The regular twenty third session of the Mejlis of the fifth convocation in which a number of laws and regulatory legal acts were accepted, took place. For participation in the session representatives of related ministries and departments and also mass media were invited. According to the session’s agenda, deputies considered bills of the constitutional laws of Turkmenistan - «On amendment to the Constitution of Turkmenistan» and «On the Khalk Maslahaty of Turkmenistan». As marked, the Law developed within the constitutional reform «On the Khalk Maslahaty of Turkmenistan» is one more important step on the way of democratisation of political life of the state, creation of uniform and complete system of bodies of democracy, perfection of institutes of civil society according to modern requirements. The above-named bill was developed with the account of recommendations of President Gurbanguly Berdimuhamedov and experience of Turkmen people in the field of state building. Being a higher representative body which operates according to the Constitution and on the basis of conventional democratic principles, the Khalk Maslahaty urged to provide participation of various strata of society in adoption of important political decisions. Then for consideration of the Mejlis the bill of the constitutional law of Turkmenistan «On modification of the Constitutional law of Turkmenistan «On independence and bases of state system of Turkmenistan» was submitted. The interested exchange of opinions took place by consideration of the bill of Turkmenistan «On free economic zones». Speakers noticed that today in our country program measures on modernisation and diversification, strengthening of export potential of national economy are realised. Large scale investments are allocated for development of oil and gas sector, agriculture, hi-tech branches which manufacture competitive and highly demanded goods in the world markets, formation of developed transport and information-communication infrastructure. All-round state support is given to the development of small and medium business. Prominent aspects of economic policy of the state is international cooperation, large scale financing of major national and international projects at the expense of internal resources, and also attraction of foreign investments, adjustment of long-term mutually beneficial cooperation with business circles of the world including those in the field of introduction of innovative resource saving technologies, advanced achievements of management and marketing. In the given context the present Law which defines legal, organizational and economic bases of creation, functioning and liquidations of free economic zones in the territory of Turkmenistan has a special topicality. The free economic zone is a specially allocated territory with accurate certain administrative borders in which a special legal regime for investment and enterprise activity, including a preferential order and conditions of taxation, currency, customs regulation, simplified order of entrance, stay and departure of physical persons, labour relations, financial-credit activity and others are established The new Law will give a new impulse for the development of national economy, will promote increase of investment attractiveness of Turkmenistan, successful integration of our country into system of world economic relations and finally - to increase of well-being of the Turkmen people. Deputies considered the bill «On modification of the Labour Code of Turkmenistan» which taking into account the present social and economic conditions, contains an updated list of festive and memorable days and also the bill «On modification and additions to the Code of Turkmenistan «On Land», containing a legal regulation of transfer as a measure of encouragement of land plots for constant or timely use of citizens of Turkmenistan - to tenant farmers who ensure zealous care of the land, yield rich harvest from it, and including the positions which legally fixing features of rent of land by participants of free economic zones. Laws «On additions to the Tax Code of Turkmenistan"", ""On modification of the Law of Turkmenistan «On migration» were also discussed. Bills of acts submitted for consideration at the sessions of the Mejlis were unanimously approved and adopted.
