On February 20, President of Turkmenistan Gurbanguly Berdymuhamedov convened an enlarged session of the Cabinet of Ministers to consider the priority issues of state life, as well as some draft documents. During the session, khyakims of Ashgabat city’s etraps delivered reports on the ongoing work, the complex measures aimed to successfully tackle the issues of the capital’s social and economic development. On the whole, having approved the presented plan for the Turkmen capital’s development, President Gurbanguly Berdymuhamedov stressed the need to pay special attention, while implementing the town-planning conception, to the issues of harmonious blending the modern architectural achievements and the traditions of national art of building in the exterior of new buildings and facilities. Successful implementation of the works specified by the Ashgabat Development Conception is destined to ensure high standards of living for the Turkmen people, to create the most favorable conditions for their constructive labor, everyday life and recreation, the leader of nation emphasized, having addressed the Ashgabat city’s khyakim a number of concrete issue-related commissions. Next speaker, Deputy Chairman of the Cabinet, Senior Manager of the Presidential and Cabinet Administration Office of Turkmenistan Sh. Having signed the submitted documents, the leader of nation gave the Vice-Premier a number of executive commissions. The report of Akhal etrap khyakim M. Nurmammedov covered the implementation course of the National Program for regions’ development, the ongoing seasonal agricultural operations, the measures taken to tackle the tasks on the agro-industrial complex’s development and further improvement of the social conditions of the region’s population. In the frames of preparations for the cotton sowing campaign, 120 thousand hectares of farmlands have been ploughed; and preparation of sowing machines is well under way. 3, 414 hectares of farmlands have already been planted to other crops; 12,700 hectares are to be planted. While reporting on the state of affairs in the region’s livestock sector, the velayat khyakim informed about the steps taken to secure the livestock efficient wintering and sufficient fodder supply, and the ongoing preparations for the lambing time. The report also included the detailed information about the outcomes of the National Rural Development Program, in the frames of which 111 social- and cultural-purpose objects had been built in Balkan velayat in 2008-2014. Besides, water and gas pipelines, power transmission lines, telephone lines and other utility networks were provided. 72 water wells were constructed to improve water supply to the population. In the comments to the report, President Gurbanguly Berdymuhamedov focused his attention on the necessity of keeping constant control over the construction of objects, in particular, social- and cultural-purpose buildings and industrial infrastructure facilities, having given the khyakim a number of issue-associated assignments. Then Dashoguz velayat khyakim E. Orazgeldiev concentrated his report on the measures taken to successfully realize the National Rural Development Program, the implementation progress of the agri-works in fields, the ongoing work on developing a plan for construction of social- and cultural-purpose objects and other infrastructure facilities in the velayat in 2015-2020. As informed, 300 thousand tons of wheat, 230 thousand tons of cotton are planned to be produced in the velayat this year; 3,300 hectares of farmlands are to be planted to fruit, vegetable, and cucurbitaceous crops. The measures are being taken to increase the livestock population and raise productivity of cattle farms in the velayat. Five livestock complexes are planned for construction in the velayat in 2015. After the report, the President of Turkmenistan has highlighted that successful fulfillment of the tasks assigned on the development of the country’s regions, the well-timed and qualitative work on the velayat’s socio-economic development, further improvement of the social conditions of the population, and successful realization of investment projects of the National Rural Development Program are important present-day requirements. The general state of affairs in the region, fulfillment of the earlier presidential commissions on strengthening the agricultural sector’s material and technical base, the field works ongoing in compliance with agrotechnical standards were in the center of the report made by Lebap velayat khyakim M. Joraev. Preparations for sowing various fruit, vegetable and cucurbitaceous crops are in progress in the velayat. 300,000 saplings of trees, including 240,000 coniferous and deciduous and 60,000 fruit trees are planned to be planted in the region in the current year. 27,000 saplings have been already planted in the velayat. As reported, farmers of the region are conducting the work on handling winter wheat crops in compliance with agrotechnical norms and preparing for the forthcoming cotton sowing campaign. This year, 380,000 tons of wheat, 313,000 tons of cotton, 200,000 tons of beet and other agricultural crops are planned to be produced in the velayat. The khyakim also informed that in accordance with the prepared working plan for 2015, social- and cultural-purpose facilities, a water-purification plant, engineering infrastructure and highways would be put into operation in the velayat. Twenty social- and cultural-purpose objects, utility systems, 60.9 thousand square meters of housing, a water-purification plant and a waste water treatment facility will be still under construction. Construction of 10 livestock complexes is planned in the velayat. In the report follow-up comments, President Gurbanguly Berdymuhamedov assigned to intensify the work in the region’s economic sectors and to conduct it in compliance with science-based modern requirements. Having stressed that the issues of successful realization of the reforms in the velayat’s agricultural complex should be the center of attention, the head of state addressed a number of concrete assignments to the khyakim. The report of Minister of Economy and Development V. Abdylhekimov covered outcomes of the analysis of the regional program implementation, carried out together with khyakims of velayats, etraps and cities, as well as heads of relevant ministries and sectoral agencies. The Minister informed in detail about the volumes of assimilated investments and the works done in every region in 2008-2014, about the projected construction works and financial investments for implementation of the within-said program for 2015-2020. Gochyev reported on preparation of the revised “National Program of the President of Turkmenistan on improving social conditions of the population of villages, settlements, etrap towns and etrap centers till 2020” adopted in December, 2007. As informed, over the past seven years, 832 social-purpose facilities have been built in the frames the Program. Besides, 8 thousand kilometers of water supply system, 12.2 thousand kilometers of gas pipeline, 10.4 thousand kilometers of power transmission lines, 4.5 thousand kilometers of roads, 15.7 thousand kilometers of telephone lines, 385.5 thousand telephone points, 2.7 million mobile phone numbers, as well as other infrastructure facilities have been provided. Over the same period, 2 large and 10 small water-purification plants, and 4.5 million square meters of housing have been completed. Following the results of the analysis, a new version of the Program for regions’ development was prepared given recalculation of the scope of work for 2015-2020. In accordance with the document, more than 600 social- and cultural-purpose buildings and thousands of kilometers of infrastructure facilities are planned for construction in the medium-term perspective. In whole, having approved and signed the revised program, the nation’s leader highlighted great practical importance of timely tackling the tasks defined by the document. Addressing to the Vice-Premier and relevant executives, the President of Turkmenistan assigned to ensure rigid control over high-quality construction of objects and infrastructure facilities in settlements, their putting into operation as scheduled. The outcomes of the work accomplished by the consulting company - “Edison Technologies KG” on the construction of a glass manufacturing enterprise in Derveze etrap, Akhal velayat were in the focus of the report made by Cabinet Deputy Chairman B. Ereshov. According to the Agreement made between the Ministry of Industry of Turkmenistan and “Edison Technologies KG”, much work has been done on analyzing and evaluating tender proposals, selecting a contractor and preparing the relevant documents in compliance with international standards. The Turkish company -“Tere Тürkmen Inşaat ve Ticaret Anonim Sirteti” was selected as a contractor. The company’s Director General Edison Kasapoglu presented a slide show and detailed information to the nation’s leader about the new project of the glass industry. The industrial facility will have lines of the entire production chain, including a raw material department, a melting department, a department for manufacturing glass sheets (of different size and thickness), a glass hardening department and a bottle department. The would-be enterprise will produce transparent and tinted glass, laminated and tempered glass (4 mm thick) for windows and double-glass panes. Its projected annual capacity is 7, 200 thousand square meters of glass, and 85 million various transparent and colored glass bottles for drinks and medical bottles for solutions and tablets (from 0.3 to 3 liters). Having stressed the importance of the new facility aimed to fully satisfy demand of the country’s domestic market for high-quality goods, the head of state expressed full satisfaction with the preparatory work done for construction of the glass manufacturing enterprise in Derveze etrap, Akhal velayat and signed the relevant document. Then, Chairman of the “Turkmenavtoyollary” State Concern D. Amangeldiev focused his report on the current work on fulfilling the plans for the road and transport infrastructure further development, including construction of highways in accordance with the National Rural Development Program. Speaking of the road infrastructure development, the head of state has emphasized that autobahns are of great significance to the national economy further dynamical development and demanded to ensure the well-coordinated activity of the relevant agencies on tackling the tasks on modernization of road and transport infrastructure. Reporting on the state of affairs in the supervised sectors, Deputy Chairman of the Cabinet M. Artykov informed about fulfillment of the commissions given earlier by the leader of nation, including on the road construction work ongoing in the country. As the Vice-Premier informed, in compliance with the Resolution of President Gurbanguly Berdymuhamedov a number of relevant amendments had been made to the State Standard Industrial Classification of Economic Activities, which made it possible to control the quality of road construction work carried out by local enterprises and foreign companies, as well as to use additional production facilities and raise competitive capacities. Focusing on the top priority objectives of the program carried out in the road building sector, the President of Turkmenistan emphasized the importance of ensuring high-quality of road reconstruction and construction. Having signed the Resolution “On adopting the Regulations on licensing road works”, the head of state gave the Vice-Premier a number of commissions on ensuring well-coordinated work of the relevant agencies aimed to tackle the tasks on the improvement of road construction work. In her turn, Minister of Education G. Mammedova reported on the issue of approving the Procedure for the recognition of diplomas of higher and intermediate vocational education issued to citizens of Turkmenistan in foreign countries. As noted, to recognize the within-said documents (a number of proper requirements should be fulfilled), their bearers must take state examinations (they can be taken four times a year) in Turkmenistan in the prescribed manner. Those, who will pass the examinations successfully, will receive the documents in the established standard form. Slides with images of these documents were shown to the President of Turkmenistan. After the report, having signed the Resolution, President Gurbanguly Berdymuhamedov has stressed that young people have every opportunity provided for receiving high-quality education and professional training, including in educational institutions of foreign countries. Dwelling upon the theme, the leader of nation gave the Minister a number of commissions, including on studying and meeting demand of different sectors for qualified personnel, as well as providing employment for young specialists. Deputy Chairman of the Cabinet S. Toilyev informed about the 2015-2017 National Traffic Safety Program of Turkmenistan. Prepared in the context of implementing the relevant assignments of the head of state, the Program is aimed to ensure traffic safety in our country, prevent road accidents and to continue the systematic work in this field. In this connection, a draft Resolution on approving the above-mentioned National Program and its Implementation Plan were submitted for consideration by the President of Turkmenistan. Placing concern for people’s prosperous and happy life in the center of Turkmenistan’s state policy, the leader of nation stressed the importance of taking a responsible and comprehensive approach to traffic safety issues and prevention of road accidents, which cause a negative impact on people’s health. After signing the relevant Resolution, the head of state commissioned the Vice-Premier to keep strict control over realization the National Program and the Plan. Reporting on the activity of the Ministry of Foreign Affairs, Deputy Chairman of the Cabinet, Minister of Foreign Affairs of Turkmenistan R. Meredov reported on the steps taken to implement the Program of Activities in honor of the 20th anniversary of our country’s permanent neutrality. The Program of Activities offers international forums, including with participation of eminent guests, exhibitions, cultural and sports events, and other activities; at present, all necessary steps are being taken to handle the organizational issues. The Vice-Premier also informed that thirteen international conferences devoted to the 20th anniversary of Turkmenistan’s neutrality had been held abroad. Having focused on the measures aimed to ensure a high organizational level of the activities to be held in our country and beyond on the occasion of the 20th anniversary of Turkmenistan’s neutral status and announcement of 2015 the Year of Neutrality and Peace, the head of state gave the Minister of Foreign Affairs a number of Program-related commissions. In this connection, President Gurbanguly Berdymuhamedov also noted that the country’s ministries, agencies, public organizations and mass media should take an active part in the anniversary celebrations. The report of Cabinet Deputy Chairperson M. Yazmuhammedova was an extensive coverage of the cultural activities to be held in March, commissioning of social- and cultural-purpose objects, as well as the ongoing preparations for International Women’s Day and National Spring Holiday. The Vice-Premier informed that on the threshold of International Women’s Day festivities and meetings with women would take place countrywide. Works by Turkmen woman artists would be featured in exhibitions. By tradition, the main celebration is to be held in the picturesque valley of Akhal velayat where an improvised Turkmen village will be set. The festive program will include creative activities, exhibitions and contests in honor of the coming of spring, which reflect the Turkmen people’s rich cultural heritage. Speaking of the international events scheduled for March, the Vice-Premier informed that in the frames of the Program of Activities “Mary - the cultural capital of the Turkic world” a concert with participation of the region’s best artists would be held in its administrative center. Having emphasized exceptional importance of the spheres of culture and mass media in preserving the nation’s cultural values, cultivating moral and aesthetic values in young people and promoting the country’s modern achievements, President Gurbanguly Berdymuhamedov placed accent on further popularization of the Turkmen people’s national culture, advancement of an active international dialogue of cultures, expansion of cultural infrastructure and active participation of the institutions of culture in healthy lifestyle promotion and moral education of the youth. Touching upon the preparation of festivities and other events, the leader of nation instructed to hold them at a better and higher level in terms of organization and content, having given the Vice-Premier concrete instructions. In his turn, Deputy Chairman of the Cabinet B. Hojamuhammedov reported on the state of affairs in the structures of the fuel and energy complex, and the work carried out by the “Turkmengazonumchilik” Department of the “Turkmengas” State Concern on establishing a system for metering consumption of natural gas by the population. As noted, more than 351, 121 gas meters were installed in the country in 2014. This work will be continued in 2015 and about 425 thousand gas meters are planned to be mounted. Placing accent on the need to rationally use natural resources of the country, the President of Turkmenistan underlined the importance of the work ongoing in this direction. As a possessor of enormous hydrocarbon resources, the leader of nation said, Turkmenistan considers them as an important factor of strengthening the country’s economic power and improving the people’s well-being. The report of Cabinet Deputy Chairman S. Satlykov was concentrated on the work in the supervised branches of the transport and communications complex and a draft Resolution “On approving the Regulations on work discipline for workers of the railway transport sector of Turkmenistan”. The report also included the information about the ongoing work on enhancing of the railway sector’s material and technical base, upgrading and replenishing its rolling stock, renovating the relevant infrastructure. Focusing on wide application of modern methods in the railway transport management conditioned by present-day requirements as an integral factor of further improvement of the state institutions’ work given the tasks set before them, the leader of nation signed the presented document and assigned the Vice-Premier to conduct necessary work in the field. Then, Cabinet Deputy Chairman A. Yazmyradov reported on the implementation progress of seasonal agri-works. At present, active preparations for the spring cotton sowing campaign, ploughing, leveling and mineral fertilization are well under way in the farmlands to be planted to the crop. The Vice-Premier also centered on the work of the Ministry of Nature Protection of Turkmenistan on ensuring ecological well-being, conserving biological diversity, increasing the number of plants and animals in different corners of our country. The report also included the information about the activities to be implemented in the framework of “The National Forest Program of Turkmenistan”. A draft Resolution was presented for consideration by the head of state. In accordance with it, 3,000,000 saplings of deciduous, coniferous, fruit trees and vines are to be planted in the capital, its suburbs and in velayats by ministries, sectoral agencies and khyakimliks in 2015. The head of state commissioned to conduct the well-timed cotton planting campaign, to ensure adequate tending of winter wheat crops to obtain this year’s rich harvest of the important crops. Having signed the Resolution, opening a new stage of the large-scale tree-planting activities in the country, the head of state gave a number of assignments on its implementation. The nation’s leader has emphasized that the comprehensive tree-planting program carried out countrywide is aimed to turn our Motherland into a blooming garden, to contribute to solving the environmental protection issues and create favorable living conditions for the Turkmen people. Reporting on the situation in the ministries and agencies, he is responsible for, Cabinet Deputy Chairman P. Taganov focused on the preparations for the X specialized exhibition of the Islamic Republic of Iran and the Turkmen-Iranian business forum to be held in Ashgabat on February 25-27. As reported, the delegation of the Islamic Republic of Iran will consist of some 300 businessmen representing the interests of 120 Iranian companies. They will present a variety of products, including machinery and equipment for road construction, oil and gas industry, power industry, water purification and heating systems, building materials, as well as models of cars, trucks and passenger vehicles, textiles, food products, and others. Atdaev was given the floor to report on the outcomes of checks conducted in velayats to control the implementation of “The National Program of the President of Turkmenistan on improving social conditions of the population of villages, settlements, etrap towns and etrap centers till 2020”. In some etraps there are shortcomings revealed in the construction of residential and cultural purpose buildings, roads. Having noted that representatives of the country’s public organizations should pay visits to the regions and etraps more often, conduct effective joint work with gengeshliks, the nation’s leader has stressed that such work plays an important role in promoting the principles of a healthy lifestyle, ensuring active participation of the people in the activities held in our country. The report of Chairperson of Mejlis A. Nurberdyeva was mainly centered on the parliament’s activity on ensuring the legal framework for the socio-economic reforms ongoing in the country. Having emphasized the significance of the parliamentarians’ work at the local level, President Gurbanguly Berdymuhamedov underlined the necessity of their close interaction with their voters, strict control over the implementation of social projects and state programs aimed at improving living standards of the population in the regions. The report of Prosecutor General of Turkmenistan A. Hallyev was an extensive coverage of the prosecution agencies’ activities aimed at rigid observing and obeying the country’s laws in all spheres of the state life and society, and fulfillment of the earlier presidential assignments on checking the work carried out in the frames of the tree-planting program. In the comments to the report, highlighting great responsibility placed on the personnel of the prosecution agencies in ensuring strict observance and enforcement of laws in the country, President Gurbanguly Berdymuhamedov placed accent on high efficiency of the complex approach to the work. In this context, the head of state also instructed to ensure constant control over the work under way in all the regions of Turkmenistan, including on tending planted trees. Addressing to Akhal velayat khyakim M. Nurmammedov, the Turkmen leader stressed that the checks conducted in the region had revealed the fact that a number of buildings erected in the region in the framework of “The National Program of the President of Turkmenistan on improving social conditions of the population of villages, settlements, etrap towns and etrap centers till 2020”, had not been put into operation yet. Thus, 37 objects, built in 2013-2014, are still out of service and short-staffed. Among them are schools, kindergartens, health centers, culture centers, as well as other social-purpose buildings necessary for the rural population. Focusing on the similar situations in other regions of the country, the nation’s leader has drawn attention of Balkan velayat khyakim B. Hojamammedov, Dashoguz velayat khyakim E. Orazgeldiev, Lebap velayat khyakim M. Joraev, and Mary velayat khyakim B. Annagurbanov, to the fact that among different-purpose objects constructed last year, but out of service at the moment there are 15 – in Balkan velayat, 11 – in Dashoguz velayat, 21 – in Lebap velayat, and 57 – in Mary velayat. In this context, President Gurbanguly Berdymuhamedov instructed the heads of regional administrations to put all the objects into service until the running year’s July and to report on the work done. The nation’s leader also assigned Chairman of the Supreme Control Chamber B. Atdaev to inspect the buildings erected and commissioned in the framework of the National Development Program until this year’s July. Speaking to Chairperson of Mejlis A. Nurberdyeva, the head of state proposed Mejlis deputies to take part in the check and inform about its results at a session of the Cabinet of Ministers. Having addressed the relevant heads a number of assignments, President Gurbanguly Berdymuhamedov demanded to ensure strict control over the work on timely commissioning the objects within a specified time. In this regard, the head of state stressed that failure to fulfill the tasks assigned would result in taking the most severe measures, and the case would be referred to the public prosecution office. Emphasizing the importance of the revised “National Program of the President of Turkmenistan on improving social conditions of the population of villages, settlements, etrap towns and etrap centers till 2020”, the nation’s leader stated that the previous National Rural Program was adopted nearly eight years ago. Over the years we have built new modern villages with necessary infrastructure in all regions of the country. Over this period, 4.5 million square meters of dwelling, 163 hospitals and medical centers, 57 culture centers, 383 secondary and sport schools, 229 kindergartens have been put into operation. Many kilometers of roads, water supply and sewerage networks, and other vitally important social infrastructure facilities have been successfully completed. As noted, over the past period more than US $6.5 billion have been allocated for the construction of various-purpose facilities. As time passes away, new building materials come into use; the people’s social conditions also change. The standards specified by the National Development Program have become outdated. Hence, a decision was made to adopt the revised National Rural Development Program for 2015-2020. As before, the main aim of the new Program is to significantly improve the social conditions in rural areas, to bring rural dwellers’ living standards to the ones of urban residents, the head of state stressed. “We plan that over US $7.5 billion will have been assimilated by 2020. In accordance with the new Program, we set forth an objective to build 504 objects. Among them are nearly 3 million square meters of dwelling, modern schools, kindergartens, health houses, roads and other necessary infrastructure”, President Gurbanguly Berdymuhamedov said. Focusing attention on special responsibility placed on the heads of ministries and sectoral departments, khyakims of velayats, cities and etraps for the work in the frames of the Program, the nation’s leader warned that all the executives would be held totally responsible for the construction of the planned facilities at the fixed time and efficient spending of financial resources. Having entrusted the Prosecutor General A. Hallyev to analyze the causes of long delays in commissioning of the completed facilities, the President of Turkmenistan demanded to take measures in accordance with the law to bring to responsibility all those who had neglected the situation, and then to report on the work done. Cabinet Deputy Chairman A. Gochyev and Minister of Economy and Development V. Abdylhekimov were assigned to ensure strict control over the implementation of the revised National Rural Development Program. “After the successful implementation of the Program we will adopt a new one. Our key objectives are to provide all the country’s villages and settlements with necessary socio- and cultural-purpose objects, to create comfortable living conditions for the people. We will systematically continue the work in this direction to accomplish the assigned task”, the Turkmen leader stated. The nation’s leader Gurbanguly Berdymuhamedov assured that the work would be continued on the country’s industrial development, job creation, and construction of new industrial enterprises.
