On January 12, the President of Turkmenistan Gurbanguly Berdymuhamedov presided over a regular working video-selector meeting with participation of khyakims of velayats and Ashgabat city. First speaker, Akhal velayat khyakim M. Nurmammedov reported on the current state of affairs in the region, on the measures taken in the light of the commissions, voiced at the enlarged session of the Cabinet of Ministers held to sum up the outcomes of work in 2014; as well as on the agri-works ongoing in the farmlands. Touching upon the issues of land areas allotment to the citizens, the leader of nation placed special emphasis on the need for ensuring control over the process, aimed to stimulate enterprising and zealous land-owners. Speaking of the necessity of taking fresh organizational approaches to realization of the National Program for regions’ development locally, the President of Turkmenistan demanded from etrap khyakims to exercise constant control over the agri-works both in the fields and on the livestock farms, to keep closer contact with agricultural producers as well as the population. The head of state reminded of the intensification of requirements assigned to heads of the local executive authorities, and their growing responsibility for concrete results. The situation in the region, the ongoing measures in all life-supporting sectors of the velayat for tackling the tasks specified at the enlarged session of the Cabinet of Ministers (held on January 9) were in the center of the report made by Balkan velayat khyakim B. Hojamammedov. The head of regional administration also informed about the implementation progress of the objects under construction in the velayat within “The National Program of the President of Turkmenistan on improving social conditions of the population of villages, settlements, etrap towns and etrap centers till 2020”, as well as the work under way on the livestock farms on ensuring well-fed and warm wintering of the cattle. After the report, the President of Turkmenistan commissioned to keep permanent control over the activities on regulating land areas allotment to farmers in Balkan velayat, ensuring proper care of the allotted land areas by tenant farmers and providing support to agricultural producers. The head of state instructed to carry out adequate work on reorganizing the velayat managerial authorities’ activity to improve its efficiency, having emphasized that heads of etraps should bear personal responsibility for the effectiveness of all agricultural activities in their etraps, including the enhancement of cattle farms profitability. Then, Dashoguz velayat khyakim E.Orazgeldiev focused his video report on the ongoing work in the main trends of the velayat’s socio-economic development, on fulfillment of the assignments given by the nation’s leader at the enlarged Cabinet session devoted to the outcomes of 2014, on working out a plan for timely and qualitative construction of the objects in the velayat. The President of Turkmenistan has underlined that successful implementation of the National Program for regions’ development is a priority objective at present. Touching upon the issues of distributing the lands areas to be planted to crops to farmers, the head of state has stressed the necessity of taking a responsible approach to this work – land areas should be allotted to those tenant farmers, who will be able to grow abundant harvests, and etrap khyakims are assigned to exercise control over the activity, - said the leader of nation. Besides, etrap khyakims should make regular trips to the farmlands to ensure control over handling of crops, President Gurbanguly Berdymuhamedov stressed. The video-report of Lebap velayat khyakim M. Jorayev covered the present state of affairs in the region, the program worked out to tackle the tasks assigned at the enlarged session of the Cabinet of Ministers devoted to last year’s work outcomes; the steps taken to ensure progressive development of the velayat’s industrial infrastructure and social sphere, as well as the measures under way in the agricultural sector of the region. In the after-report comments, the President of Turkmenistan commissioned the khyakim to keep the measures for ensuring efficiency of the activities ongoing in all sectors of the velayat’s economy under constant control. The head of state also highlighted the importance of providing constant support to farmers in the velayat, having placed responsibility on etrap khyakims for allotment of land areas on lease. Besides, focusing on the necessity of tightening the requirements assigned to khyakims to organize activities in etraps, the leader of nation demanded from the head of regional governance to ensure strict control over the regularity of visits to farmers’ farmlands by etrap khyakims, as well as over the work carried out in all daikhan associations and livestock breeding complexes. The head of state instructed to conduct special meetings to discuss the tasks assigned at the working meeting and to pass the relevant decisions. Mary velayat khyakim B. Annagurbanov centered his video-report on the situation in the region, on development of a work plan for successful realization of the objectives identified at the enlarged session of the Cabinet of Ministers conducted to consider the outcomes of last year’s activity, on the work under way in the farmlands and on the livestock farms of the velayat, as well as the measures taken to accelerate the paces of construction works at sites of the objects erected in the region. Focusing on the agri-works ongoing in the farmlands and irrigated lands, the head of state demanded to enhance the responsibility of etrap khyakims for handling of the issues of creating favorable working conditions for farmers, as well as allotting land areas to them. Having stressed that etrap khyakims should go on field visits more frequently, keep an eye on the timely and qualitative conduct of the agrotechnical measures in the farmlands, the head of state instructed to strengthen control over the work in this direction. The leader of nation pointed out that the issues of allotting land areas on lease to diligent land-owners and growing bountiful crops by farmers should be in the focus of attention. Then, Ashgabat city’s khyakim R. Nurmammedov reported on the state of affairs in the capital, the large-scale measures, carried out in the frames of the work plan, aimed at tackling the tasks assigned by the nation’s leader at the enlarged government session held to sum up the outcomes of 2014, and the steps taken to ensure cleanness and provision of urban amenities in the city. The khyakim also presented for consideration by the President of Turkmenistan the plan of activities for the capital’s further improvement. Summarizing the report, the head of state has emphasized that ensuring of cleanness and improvement of Ashgabat, timely and qualitative completion of the objects erected in the capital are the main present-day requirements. The leader of nation also stressed that etrap khyakims should attend to the population’s needs more often, keep rigid control over the ongoing work, and analyze the situation at sites of the objects under construction. Having stressed the necessity of strengthening the requirements assigned to khyakims for execution of the work in the city’s etraps, the President of Turkmenistan gave a number of commissions on enhancing their responsibility, as well as establishing a new procedure for appointment and release of etrap khyakims from their official duties. The head of state has highlighted that the main requirement allocated to khyakims of the capital’s etraps is to make Ashgabat a model city in all respects.
