More effective mechanisms for energy cooperation are under discussion in Ashgabat

Co-organized by the Ministry of Energy of Turkmenistan and the International Energy Charter Secretariat, an annual training seminar, entitled “The role of natural gas, oil and electric power in the Eurasian energy security” has begun at the International University of Oil and Gas. Among those attending the two-day training event are experts from the United States of America, Russia, Turkey, Finland, and their Turkmen colleagues – specialists from sectoral ministries and agencies. The forum focuses on developing more effective mechanisms for international energy cooperation, outlining clear and transparent principles of the countries’ activities on the world’s energy markets. Seminar participants were given insights into the legal aspects of partner relations regulation between manufacturing countries, transit countries and energy consumers. They also discussed effective measures aimed to protect investments in the transnational pipeline infrastructure and other issues. As noted, Turkmenistan, whose natural gas reserves are the fourth largest in the world, is seeking to gain greater access to the international gas market to exploit its natural resources most effectively. The workshop attendees also highlighted the topicality of our country’s initiatives aimed at the formation of the new global energy security architecture. Held the day before, the Ashgabat Energy Charter Conference entitled “Towards a Multilateral Framework Agreement on Transit of Energy Resources” once again reaffirmed their importance. According to the seminar participants, the outcomes of the Conference will give powerful impetus to the development of cooperation in the world energy zone in the political and legal sphere, and in terms of practical steps to create an integrated and stable energy security system and to develop mechanisms for the reliable and smooth operation of the relevant interstate infrastructure. During interactive and group training sessions, organized for the event participants, the “parties” theoretically modeled negotiations in the context of the national energy strategies. A system approach adopted by the field-related experts ensured a high level of discussions, which resulted in formulating proposals that are urgently needed today to design an energy policy. The seminar will continue tomorrow.
