop classes will be held there. The project will allow children to acquire working skills for adult life. More than 200 kids with hearing impairment from all velayats of the country live and get education in this educational institution. The children study there from the first grade until the end of the school and after receive secondary school diploma. More than 140 teachers, tutors, medical and other specialists take care of the kids. Opening of the hothouse in the school became important help in broadening of knowledge of disabled children. Besides, all grown staff, fresh vegetables and greens will be served to the children. The hothouse farm is around 346 square meters. Drip irrigation is used there. Two boilers provide proper temperature in autumn and winter period. All conditions for teaching the kids how to farm and grow crops are well established there. The children are able to grow vegetables, greens and flowers around the year. 830 young plants of cucumbers and the same number of tomatoes are planted there. Modern training and educational centres for 420 children with limited capabilities, built in all velayats and Ashgabat, are the samples of social direction of the policy steadily pursued by President Gurbanguly Berdimuhamedov, which main aspect is to establish best conditions for happy life of young citizens of the country. The initiative of realization of this project belongs to the Leader of the Nation. These complexes, put into operation in 2014, stipulate all necessary conditions for most comfort treatment and education of the children whose health condition does not allow going to normal school.
