On May 22, President of Turkmenistan Gurbanguly Berdymuhamedov convened a regular session of the Cabinet of Ministers to consider the priority issues of state life, as well as the drafts of some important documents. First, the floor was given to Turkmenistan’s Mejlis Chairperson A. Nurberdyeva who informed the session participants about the preparations for the national parliament’s regular session. The session agenda will include consideration of a whole number of draft laws aimed at promoting further intensive development of different national economic sectors and sustainable advancement of the Turkmen society’s democratization. Stating that the national legislative system embodies the harmony of continuity and adaptability to new realities, is remarkable for its openness to the modern realities, the President of Turkmenistan spoke in favor of advancing the innovative processes in a number of legislative activity fields in the light of the advanced world experience and the requirements of the country’s socioeconomic reform-based changes. The report on the Foreign Ministry’s activity made by Deputy Chairman of the Cabinet, Minister of Foreign Affairs R. Meredov included the information about the ongoing work aimed at the realization of the humanitarian principles of the foreign policy course pursued by the President of Turkmenistan. It was mentioned that Turkmenistan always gives support to the peoples of different states who have suffered in the calamities. Thus, on the initiative of President Gurbanguly Berdymuhamedov, the humanitarian aid was rendered Haiti, China, Turkey, Japan and Pakistan where the peoples became victims of natural disasters. Besides, on the nation leader’s instructions, the pharmaceuticals and medical supplies were sent to the Republic of Sierra Leone in West Africa to combat a serious disease caused by the Ebola virus. As is known, in April-May of this year, a destructive earthquake occurred in Nepal which entailed numerous human casualties. Tens of thousands of people were wounded and left homeless. In this connection, on the instructions of the President of Turkmenistan, a draft Resolution was prepared on sending the humanitarian aid and supplies to the Federal Democratic Republic of Nepal. Adhering to the high humanistic values inherent to the Turkmen people from time immemorial, our country regularly sends humanitarian aid to neighboring Afghanistan and renders effective support for restoring this country’s social and economic infrastructure. To render humanitarian help to the brotherly country on a regular basis, the Ministry of Foreign Affairs of Turkmenistan in cooperation with other state institutions has prepared a comprehensive program of actions. Committed to the everlasting ideals and principles of good-neighborliness and mutual assistance bequeathed by glorious ancestors, as well as to the universal values, Turkmenistan is always ready to extend a helping hand to other nations suffering a disastrous situation. We will continue to invariably carry on these noble traditions, the leader of nation emphasized, having signed the Resolution on rendering humanitarian aid to the Federal Democratic Republic of Nepal. Stressing the importance of furthering the work on realizing the humanitarian trend of the country’s foreign policy, the President of Turkmenistan addressed a number of the relevant commissions to the vice-premier, head of the Foreign Ministry. Next speaker, Deputy Chairman of the Cabinet A. Gochyev, reported on the activity of sectors he is in charge of. Guided by the main programs of the strategic socioeconomic development policy, a draft Resolution was prepared on developing Turkmenistan’s State Budget for 2016. As was reported, the draft State Budget is to be submitted to the Cabinet of Ministers of Turkmenistan by November 1 of the running year. Summing up the report, President Gurbanguly Berdymuhamedov emphasized that while preparing Turkmenistan’s State Budget for the future year, special attention should be given to the all-out modernization of infrastructure in all regions of Turkmenistan, as well as to the social sphere and people’s living standards improvement. On the whole, having approved the presented draft Resolution and having signed the document, the leader of nation gave the vice-premier concrete executive commissions on the preparation of Turkmenistan’s State Budget for 2016. During the session, Deputy Chairman of the Cabinet A. Yazmyradov reported on the state of affairs in the agricultural sector of the country. This year’s spring, the 4,915-hectare are will allotted for planting vegetables, and 5,494 hectares - for planting watermelons, melons and gourds. At present, harvesting of early-ripening varieties of cabbage and onions is under way. A draft Resolution on constructing of 6 warehouses with refrigerating chambers was submitted for consideration by the head of state. Designed to store 15 thousand tons of fruits, vegetables, fruits and watermelons, melons and gourds, the facilities will be built in Ashgabat and every velayat. Having signed the Resolution “ On constructing refrigerating warehouses in our country”, the leader of nation gave the vice-premier a number of the relevant executive instructions. Deputy Chairperson of the Cabinet M. Yazmuhammedova reported on the preparations for Culture Days of Turkmenistan in the Republic of Croatia planned for May 25-30, as well as for the International Scientific Conference “Ancient Merv - the cultural center of the Turkic world” to be held in Mary city on May 28-29. Emphasizing the significance of furthering the work on intensifying the transnational dialogue of cultures, popularizing the national cultural heritage and our country’s modern achievements in the world, President Gurbanguly Berdymuhamedov addressed a number of commissions to the vice-premier on ensuring high organizational level of the forthcoming international events. Deputy Chairman of the Cabinet B. Hojamuhammedov reported on the state of affairs in different sectors of the fuel and energy complex and on the preparation course for the next session of the Intergovernmental Turkmen-Ukrainian Commission for Economic Cooperation. At the same time, a draft Resolution on building a Training Education Center in Ashgabat was submitted for consideration by the head of state. Summarizing the report, the President of Turkmenistan signed the Resolution “On building the Training Education Center of the “Turkmengaz” State Concern in Ashgabat city” and gave a number of concrete instructions to the vice-premier on equipping the Center with up-to-date equipment, communication facilities and special literature. Deputy Chairman of the Cabinet S. Satlykov reported on the state of affairs in the sectors under his supervision and their further development prospects. The report also covered the work under way on launching the production of dredgers (120 cubic meters/hour capacity) and barges (300-500 tons capacity) at the Production Association “Deryayollary” of the State Marine and River Transport Service. The report included also the information about the measures which are taken on technical modernization of the Turkmenabat-Farap road bridge over the Amudarya River. Having focused on active introduction of modern technologies into the domestic sea and river transport sector determined by the present-day realities and which is regarded as an integral factor of water transport structures’ performance further improvement in view of the tasks assigned, the head of state charged the relevant leaders with studying carefully all the possibilities for production of dredgers and other associated equipment. Deputy Chairman of the Cabinet B. Ereshov reported on the work ongoing in industrial sector of the national economy. Special emphasis was made on the preparations for the Textile Industry Workers’ Day, which is traditionally celebrated in our country on the first Sunday of June. In the framework of celebrations, the annual International Exhibition of innovative developments in the textile industry in the prosperous epoch of powerful state is to be held on June 7-8. Having focused on increasing profitability of the domestic enterprises, the leader of nation emphasized that the textile industry’s production growth should be oriented to import substitution through creating new kinds of goods whose quality and design would compete favorably with similar products abroad. Speaking of the forthcoming celebrations in honor of the textile industry workers’ holiday, the head of Turkmen state demanded to ensure high organizational level of all events timed to the holiday. Then, Deputy Chairman of the Cabinet S. Toilyev reported on the state of affairs in the spheres he is in charge of, as well as on the measures taken to organize the schoolchildren’s upcoming summer holidays. As was reported, arrangements are made for receiving at a time of 7,095 children in 14 recreation centers in Gekdere, 1,783 children – in the recreation centers in Avaza, and 1,860 children - in 36 velayat recreation centers. Besides, 62 day recreation centers at schools are capable of receiving more than 24 thousand children. There will be three 20-day shifts in Gekdere children’s recreation centers and six 10-day shifts - in Avaza. Emphasizing that the concern for the rising generation, their health and wellbeing is an inviolable priority of Turkmenistan’s state policy, President Gurbanguly Berdymuhamedov instructed to create every condition for ensuring good rest and harmonious development of children in all children’s recreation centers of the country. Deputy Chairman of the Cabinet M. Artykov reported on the activities in the spheres under his supervision. In particular, the vice-premier informed that, following the presidential commissions, the joint work was carried out together with the Ministry of Municipal Services and the Adalat Ministry to prepare the draft document - Procedure of using and maintaining the community property in apartment houses, having submitted the relevant document for consideration by the leader of nation. Having heard the report, the head of state noted that the country’s high economic development dynamics at the present stage creates ample possibilities for implementation of the large-scale social programs, which are mainly oriented to the rise of the people’s living standards. The actual tasks defined by the President of Turkmenistan include also further improvement of the national legislation and implementation of housing reforms in compliance with the requirements of the new historical epoch. President Gurbanguly Berdymuhamedov addressed thereupon a number of concrete commissions to the vice-premier. Reporting on the state of affairs in the sectors he is in charge of, Deputy Chairman of the Cabinet P. Taganov informed about the preparations for the Turkmen-Swiss Business Forum to be held in Zurich city of the Swiss Confederation on June 8-10. The vice-premier’s report also covered the ongoing work of the Industrialists and Entrepreneurs Union of Turkmenistan. In particular, it was informed about broadening of the range of domestic foodstuffs and launching of the production of new commodities by the private confectionery enterprises, such as for example, original chocolate-coated candies filled with dried melon. Speaking about great economic potential of cooperation between Turkmenistan and Switzerland, the head of Turkmen state noted that the forums, which promote direct business contacts and mutual trade turnover, are the effective instrument in advancing bilateral partnership. In this regard, President Gurbanguly Berdymuhamedov instructed to hold the business forum at a better and higher level in terms of organization and content. Further, Deputy Chairman of the Cabinet, Manager of the Presidential and Cabinet Administration Office Sh. Durdylyev reported on the preparations for the grand start-up ceremonies of the new architectural structures in the capital timed to the Ashgabat City Day, as well as to XIV International Universal Exhibition “White City – Ashgabat”. Informing about the new architectural sights of Ashgabat, which symbolize peace and wellbeing reigning in the Turkmen land, the vice-premier presented the leader of nation with a gift – a small model of the “Abadanchylyk” stela that will decorate the capital’s new administrative center under construction in the city’s southern part. Reporting on the upcoming XIV International Universal Exhibition “White City – Ashgabat”, the vice-premier informed that the delegations will come to the Turkmen capital from different states of the world to take part in the showcase. During the report, various kinds of high-quality roofing materials made by the domestic enterprises on the innovative basis and wide-applied in construction were demonstrated to the head of Turkmen state. Having focused on the upcoming celebrations, the head of state emphasized the importance of organizing at high level all the events on the occasion of Ashgabat City Day, as well as on starting up new buildings and facilities. The Turkmen leader addressed a number of the issue-related concrete commissions to the vice-premier thereupon. Some other important issues of state life were considered at the Cabinet session which took form of the relevant decisions.
