On September 1, 2025, President of Turkmenistan Serdar Berdimuhamedov, who is on a working visit to the People's Republic of China, took part in the Summit of the Shanghai Cooperation Organization.

The high-level meeting, held under the chairmanship of the leader of the People's Republic of China, was attended by Heads of state and government of SCO member countries, observer states and dialogue partner countries, as well as leaders of major international organizations.

Opening the Summit, the President of the People's Republic of China, Xi Jinping, expressed his gratitude to everyone for the accepted invitation, emphasizing the importance of the "SCO+" format. Noting that concrete steps aimed at ensuring peace, sustainable development and prosperity in the region will be discussed, the Chinese leader expressed confidence that the meeting will be productive.

Having greeted the gathering, President Serdar Berdimuhamedov first of all thanked the President of the People's Republic of China Xi Jinping for the invitation to participate in the current Summit of the Shanghai Cooperation Organization as an honored guest, for the warm hospitality and excellent working conditions.

Turkmenistan's participation in SCO summits as a guest of honor has become a long-standing good tradition, the Head of state continued.

At the same time, the constructive role of the Shanghai Organization in continental and global processes, its great contribution to the establishment of a fair and balanced system of the modern world system was confirmed.

During the meeting of the Summit in the "SCO+" format, the President of the People's Republic of China, Xi Jinping, presented a new internationally important proposal - the Global Governance Initiative. It was emphasized that this idea coincides with Turkmenistan's conceptual vision of the process of further improvement of the architecture of international relations, collective management, based on the principles of equality, justice and mutual respect.

President Serdar Berdimuhamedov declared his support for China's initiative and expressed readiness to cooperate with his Chinese colleagues on its practical implementation.

In this context, the always constructive position of the Organization towards the foreign policy course, neutrality, and international initiatives of Turkmenistan was emphasized. As noted, the states that are part of the Shanghai Organization supported and co-authored the UN General Assembly resolutions proposed by Turkmenistan.

President Serdar Berdimuhamedov said that it is with special feeling and gratitude that he speaks about the upcoming 30th anniversary of the international recognition of the country's neutrality, which will be celebrated on December 12 of this year. The Head of state noted that Turkmenistan will be glad to welcome high-level delegations of all states of the Shanghai Organization to the upcoming celebrations in Ashgabat.

The defining vector of the relations between Turkmenistan and the SCO is the economic sphere, the Head of state emphasized, identifying among the priorities transport and logistics, communications, energy, trade, production cooperation.

A special emphasis was placed on the transport component, where there are real opportunities for building a logistics highway along the East-West and North-South lines, in which the SCO countries and Turkmenistan are called as key links. It was emphasized that this will contribute to the creation of conditions for the formation of an integrated geo-economic space from the Pacific Ocean to the Baltic, which includes large and dynamically developing economic zones - the Asia-Pacific region, Central and South Asia, Russia, the Middle and the Middle East.

The Trans-Caspian and Caspian routes were specially selected. The Head of the state emphasized that the general task is to translate them into a practical way.

The most important aspect is the favorable political and legal climate for transportation on the Caspian Sea, which opens up good prospects for participation in the trade and economic activities of the Caspian states of the SCO, noted President Serdar Berdimuhamedov, reminding that the importance of the Caspian as the shortest and most convenient route for landlocked developing countries that was recently held in Turkmenistan was discussed in detail.

Focusing the attention of the Summit participants on the possibilities of the Turkmenbashi International Seaport, President Serdar Berdimuhamedov confirmed his readiness for a practical dialogue on the use of this multifunctional terminal in the interests of the Shanghai Cooperation Organization.

The Head of State continued that it is appropriate to initiate cooperation in shipbuilding, expressing confidence that partnership in this industry can bring significant mutual benefits.

President Serdar Berdimuhamedov declared that Turkmenistan is ready to increase the volume of natural gas exports to the SCO countries.

As stated, the development of humanitarian cooperation between the countries of the SCO, the strengthening of cultural, scientific-educational and other ties in the social sphere will always be of special importance.

President Serdar Berdimuhamedov emphasized that Turkmenistan considers this meeting at the highest state level an important step in the development of relations with the Shanghai Cooperation Organization, confirming the country's commitment to practical steps to realize joint opportunities in common interests, strengthening friendship, good neighborliness and trust.

In conclusion, the Head of state once again expressed his gratitude to the President of the People's Republic of China for inviting him to this important Summit.

During the Summit, urgent issues of development of cooperation were also discussed, including those related to increasing cooperation in the economic, energy, cultural and humanitarian spheres, in the field of innovation and high technologies.

At the end of the meeting at the summit, the President of the People's Republic of China Xi Jinping, expressing his gratitude to the President of Turkmenistan for the accepted invitation, noted the importance of the deeply meaningful speech of the Head of state.
