The past week was marked with the further socio-economic progress of Turkmenistan reflecting both a huge potential of the country and those achievements made as a result of the far-sighted reforms of President Serdar Berdimuhamedov, which lay a strong foundation of well-being and prosperity of Turkmen people in the present epoch.
The official chronicle of the past seven-day week included the online working meeting with participation of Deputy-Chairman of the Cabinet T.Atahallyev and khyakims of velayats, which the head of the state held on June 30. The meeting’s agenda comprised issues, concerning the agricultural sector and work carried out in regions, including realisation of socio-economic reforms in our country, states of affairs at construction sites.
Grain-growers of Akhal velayat reported on successful implementation of their grain production plan for granaries of our fatherland and production of 400 thousand tons of food wheat.
The regular achievement of Turkmen grain growers - a natural result of large-scale transformations developed in agriculture at the initiative of the head of the state and aimed at strengthening the economic power of Turkmenistan, creation of food abundance in the country and increase of well-being of people.
As was marked, at present, all efforts are made for fulfilment of target goals for gathering of wheat fields released from the crop are prepared for the sowing campaign. In strict conformity with agro-technical standards, proper care of cotton is provided. Complex measures are realized to obtain a rich yield of potato, vegetable and gourds for maintenance of food abundance in markets of the country.
President Serdar Berdimuhamedov emphasised an important role of the agrarian sector in national economy and pointed out the necessity of wide introduction of modern methods and technologies for agricultural production, advanced experience for increase of productivity and quality of agricultural products with a view of further development of the sector according to requirements of the time.
The importance of adoption of measures for appropriate completion of the wheat harvesting campaigns as well as qualitative care of cotton and the laying of the foundation of wheat harvest for the next year were underlined.
On July 2, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country general Serdar Berdimuhamedov held the regular meeting of the State Security Council, at which results of work of military and law enforcement bodies for six months of the current year were discussed. Its agenda included issues connected with security and tranquillity in our independent state, strengthening of the material and technical basis of security departments, perfection of their activity.
During the meeting, the head of the state according to article 16 of the Law of Turkmenistan « On the Prosecutor's Office of Turkmenistan» signed the document on appointment and release of heads of bodies of the Office of the Public Prosecutor.
The President of the country noted that according to the military doctrine of Turkmenistan, which bears especially a defensive character, measures are taken to maintain a high level of military security and integrity of our independent, permanent neutral fatherland, to consecutively strengthen its defensibility, improve social living conditions of defenders of our fatherland and members of their families. At the same time, he underlined that work in the given area will be continued.
Topical issues of state life were considered at the online meeting of the Cabinet of Ministers of Turkmenistan held by President Serdar Berdimuhamedov on July 4.
Preparation of the bills aimed at perfection of civil-law relations, protection of the rights, freedom and legitimate interests of the individual and modernisation of electoral system were informed.
The information on participation of the delegation of the Mejlis in the 32nd annual session of the OSCE Parliamentary Assembly held in the city of Porto (the Portuguese Republic) was also delivered. In its frameworks, together with the Ministry of Foreign Affairs of Turkmenistan a side event on the theme “International Year of Peace and Trust: Strengthening Multilateralism for a Secure and Sustainable Future» was held. During the visit meetings with the special representative of the Parliamentary Assembly of OSCE for Central Asia and members of delegations of parliaments of Central Asian states also took place.
President Serdar Berdimuhamedov marked that our country supports fruitful contacts with foreign states, international and regional financial and economic organisations and institutes.
In the given context, the head of the state approved the proposal of the Asian Development Bank concerning Turkmenistan’s participation in the regional project for implementation of Phase II of the Integrated Trade Program until 2030 under the Central Asia Regional Economic Cooperation (CAREC) Program, the main objectives of which is enhancement of regional trade, digitalization and development of environmentally sustainable measures.
During the meeting, President Serdar Berdimuhamedov made an emphasis on the ongoing preparation for the international conference to take place on August 4-8 in Avaza national tourist zone.
With a view of maintenance of a high level of the forum, called to promote increase of economic potential of the land-locked developing countries, promotion of regional and international trade relations, the President of Turkmenistan signed the Resolution ««On organization of the Third United Nations Conference on Landlocked Developing Countries» and instructed to carry out corresponding work to that end.
At the meeting, the issues, concerning strengthening of the material and technical basis of "Türkmengaz" State Concern, in particular, maintenance of the sector with the modern geophysical equipment were also considered.
In the given context, the head of the state marked that in the country an effective work is carried out to explore deposits of hydrocarbon raw materials and maintain reliable functioning of pipeline systems. Having approved the proposal on improvement of the material and technical basis of "Türkmengaz" State Concern, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to take corresponding measures.
Focusing attention on the importance of further complex development of the agricultural branch of the country, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet, who supervises the agro-industrial sector, to hold under strict control a well- organised conduction of wheat harvest and delivery of the collected crop to reception points. At the same time, he was instructed to prepare properly the fields for the forthcoming sowing of winter wheat and to continue care of cotton fields taking into account agro-technical standards.
Besides it, construction of high-quality highways answering to international standards and bridges, their modernisation was discussed. In that connection, the head of the state instructed to hold under strict control timely and proper fulfilment of civil and erection facilities by the State Agency for Management of Road Construction.
Among other themes of the meeting - activity of the carpet making enterprises of «Türkmenhaly» State Association and strengthening of their material and technical basis. In the given context, the head of Turkmenistan underlined that effective measures are implemented in the country for development and perfection of national carpet making art and improvement of quality of production. Having approved the proposal on modernisation of manufacture of «Türkmenhaly» State Association, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to carry out corresponding work to that end.
Among priorities of cultural establishments - popularisation of national cultural heritage of Turkmen people in the world. At the Government meeting, the report on undertaken practical steps on the organisation of activity of museums of the country according to realities of the time was also delivered.
President Serdar Berdimuhamedov noted an important role of museums in protection, study and popularisation of rich spiritual property and cultural heritage of our people in the world. In this regard, the Deputy-Chairman of the Cabinet was instructed to continue work on promoting the cultural heritage of people, national values, their study on a scientific basis and preservation for future generations.
During the meeting, the report on the activity for development of sanatorium business was also delivered. In the given context, the head of the state underlined that in modern sanatoria of the country all conditions are created for high-grade rest and improvement of health and instructed the Deputy-Chairman of the Cabinet to pay attention to constant perfection of the services offered in sanatoria.
The agenda of the meeting of the Government also included issues of development of digital economy and introduction of innovative technologies.
President Serdar Berdimuhamedov underlined the importance of activity on development of digital economy and introduction of innovative technologies, preparation of professional specialists in the given sphere. Having approved the proposal on establishment of cooperation between "Türkmenaragatnaşyk" agency and the corresponding Academy of the Estonian Republic, the head of the state instructed the head of the agency to carry out necessary work in this area.
Continuing the review, we will note that various aspects of interstate cooperation were discussed during the meeting of President Serdar Berdimuhamedov with the newly appointed Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Pakistan to Turkmenistan Faryal Leghari, who presented her credentials.
Pakistan acts as one of the major partners of Turkmenistan in the South Asian region. Now cooperation between two states successfully develops in political-diplomatic, trade and economic, power, transport, educational and cultural-humanitarian areas.
It was noted that our countries realise large regional power and communication projects, in particular, construction of the transnational gas pipeline Turkmenistan-Afghanistan-Pakistan-India, and also the optical fibre communication line and power transmission line on the route Turkmenistan-Afghanistan-Pakistan.
In this connection, the head of the state underlined that these projects will promote in the long term social and economic development of the entire region, having expressed confidence that Faryal Leghari as the newly appointed ambassador will bring a contribution to realisation of the above-named large-scale projects, co-ordinating efforts of two countries.
The ambassador assured that she would use the best efforts for the further strengthening of traditionally friendship between two people.
2025, which is held under the motto «International year of peace and trust», will enter history as a unique reflexion of achievements of our fatherland in all areas and an indicator of its strategic areas for long-term prospect. The legal status of neutrality of Turkmenistan three times recognised by the world community speaks of global support of peaceful principles of our country.
In the given context, it is necessary to note that a special issue of the scientific-methodological journal "Bilim" of the Ministry of Education of Turkmenistan, devoted to the 30th anniversary of permanent neutrality of our fatherland was published. The journal provides due coverage of such themes, as preparation for grandiose celebration of anniversary of neutrality of the country comprehensively promoting maintenance of peace, sustainable development, strengthening of security and stability on the planet, and its big creative activity which is carried out at the international level.
In the edition, articles of achievements in higher education, new methods in educational work are also placed.
The special issue of the scientific-methodological journal "Bilim" is intended both for experts in the sphere of education, and for wide readership.
It is necessary to mark that President Serdar Berdimuhamedov at the regular meeting of the Cabinet, which was held online on June 27 approved the Decision on the Board of the Union of Industrialists and Entrepneurs of Turkmenistan and signed the Decree «On establishment of the International university of industrialists and entrepreneurs», and corresponding documents on appointment of heads of the new higher educational institution.
In the 2025-2026 educational years the international university, which will be housed in the new building being prepared for the opening, will receive its first students for Bachelor's Degree Programme.
Passing to other events, we should point out that on July 5, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov made a working trip by helicopter to the capital and the city of Arkadag.
Deputy-Chairman of the Cabinet B.Annamammedov, who supervises the construction complex and the city of Ashgabat, according to instructions of the President of the country reported Hero-Arkadag on the course of erection of capital medical institutions and projects of the health improving centres.
Honoured architect of Turkmenistan Hero-Arkadag underlined the importance of a complex approach to preparation of projects and fulfilment of civil work at sites of medical profile: a hospital complex of the state medical university of Turkmenistan named after Myrat Garryev, Ashgabat medical school named after Indira Gandhi, education-methodical centre and others. Thus, it is necessary to give proper attention to requirements of seismic safety of buildings.
Then, Hero-Arkadag from the helicopter familiarised with the condition of the medical centres, which operate and are erected in the capital as well as paces of civil work.
Doctor Arkadag during the flight examined the medical centres of the capital. In that regard, he made an emphasis on the necessity of due accomplishment of all buildings, and territories adjoining to medical institutions that is especially important for maintenance of the favourable ecological environment.
Further, Hero-Arkadag examined the complex of modern health improving centres in the southern part of the capital, which correspond to high international standards and render high-quality medical services for population. It speaks of success of solution of the goals put in the Government program «Saglyk».
Thus, events of the past week once again has attested to systematic and successful implementation of goals of the foreign and home policy, called to provide further development of all spheres of life of the country, economic progress, well-being and happy life of people during the new historical epoch in Turkmenistan under the leadership of head of the state Serdar Berdimuhamedov.
