Strengthening the constructive dialogue for common creative goals

The Third Conference of the United Nations on Land-Locked Developing Countries, held in Avaza, at the Turkmen coast of the Caspian Sea, became a powerful contribution to the strengthening of constructive regional and global cooperation for common sustainable development. Having united heads of states and governments, high-ranking officials from more than 100 countries, about 50 international organisations and representatives of more than 20 leading companies, it evoked a wide response in the world community. The fact that over 160 representatives of mass media from nearly 40 states arrived in Turkmenistan to highlight the Conference and numerous events held in its framework, also clearly testifies to it.

Many honoured guests remarked such large-scale representation at the Forum, its high organizational level and excellent conditions created for fruitful interaction. A well-planned agenda, which included key vectors of international activity – humanitarian, economic, social, ecological and other areas as well as specific goals and objectives on the margins of the Avaza program of action was focused on an effective work of the Conference.

Addressing at the solemn event on the occasion of the Third Conference of the United Nations on LLDCs, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov underlined that its goals are large-scaled and have a global dimension. They are aimed to giving serious international impulses to political, economic, trade links, processes of cultural, scientific interaction and enrichment. The United Nations conference is urged to show a common will, unity and determination persistently and to carry on a productive dialogue and practical partnership regularly, Hero-Arkadag noted.

As President Serdar Berdimuhamedov said in his speech at the plenary session of the Forum, together with the United Nations, our friends and adherents from tens of states, authoritative international organisations, here, in Turkmenistan, from positions of creation and equality, mutual respect and taking into account interests, care of our people, peoples, their present and future, problems of Land-Locked Developing Countries and ways of their solutions are discussed. Addressing participants of the Conference, the head of the state sounded the proposals of our country aimed at general well-being through the prism of special requirements of LLDCs. Among them – the initiative put forward from the rostrum of the Forum «Global Medicine of the Future: Solidarity and Cooperation», which supposes a start of systematic mechanisms of international medical diplomacy under the aegis of the United Nations Organization.

The proposal of Turkmenistan on creation of a new format of partnership - the Global Atlas of Sustainable Transport Connectivity - is aimed at formation of the system of sustainable communications that is especially important for LLDCs. President Serdar Berdimuhamedov also put forward the initiative of creation of a global program for transitioning to hydrogen energy for 2030-2040 and proposed to start from the next year discussion of modalities of development of such program within the United Nations framework . Having underlined that Turkmenistan starts with necessity of compliance of all economic activities with ecological standards, the head of the state drew attention of participants of the Forum to the proposal put forward by our country on formation of the Global framework programme of transition to Circular Economy Framework. The special attention was given to ecological and social aspects of the Caspian and Aral problematics, the significance of which goes beyond regional frameworks.

In speeches of participants of the Conference, international solidarity and adherence was expressed to the solution of problems of LLDCs that are closely connected with achievement of the global goals of sustainable development. They confirmed the general constructive spirit of the Forum, complete support to the Avaza program of action for Land-Locked Developing Countries for 2024-2034 adopted the General Assembly of the United Nations on December 24, 2024 and readiness to take an active part in its realisation.

At the Conference, they estimated results of the previous Viennese program of action in overcoming difficulties of LLDCs in achievement of SDGs and in particular, they stated some successes in the field of expansion of regional cooperation, assistance to trade relations and developments of transport infrastructure. At the same time, the United Nations point out that problems which these countries face, have a complex character caused not only by the geographical location, but also by other important factors.

As the Secretary General of the United Nations Organization Antonio Guterres underlined at the opening of the Forum, the task facing participants of the Conference consists in development of solutions for all these problems. «It concerns the beginning of new decade of ambitions - thanks to the Avaza program of action and its practical results - and about full disclosure of potential of the land-locked developing countries», - the head of the United Nations noted. Acceleration of structural transformations and an economic diversification, development of trade and regional integration, strengthening of measures to combat climate change and mobilisation of financial resources were designated as basic priorities in this work. Significance of digital transformation, called to facilitate LLDCS to enter world markets, necessity of development of digital infrastructure, increase of digital literacy and maintenance of inclusive availability of these technologies was also marked.

Digitalization, regional integration and competent investment strategy can help LLDCs to become a part of global economy. The Secretary General of the United Nations also underlined that the success of land-locked developing countries, has the greatest significance for implementation of the Agenda 2030.

The huge importance of the solutions adopted at the Conference of the United Nations in Avaza not only for LLDCs, but also for all world development was also noted by President of the 79th session of the General Assembly of United Nations Philemon Young. It was underlined that the General Assembly will always support Land-Locked Developing Countries and will annually monitor the course of realisation of the Avaza program of action. It was hoped that the problems designated in the Avaza program of action, would make up a general guideline for adjustment of free transit traffic in all corners of the world. Support of these initiatives by all participants of the Forum, United Nations member countries will act as a defining condition of their successful implementation.

The General Assembly of the United Nations as «parliament of humanity» will trace progress, to provide a general accountability and to hold topical problems of LLDCs in the centre of the international agenda. It will be also facilitated by the International Day of Awareness of the Special Development Needs and Challenges of LLDCs instituted with the special Resolution of the General Assembly of the United Nations adopted in the past month and special problems facing them in the field of development, which will be annually marked on August 6.

Speaking at the special briefing devoted to the first celebration of this day on the sidelines of the Third Conference of the United Nations on LLDCs, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs of Turkmenistan R.Meredov underlined that this day is more than the simply memorial date. It is a call to action, a call to the deepening of global understanding of structural shortcomings, which Land-Locked Developing Countries face because of the geographical remoteness and absence of direct access to the sea. A call to the strengthening of collective voice, advancement of practical solutions and adjustment of partner relations, which will allow these countries to fully participate in the world economy. Raising awareness of the world community on LLDCs problems, this day is urged to unite global efforts to provide Land-Locked Developing Countries with necessary international support and investments.

As participants of the Conference noted, the Avaza program of action will promote development of long-term plans, which will allow LLDCs to participate fully in global development. It will serve as a strategic Road map, and its realisation will demand collective responsibility and coordination of efforts of countries and international financial institutions. The Avaza program of action designed for the decade was named by participants of the Forum "a landmark" and «an accurate plan» which can help to transform existing challenges into possibilities for sustainable development, and Conference - "a turning point" for 32 countries, aspiring to overcome structural barriers on the way towards progress. The program is urged to become a reliable platform for improvement of connectivity, diversification of economy, creation of new workplaces and increase of stability to climate change. Uniting all interested parties, including land-locked countries, transit states and partners in development, the Avaza program of action has a global importance.

According to UN Under-Secretary-General, UN High Representative Rabab Fatima, the given Program includes mechanisms on full disclosure of potential of LLDCs and solution of their structural problems by transformations. In the given context, the importance of introduction of main principles and mechanisms of integration of the Avaza program of action in plans and budgets of regional level was marked. As its realisation demands coordination with national politicians, inclusiveness and responsibility, at the United Nations Conference in Avaza work of specialised platforms - platforms for civil society, private sector, youth, women-leaders, members of parliaments and South-South Cooperation model partners for the first time got started.

Having noted that results of this Conference will not be measured only by words, but also will find reflexion in practice, in particular, in construction of roads, creation of trade corridors and reached boundaries in the field of sustainable development, the UN Under-Secretary-General spoke with a call to joining efforts, which became the main guideline of the Forum.

Ways of solution of concrete problems of LLDCs connected with transport and digital connectivity, climatic challenges and participation in international trade, were considered at the forums held on the margins of the Conference, «round tables», meetings of high level and other side events. Among them - the discussions organised by the Turkmen party devoted to the International year of peace and trust, sustainable energy, circular economy and youth subjects.

The Avaza Conference being focused on practical results was marked by the ceremony, which was held on August 5, the signing of several bilateral documents between Turkmenistan and foreign countries as well as international organisations. Among the signed documents are the Protocol on Political Consultations between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs, Regional Cooperation and Burkinabe Abroad of Burkina Faso, the Protocol on the Establishment of Diplomatic Relations between Turkmenistan and the Kingdom of Eswatini, the Protocol on Political Consultations between the Ministry of Foreign Affairs of the Republic of Malawi and the Ministry of Foreign Affairs of Turkmenistan, the Agreement between the Government of Turkmenistan and the Government of the Slovak Republic on Economic Cooperation, a document on the technical assistance project: “Promoting Regional Connectivity and Smart Customs through Digital Transformation”, as well as the Annual Work Plan for 2025 “Promoting the Creation of Resilient Communities to Prevent Violent Extremism in Central Asia”.

The five-day exhibition organized on the sidelines of the Conference became a reflexion of a complex approach to development of economy of LLDCs, 25 pavilions of which displayed the activity of specialised structures of the United Nations, potential of Land-Locked Developing Countries and states of Central Asia. Their expositions familiarized participants of the Forum with the state policy and economic achievements, investment possibilities, culture and traditions of different people. It created possibilities for advancement of multiplane dialogue between countries, definition of priority areas of cooperation, establishment of new mutually beneficial partnership relations and exchange of experience.

Exhibits and the versatile information presented in the pavilion of Turkmenistan, visually demonstrated achievements of our neutral fatherland. For years of sovereign development, our country has achieved considerable successes in all spheres of life, becoming a full member of the world community and enjoying general respect and authority.

The cultural events, which have richly added emotionally rich its business agenda, became a colourful demonstration of unity and mutual respect of people and cultures within the Third Conference of the United Nations on land-locked developing countries. National Days of friendly states, dramatized literary-music events, held on the Caspian sea, friendship concert, festival of national cuisines promoted advancement of cultural diplomacy, acquaintance with history and rich national heritage of peoples of countries-participants of the Forum.

The exhibition of decorative and applied arts of friendly states, organized in the dramatized interactive complex of sea fountains, connected their past and present, opening new possibilities for activization of cultural links, mutual understanding and cooperation in uniform aspiration to the better future. The song «Awazanyň kenary - dost-doganlyk mekany» performed jointly by participants of the Concert of friendship, became a bright symbol of creative unification of peoples and underlined generality of their spiritual and cultural values.

As a whole, the Third Conference of the United Nations on Land-Locked Developing Countries was organised by Turkmenistan at the highest level as multilateral and multi-formatted dialogue and platform for development of the effective Program of action for solution of LLDCs problems, In the Avaza Political Declaration adopted on its results, participants of the Forum expressed adherence to realisation within the forthcoming decade the Avaza program of action for Land-Locked Developing Countries for 2024-2034 according to its five interconnected key lines of activity. They include structural transformations, science, technology and innovations; trade, simplification of procedures of trade and regional integration; transit, transport and connectivity; strengthening of adaptable possibilities, increase of stability to shocks and vulnerability decrease to climate change and disasters and funds for realisation.

The measures designated in the Declaration are aimed at transfer of results of the discussions, proposals put forward and solutions adopted into the practical plane. In the document, collective adherence was expressed to achievement of the actions of the concrete results provided in the Avaza program, regional centres of agricultural researches concerning creation, taking into account the interest shown by several countries; creation of commission of experts of high level of freedom of transit for land-locked developing countries; study of possibility of creation of the mechanism of financing of investments into infrastructure for land-locked developing countries.

It is especially noted that effective and complementary mechanisms of the subsequent activity and monitoring, brought into accord with existing global frameworks and adapted at national, subregional, regional and global levels, have a crucial importance for successful realisation of the Avaza program of action.

The complete success of the Conference of the United Nations on land-locked developing countries, held in Avaza, has visually demonstrated that ideals of peace and trust, friendship and cooperation are really realizable, if peoples are united by the general aspiration to sustainable development, progress and the better future for all.
