Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to consider a number of issues of state life.
Chairwoman of the Mejlis D.Gulmanova, who informed on the activity to improve current laws taking into account realities of the time, was the first to take the floor at the meeting.
As she was informed, at present, on the basis of the proposals arriving from ministries and sectoral departments, respective amendments are made in Codes of Arbitration Procedure, Labour, Sanitary, Family, Housing of Turkmenistan as well in Laws of Turkmenistan «On conscription and military service», «On administrative procedure», «On court».
Besides it, deputies of the Mejlis together with ministries, sectoral departments, political parties and public associations carry out work on explanation of the humane state policy of the President of the country, historical and political significance of Day of the Constitution and National Flag of Turkmenistan. At the same time, preparation for the scientific-practical conference «Basic areas of development of the legal basis of Turkmenistan in days of independence: the national model of modern legislation» on the occasion of the forthcoming holiday goes on and actions for explanation of current legal acts to the wide public are organised.
Summing up the information, President Serdar Berdimuhamedov emphasised the significance of continuation of development of new bills, which meet the requirements of the time.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work implemented to improve the national system of standardization.
As he reported, necessary measures are realized to control the quality. In particular, in the laboratories of «Türkmenstandartlary» Main Public Service, modern devices for definition of indicators of the quality of the goods and production are used, fruitful cooperation with foreign companies in this area is carried out.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov pointed out that in the country an effective work is carried out to modernise the national system of standardization. Having approved the proposal prepared with a view of perfection of activity of «Türkmenstandartlary» Main Public Service, the head of Turkmenistan gave the Deputy-Chairman of the Cabinet a number of instructions to that end.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on measures adopted to improve the material security of "Türkmengeologiýa" State Corporation.
As he informed, at a number of deposits and areas located in the western region of the country, oil exploration expeditions of the State Corporation at prospecting wells conduct drilling works for the purpose of search of oil and natural gas. Thus, a great significance is attached to modernisation of the material and technical basis of profile enterprises. At the same time, fruitful cooperation is maintained with foreign companies, specialized in the given sphere.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, the President of Turkmenistan underlined that in the country the fruitful work connected with of drilling of prospecting wells at modern level by revealing reserves of oil and natural gas. Having approved the proposal on improvement of the material security of "Türkmengeologiýa" State Corporation, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural branch and course of seasonal campaigns in velayats.
As he reported, at present, in the cotton fields, due care is given to cotton fields according to agro-technical standards, in particular, interrow cultivation, weeding, thinning and top dressing by mineral fertilizers proceed.
Appropriate measures are taken for the well-organised forthcoming grain-harvesting season and gathering of wheat in target dates and without lost.
Along with it, with a view of cultivation of potatoes, vegetables and gourds in velayats, supply of the population in sufficient volumes with the given production, corresponding work is carried out to take care of spring crops and gathering of the crops.
At present, in velayats silkworm breeders provide proper care of silkworms and produce cocoons.
Besides it, with a view of improvement of water supply of agricultural fields and ameliorative condition of the fields and rational and effective utilisation of water resources, proper work is carried out to clean irrigation and drainage canals.
Having heard the report, the head of the state noted the importance of complex development of agricultural branch, proper care of cotton fields in velayats according to agro-technical standards. Along with care of wheat fields, one should start preparation for the grain-harvesting season, the President of Turkmenistan underlined and gave the Deputy-Chairman of the Cabinet a number of instructions.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on preparation for celebrations on the occasion of the 145th anniversary of Ashgabat city.
As he reported, according to the plan, it is expected to organise the forums devoted to achievements in various spheres, explanatory and educational and song and musical events, celebrations in various corners of the capital.
On May 24-25 of the current year, it is planned to hold the XXV universal international exhibition and conference «White city of Ashgabat» and at the forthcoming exhibition it is planned to organise expositions of ministries and sectoral departments, local private enterprises, and foreign companies where achievements in various branches will be displayed. During the forum issues of development of the capital according to the concept «smart city», attraction of investments will be discussed.
Among festive events is the concert of workers of arts in the Ashgabat song and musical centre.
Within the preparation for forthcoming celebrations, complex measures are taken to maintain cleanliness of capital avenues and streets, and accomplish the buildings located on roads, including their ornament and illumination.
In this connection, the Deputy-Chairman of the Cabinet submitted relevant proposals for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov focused attention on the significance of the XXV universal international exhibition and conference «White city of Ashgabat» to be organised on May 24-25 of the current year. The head of the state also instructed the Deputy-Chairman of the Cabinet to prepare properly for cultural events on the occasion of Ashgabat City Day and to provide their high level.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on the work to ensure participation of Turkmenistan at high level in the International horticultural exhibition «Green EXPO-2027» to be held in Yokohama (Japan) city from March 19 to September 26, 2027.
Having reported that in this world exhibition, organized under the motto «Landscape of the future for happiness», participation of about 80 countries is expected, the Deputy-Chairman of the Cabinet submitted relevant proposals for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov marked that Turkmenistan effectively develops multilateral relations with foreign states. Having approved proposals on participation of our country in the International horticultural exhibition, which will be held in Japan, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on realised measures on perfection of the activity of publishing sphere.
As she informed, now newspapers and magazines, issued in the country by the Turkmen state publishing service, are provided for the population in the electronic format. In that regard, legislation in force in the field needs modernisation and amendments to be made according to the requirements of the time with a view of further perfection and regulation of the work connected with the state policy and state support in the area of publishing, state orders, in particular.

Having heard the report, President Serdar Berdimuhamedov underlined that in the country the special attention is given to perfection of activity and strengthening of the material and technical basis of publishing sphere and instructed the Deputy-Chairwoman of the Cabinet to carry out necessary work to strengthen the legislative framework of the given sector.
Further, Deputy-Chairman of the Cabinet B.Mammedov reported on the course of preparation for celebrations on the occasion of the completion of the academic year 2025-2026, ceremony of "Last bell», and celebration of Ashgabat City Day.
As he informed, in hat connection, on May 25 of the year «Independent neutral Turkmenistan - the homeland of purposeful winged racers» it is planned to organise flower-laying ceremonies at the Monument of Independence of Turkmenistan and the Main Flags in velayats of the country.
Then, in all comprehensive schools in honour of completion of the academic year will be held a celebration «Last bell» under the motto «Independent neutral Turkmenistan - the homeland of purposeful winged racers». Memorable gifts on behalf of the President of Turkmenistan will be handed to distinguished graduates and workers of the education sphere.
In the holiday for graduates, it is planned to organise excursions to cultural sights, cultural-leisure centres of Ashgabat and Arkadag cities and all regions of the country.
Along with it, on the occasion of the holiday concerts of workers of art will be also held.
In this connection, for consideration of the head of the state, corresponding proposals were presented.
Having heard the report, President Serdar Berdimuhamedov noticed that in the year «Independent neutral Turkmenistan - the homeland of purposeful winged racers» with a wide scope festive celebration are held. The head of the state instructed the Deputy-Chairman of the Cabinet to provide a high level of organisation of actions on the occasion of completion of the academic year, including the celebration «Last bell» with participation of school leavers and Ashgabat City Day.
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the visit of Hero-Arkadag to the Republic of Tatarstan of the Russian Federation on May 13-14 of the current year.
As he reported, within the visit, the National Leader of the Turkmen people held important meetings from the political point of view and negotiations with officials of the Russian Federation, in which course possibilities of the further strengthening interstate relations on a wide spectrum of areas were considered.
In particular, the telephone conversation of Hero-Arkadag with President of the Russian Federation Vladimir Putin on May 13 took place. The subject matter of discussion was issues of bilateral political agenda, present condition of economic cooperation and way of its development, and interaction in educational and cultural spheres.
The regional and international issues representing mutual interest were considered. Thus the special attention was given to the agenda of the next meeting of the Council of heads of states of the Commonwealth of Independent States which will be held in Turkmenistan in October of the current year. Along with it, necessity of advancement of bilateral economic partnership, especially joint activity for such key areas as transport and logistics was stated.
Besides it, Hero-Arkadag put forward a number of specific proposals concerning further development of centuries-old cultural links between people of both states.
That very day in the Kremlin of Kazan city, the bilateral meeting of the Chairman of the Khalk Maslakhaty of Turkmenistan with Rais of the Republic of Tatarstan Rustam Minnikhanov, in which the great attention was given to issues of effective utilisation of available ample opportunities in the trade and economic sector, took place. A special emphasis was made on historical affinity of Turkmen and Tatar people that serves as a reliable basis for development of cultural cooperation.
Having stated a huge value of partnership in the sphere of education, Hero-Arkadag and Rustam Minnikhanov pointed out that at present, about 8 thousand young citizens of our country are trained in educational institutions of Tatarstan.
The National Leader of the Turkmen people also spent a number of meetings with the high-ranking officials of the Government of the Russian Federation.
On May 14, Hero-Arkadag participated in the XVII International economic forum «Russia - the Islamic world: KazanForum 2026» in which he provided detailed and scientifically well-founded characteristic to cultural interaction between the states of the Islamic world.
The significance of the 15th session of the General Conference of the Islamic World Educational, Scientific, and Cultural Organization (ICESCO) was especially underlined. The fact that during the visit of the National Leader of the Turkmen people to Kazan at the session of ICESCO the decision on joining of Turkmenistan this Organization in the status of an observer was adopted has a great significance.
That very day, Hero-Arkadag visited the horse-racing complex in the city of Kazan and observed jumps that is deeply symbolical in the light of the motto of 2026 «Independent neutral Turkmenistan - the homeland of purposeful winged racers».
The visit of the Chairman of the Khalk Maslakhaty to the Russian Federation became one of the significant events in the political life of the country and once again showed high efficiency of the foreign policy realised by the head of Turkmenistan.
Having heard the report, President Serdar Berdimuhamedov noticed that mutually beneficial relations between Turkmenistan and the Republic of Tatarstan of the Russian Federation fruitfully develop. Participation of Hero-Arkadag in recent international economic forum and other actions in the Republic of Tatarstan became an important step to strengthen cooperation, the head of the state said. In this connection, the President of the country focused attention on the importance of further expansion of partnership.
Throughout the report, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on preparation for the next session of heads of governments of the Commonwealth of Independent States.
As known, this year Turkmenistan presides in the CIS. Within the presidency from the beginning of the year sessions of various councils, commissions and other meetings are held. In the given context, on May 22 of the current year it is planned to organise the next session of heads of governments of the Commonwealth of Independent States in Ashgabat. The Ministry of Foreign Affairs together with the Executive committee of the Commonwealth conducts corresponding work on preparation for the forthcoming meeting.
According to the developed project of the program, on May 22 it is planned to organise bilateral meetings of the President of Turkmenistan with heads of delegations, which will take part in the session of heads of governments of the CIS. Besides it, it is expected to hold bilateral meetings between heads of delegations.
Along with it, this very day sessions of heads of delegations in corresponding structures, agendas of which will discuss several important issues and on completion documents will be signed.
Having heard the report, President Serdar Berdimuhamedov pointed out that our neutral fatherland consistently develops cooperation with the Commonwealth of Independent States in trade and economic and cultural-humanitarian spheres. In this connection, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs was instructed to prepare properly for the next session of heads of governments of the CIS and to provide its high level.
Then, Deputy-Chairman of the Cabinet B.Annayev reported on the work conducted by the Ministry of Motor Transport for the well organised conduction of the grain harvesting season in 2026.
As he informed, according to the corresponding Resolution of the President of Turkmenistan, the necessary joint work is carried out for timely and lost free transportation of wheat grown on a contractual basis, to reception points, and to warehouses and grain elevators, maintenance of uninterrupted and highly effective operation of vehicles.
Having heard the report, President Serdar Berdimuhamedov noticed that appropriate work is implemented to develop the sphere of motor transport, regular supply of the branch by modern motor transport. In this connection, the head of the state with a view of the well- organised conduction of the forthcoming harvest season, instructed the Deputy-Chairman of the Cabinet to take measures for timely preparation of vehicles and increase in volume of services in cargo transportation.
Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that on May 18 in the country Day of the Constitution and National Flag of Turkmenistan will be widely marked. This holiday strengthens unity and coherence of our people. Following the Main Law, it is necessary to carry out further the activity aimed at realisation of social and economic interests of each citizen, the head of the state said.
Taking an opportunity, the President of the country warmly congratulated participants of the meeting and people of the country on Day of the Constitution and National Flag of Turkmenistan.

At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.
