On May 28, President of Turkmenistan Gurbanguly Berdymuhamedov presided over a regular meeting of the Cabinet of Ministers the agenda of which was centered on consideration of a number of draft and focal issues of the state life. Opening the meeting and announcing its agenda, the head of state gave the floor to Deputy Chairperson of the Cabinet of Ministers M.Yazmuhammedova who reported on preparations for conducting the planned-for-June national and international festivities, cultural events and for opening new social-cultural projects. It was noted that traditionally all the organizations of the sphere of culture will participate in the solemnities on the occasion of International Day of Children , World Nature Protection Day, professional holiday of textile industry workers, Day of Science and Day of workers of culture and art. In the capital, in all cities and villages of Turkmenistan, the exhibitions and conferences will be held; the concerts and other festive events will be held in the culture centers and the squares in front of the capital’s new monuments. International Day of Children will be marked widely in our country. Culture events will be held in the capital and all regions of the country, as well as in the children’s recreation centers of Gokdere and National Tourist Zone “Avaza”. The Expo Center “Sergi kosgi” will host an international exhibition of textile products - “Textile industry on the path towards innovative development in the epoch of power and happiness”, and the exhibition devoted to the construction industry of the Republic of Turkey. The Technologies Center of the Academy of Sciences of Turkmenistan will also host an international scientific conference “Science, technique and innovative technologies in the epoch of power and happiness”. In the Turkmen State University named after Magtymguly, the ceremony will be held of awarding the young winners of the competition of research works timed to Day of Science. The after-ceremony festive concert is also in the agenda of the event. Mary city will host the international conference “Tourism – an ambassador of peace and factor of relations” with participation of representatives of tourism industry of the countries located on the Great Silk Road. The Vice-Premier gave also an extensive coverage of the program of events of the Week of Culture, traditionally timed to Workers of Culture and Art Day. This year it will be held in Lebap velayat. The intensive program of the Week includes the concerts of local and international masters of art, international exhibitions of art an international scientific conference “Spiritual-cultural values of Turkic people”, the poetry party, theatrical premiers, as well as opening of social and cultural projects to be held in the cultural centers of Turkmenabat. In the comments to the report, the head of state underlined that all the festive events should be organized at a better and higher level in terms of organization and content, differ with national colors, should be emotionally rich and bear patriotic features. Drawing attention to International Day of Children marked on June 1, the President of Turkmenistan underlined its significance in the context of the multi-aspect work carried out in our country to create the most favorable conditions for education, training and health of the younger generation of Turkmen people. As the leader of nation pointed out, special attention in our country is attached to social protection of large families. In this regard, the government has accepted and financed a number of programs which today are successfully realized. Noting the significance of numerous events in honor of the holiday, the head of state commissioned the Vice-Premiers M.Yazmuhammedova and S.Toylyev to ensure their high organizational level. Further Deputy Chairman of the Cabinet of Ministers A.Yazmyradov reported on a large program of festive events timed to World Environmental Protection Day marked on June 5. One such is the conference - “Achievements gained in ensuring ecological welfare and international cooperation in the sphere of nature protection in the Year of Neutrality and Peace”, in which representatives of different ministries and departments, state environmental structures and international organizations accredited to Turkmenistan will take part. Underlining that the issues of ecology are among Turkmenistan’s ecology policy priorities, the leader of nation gave a number of concrete executive instructions to the Vice-Premier on ensuring high organization level of events which will be held on the occasion of World Environmental Protection Day. Reporting on the implementation course of seasonal agricultural activities, the Vice-Premier noted that at present, in progress are the management measures of the fields planted to cotton, including the inter-row cultivation and side-dressing operations. At the same time, an active preparation for the upcoming grain harvest campaign is carried out. On the whole, 1,700 grain harvesting combines will be two-shift engaged in the campaign; 6,800 units of motor transport will be provided for transporting the grain to 155 grain reception points, granaries and elevators. The mobile repair-and-engineering teams will round-the-clock serve the grain growers’ work, supplying them with all necessary things - fuel, lubricants, spare parts. All proper living conditions will be created for machine operators, drivers and other workers engaged in the grain harvest campaign. Having listened to the report, the head of Turkmen state noted that in our country a systematic work is being carried out aimed at promoting agriculture advancement. Underlining that the main task set before the cultivators is to harvest loss-free and timely the wheat grown by the diligent work of grain growers, the leader of nation gave his blessing to the startup of the harvest campaign in Akhal, Balkan, Lebap and Mary velayats - on June 3, and in Dashoghuz velayat - on June 14. Further, Deputy Chairman of the government S.Toylyev made a report on the state of affairs in the spheres under his supervision. Special accent Deputy Chairman placed on preparations for the events on the occasion of International Day of Children. So, on June 1, in the capital’s several squares – in the cultural and entertainment centre “Alem”, the children’s park “The world of fairy tales” , the Palace of children and youth” - will be held a grand festive action under the slogan “We are happy children”. Within the framework of events, different competitions among its participants, contests, dramatized performances, excursions and others will be held. The solemnities in honor of International Day of Children will also be organized in velayat and etrap centers, cities and villages, preschool institutions. Timed to the date, the meetings under the slogan “Turkmenistan is the country of happy childhood” will be held in higher and secondary educational establishments with participation of social and political workers, scholars, and literary critics, workers of health care sector. The Academy of Sciences will hold a thematic book fair. In the after-report comments, President Gurbanguly Berdymuhamedov underlined that the care for growing generation, its health and welfare, spiritual and moral education and harmonic development is a top of the state policy’s priorities. The leader of nation demanded to hold the festive events on the occasion of International Day of Children at a better and higher level in terms of organization and content. Further, the head of state touched upon the theme of preparations for V Asian Indoor Games and Martial Arts. Noting that the company “Polimeks”, which is building the Olympic Town in the capital, volunteered to undertake financing of the ceremonies of the V Asian Games’ opening and closing, the leader of nation commissioned S.Toylyev and M.Yazmuhammedova to express gratitude to the heads of the company for rendering such a great support and cancel the international tender for selecting the company responsible for organization of the Gamts’opening and closing ceremonies Further Deputy Chairman of the Cabinet of Ministers B.Ereshov made a report on the state of affairs in the spheres he is responsible for and on the measures taken to further diversify and modernize the production potential of industrial sector of the national economy. In particular, reporting on the course of fulfillment of the earlier-given presidential instructions, the vice-premier informed on the activities ongoing to ensure supply at reasonable prices the cement, non-metallic and other building materials to the population, as well as to increase production of building materials in the country. To this end, in velayat and etrap centers, 32 specialized outlets of the Ministry of Industry for selling cement at the established price (175 manat for a ton) have been arranged, which have already realized 49, 637 tons of cement. Also, through these trade centers and organizations of the Ministry of Trade and Foreign Economic Relations of Turkmenistan located in velayats, 6,063 tons of cement was realized so far. All in all, the volume of cement sold to the local customers made up 55,700 tons. In velayats, the related trade outlets were also opened to meet the demand of population for non-metallic construction materials, through which, as well as through the trade points at mine enterprises dependant on the sectoral ministry, as of now. 11,443 cubic meters of local raw material was sold at the reasonable price. Along with it, necessary measures are being carried out for raising production capacities, diversifying assortment and increasing the quality of the import-substituting and export-oriented building materials. Summing up the report, President Gurbanguly Berdymuhamedov noted that the growing paces of construction of different projects within the framework of the Turkmenistan’s large-scale development program depend directly on the quality and production volumes of building materials manufactured in the country. Proceeding from it, it is important to speed the work on increasing production volumes, quality and assortment of the import-replacing building materials, underlined the head of state, having commissioned the related authorities to actively involve into the work private businesses. Further, addressing the people assembled, the President of Turkmenistan reminded that on the last Sunday of May the country will mark a significant date - the Turkmen Carpet Holiday. Related to the age-old decorative-applied art, the finest and exquisite Turkmen carpets are the national asset and treasure, pointed out the leader of nation. Due to the newly-commissioned carpet factories, today the tradition of the carpet-weaving handicraft is developed at the modern level. Sincerely congratulating the dignitaries assembled and the entire people of the country on the Turkmen Carpet Holiday, the President of Turkmenistan gave the Vice-Premier and khyakims the executive instructions on holding the holiday-related events at a better and higher level in terms of organization and content. Further, returning to the topic of further dynamic development of the national economy, the head of state Gurbanguly Berdymuhamedov necessitated creation of the local electronic industry and training of the relevant highly-qualified industry managers. In this connection, addressing the Vice-Premier B.Ereshov, the leader of nation Gurbanguly Berdymuhamedov commissioned him to prepare the Program of creating new enterprises for production of different-purpose electronic equipment. Making emphasis on organizing training education of the specialists for the electronic industry, the head of state gave the relevant instructions to the Vice-Premier on developing the issue-related proposals. The draft of the Program will be considered and approved at the meeting of the Cabinet of Ministers on summing up the half-year outcomes. Further Deputy Chairman of the Cabinet of Ministers A.Gochyev reported on the state of affairs in the institutions of banking and financial sectors, as well as on the course of preparation for the first meeting of the intergovernmental Turkmen–Hungarian Committee for economic cooperation to be held in Ashgabat on June 3-4 of the running year. The Committee will consider the issues of furthering the bilateral interaction in the trade- economic, culture and humanitarian spheres. Consideration will also be given to the new ways of strengthening the partnership in the spheres of energy, transport, communications, agriculture, and others. Prepared with a glance to the proposals of the Hungarian side, the preliminary draft of the Protocol’s meeting was coordinated with the related ministries and sectoral departments of Turkmenistan. The report covered also the outcomes of work aimed at the successful fulfillment of the tasks set in “The State program on privatizing the state-owned enterprises and objects in Turkmenistan for 2013-2016”, approved by the Resolution of the President of Turkmenistan on January 11, 2013. According to the Action Plan for 2014-2015 of the Program’s second phase, 29 enterprises and objects are planned to be privatized. At present, 22 objects are put on sale. Besides, taking into account the proposals of ministries, sectoral departments and khyakimliks of Ashgabat city and velayats, the list was prepared of the 15 state-owned enterprises and objects of to be privatized. Summing up the report, President Gurbanguly Berdymuhamedov noted that the first session of the intergovernmental Turkmen-Hungarian committee for economic cooperation in Ashgabat will enable us to outline new forms for strengthening of fruitful interstate relations for long-tem perspectives. Underlining the significance of this event taking into account of actively developing dialogue between Turkmenistan and the EU, the head of state addressed the Vice –Premier a number of concrete instructions. Speaking of privatizing the state-owned objects, the leader of nation noted that privatization will facilitate attraction of investments to the private sector of the national economy, creation of conditions for formation of the competitive market as well as an increase in production of import-replacing and export-oriented products. Making reference to the improper organization and coordination of work of the finance-economic sector’s institutions and agencies, the President of Turkmenistan addressed serious complaints to the Vice-Premier. In this connection, the leader of nation commissioned the Deputy Chairman of the government to take efficient measures for improving the present situation. In turn, Deputy Chainman of the Cabinet of Ministers B.Hojamuhammedov reported on the state of affairs in different sectors of FEC and on the results of the fourth meeting of the Intergovernmental Turkmen-Ukrainian Committee for economic cooperation which was held in Ashgabat. The meeting agenda included the issues of bilateral interaction in the trade, economic, culture and humanitarian spheres. Special attention was attached to the prospects of cooperation in the sphere of energy, machine building, transport, communications, agro-industry and intensification of business relations between the enterprises of small and medium–size businesses, private entrepreneurs. Consideration was also given to the opportunities of the Ukrainian builders and designing institutes participation in realization of new joint infrastructure projects in the territory of Turkmenistan. Special accent was placed on furthering fruitful relations in the education, science and culture spheres. Summing up the report, President Gurbanguly Berdymuhamedov noted that the activity of the Intergovernmental Committee should be, first of all, directed to maximum effective realization of the existing potential of cooperation between Turkmenistan and Ukraine. In this connection, the leader of nation gave the Vice Premier a number of concert instructions in relation to practical realization of the agreements achieved at the high and intergovernmental level. Further Deputy Chairman of the Cabinet of Ministers S.Satlykov made a report on the course of work carried out in the sectors of transport complex and communications. In addition, the vice-premier reported on the outcomes of the regular meeting of the State Committee for Extraordinary Situations of Turkmenistan. Within his report, the vice-premier informed that in the course of the meeting, considered were the issues of ensuring fire-prevention safety in the industrial and civil projects, in the forest areas, the use of ecologically safe building materials, and others. In the after-report comments, the President of Turkmenistan attracted attention of the vice-premier to such important aspect as observance of general rules of fire prevention safety, the topicality of which grows in view of the hot summer weather. In this connection, the Turkmen leader commissioned the authorities of regions to enhance the efficiency of fire-prevention measures. Deputy Chairman of the Cabinet of Ministers, Manager of the Affairs Management Department of the President of Turkmenistan and Cabinet of Ministers Sh.Durdylyev reported on the state of affairs in the structures under his supervision, as well as on the realization course of the Ashgabat Complex Redevelopment Program. As was informed, in compliance with presidential instructions, the measures are taken for controlling and managing traffic in the capital, for improving the modern transport system. At present, construction is in progress of 7 multi-level car parks, as well as 10 outdoor car parks. The information on the outcomes of international tender for designing and construction of multi-level car parks was also delivered. Within the report, it was pointed out that reconstruction of the residential houses and neighborhoods improvement are in active phase. In the comments to the report, President Gurbanguly Berdymuhamedov underlined that along with the issues of quality of construction of new projects, not the least significant is proper maintaining of the existing buildings and erections. In this regard, the head of state gave the vice-premier a number of concrete instructions on this account. Reporting on the state of affairs in the sphere under his supervision, Deputy Chairman of the Cabinet of Ministers M.Artykov informed that in accordance with the Law of Turkmenistan “On power engineering”, specialists of the Ministry of Energy have carried out necessary work to prepare the Rules of using power and thermal energy, as well as the Rules for ensuring safety of power supply networks. Within the report, the vice-premier informed that in view of the Housing Code of Turkmenistan, to promote regulation of housing conditions and relations, a draft Resolution was prepared on approving the Procedure for exploitation and maintenance of the common property in the apartment houses. The document will be presented for consideration of the leader of nation. Having signed the documents presented, the head of Turkmenistan has placed accent on the necessity to continue the work in the sector aimed at increasing power supplies, at ensuring trouble-free functioning of the power supply network in the fast-developing towns and villages and, in general, in the country. Developing the issues on improving the quality of communal services rendered to the population, as well as on creating favorable conditions for efficient and careful use of the housing fund, the leader of nation signed the relevant Resolution and commissioned the vice-premier to ensure control over its fulfillment. Then, Deputy Chairman of the Cabinet of Ministers P.Taganov reported on the state of affairs in the sphere under his supervision and presented for consideration of the head of state the documents connected with participation of Turkmenistan’s expositions in the showcases to be held in the Republic of Turkey. One such is a regular (84th ) International Izmir exhibition-fair which will be held from August 28 to September 6 of this year, and World Botanic Exhibition “EXPO-2016 Antalya” which will be held from April 23 to October 30, next year Its theme is “Flowers and children”. Summing up the report, President Gurbanguly Berdymuhamedov underlined significance of the country’s participation in the international exhibition and business forums which open new opportunities for realization of the country’s enormous export and investment potential, further successful advancement of the national products in the world market. Welcoming the positive experience achieved and the necessity of its constant enhancement, the leader of nation commissioned the dignitary to organize the Turkmen exposition at the upcoming exhibition in Izmir at high level and prepare well for the World Botanic Exhibition “EXPO-2016 Antalya”, having signed the relevant Resolutions. Then followed the reports of velayat Ashgabat city’s khaykims. Khyakim of Akhal velayat M.Nurmammedov was the first to make a report on the state of affairs in the region. He informed that this year a rich harvest of grain is expected to be produced at the 230,000-hectare area planted to wheat. Reporting on the efficient preparedness rate for the upcoming grain harvest campaign, the khyakim informed that all measures were undertaken for ensuring regular work of 459 harvest combines, 1,875 units of motor transport, tractor trailers, designated for transporting the grain in the region. He also informed on the readiness of the existing 45 warehouses and granaries for reception of the grain harvest. The head of regional administration also reported on the measures taken for successful realization of the National Rural Development Program. Having listened to the report, the leader of nation noted the importance of conducting the seasonal agricultural works in full compliance with agrotechnical standards, in particular, - to keep under unremitting control the implementation course of the campaign and the preparedness rate of grain elevators, warehouses, harvesting combines, motor transport which will be exploited in the seasonal campaign. The head of state also concentrated the khyakim’s attention on the necessity of timely and high-quality completion of the construction of projects included into the National Rural Development Program and commissioned the khyakim to show complex and responsible approach to the measures taken in this direction. Then khyakim of Balkan velayat B.Khojamammedov reported on the state of affairs at the new construction objects and in the agricultural fields of the region. The head of administration of the western region also informed about the work carried out to ensure well-organized and managed grain harvest campaign, and about the preparedness rate of the agricultural machinery, trucks, and other relevant facilities which will be engaged in the harvest campaign. The major theme of the khyakim’s report was preparation measures for conducting the Elders Council in Balkan velayat this year. Focusing attention on the issue connected with seasonal agricultural activities, the head of state Gurbanguly Berdymuhamedov demanded to keep under strict control the implementation course of the grain harvesting campaign, preparedness of necessary machinery, warehouses and elevators for the seasonal campaign. The leader of nation gave concrete instructions on ensuring in-time and high quality completion of the construction of projects of different purposes. Not the least important is the responsible and all-round preparation for the regular Elders Council, stressed the head of state. Then, khyakim of Dashoghuz velayat E.Orazgeldiev delivered his report on the state of affairs in the region, fulfillment of the tasks set in the National Rural Development Program. In the frames of the report, the information was also presented on the efficient managing the fields planted to cotton and preparation for the upcoming grain harvest campaign. As was informed, that 346 harvesting combines and 1,384 units of motor transport vehicles and tractor trailers will be exploited in the grain harvesting campaign. Summing up the report, among the immediate tasks the head of state pointed out creation of necessary conditions for the work of tenant farmers and organized startup of the grain harvesting campaign. The leader of nation attached a special attention to the necessity of ensuring timely and of high quality completion of construction of projects of different designation and gave the khyakim a number of instructions on this account. Khyakim of Lebap velayat M.Jorayev began his report with the information on the work carried out in the region, measures taken to enhance the efficiency of the agro-industrial complex and livestock breeding farms, as well as observance of agrotechnical standards in the 120,000-hectare area planted to cotton. Reporting on the readiness for the grain harvesting campaign, the head of velayat administration informed on perfect readiness of 354 harvesting combines, 34 grain reception points, elevators and 111 warehouses. Besides, the information on the preparedness rate of the Week of Culture to be held in Lebap velayat this year was also delivered. Attracting the attention to the complex activities carried out in the agricultural sector of the country, the head of state pointed out to the necessity of timely and high quality implementation of all the measures related to the grain harvest campaign.. President Gurbanguly Berdymuhamedov gave concrete instructions on keeping under constant control all the works connected with the development of industrial infrastructure of velayat, construction of social and cultural projects, as well as observance of high quality standards of construction works. The relevant instructions were also given to the khyakim in relation to preparations for the Week of Culture in the velayat. Then, khyakim of Mary velayat B.Annagurbanov reported on the state of affairs in the sown areas of the region, in particular, on managing the fields planted to cotton and preparing for the grain harvest campaign. The information was presented on the measures taken to ensure the trouble-free work of agricultural machinery during the grain harvest campaign - 377 harvesting combines, 1,553 units of special transport vehicles for transporting grain and creation of 96 specialized teams for servicing the machinery. Khyakim also reported on the implementation progress of construction work implemented in the velayat in the frames of the National Rural Development Program. The information on the plan developed with a glance to ensuing high organizational level of the planned measures on the occasion of declaring Mary the cultural capital of Turkic world-2015 became an important theme of the report. The President of Turkmenistan gave a number of instructions to the khyakim on taking all necessary measures for ensuring loss-free harvest of grain. Special attention the head of state paid to the issue of the comprehensive preparation for the international events to held on the occasion of announcing Mary the cultural capital of Turkic world. Further, khyakim of Ashgabat city R.Nurmammedov reported on the state of affairs in the capital including the measures taken to develop Ashgabat. Summing up the report, President Gurbanguly Berdymuhamedov placed emphasis on the importance of responsible and all-round approach to the formation of a modern outlook of the country’s main central city, as well as on the improvement of its ecological state. Speaking of the dynamic development of etraps of the capital, the head of state showed a great interest in the state of streets and residential houses, focusing attention on the necessity of conducting well-coordinated and high-quality work for their improvement. Pointing out to a number of shortcomings in the development of the capital, reconstruction of buildings, streets and ecological welfare of the city, the head of state addressed serious dissatisfaction to R.Nurmammedov on this account and demanded strictly to improve the situationn within short terms. Then, Chairperson of the Mejlis of Turkmenistan reported on the outcomes of the regular meeting of the Constitutional Committee of our country, in the course of which the efficient measures were taken for improvement of the Main Law of Turkmenistan, for bringing the Law to the generally-admitted international standards. The tasks were also determined aimed at the planned continuation of the work. The head of the national parliament, in particular, informed that the program measures have been developed aimed at raising the efficiency of joint work of the national parliament deputies with local authorities and local self-governing bodies, rural Gengeshes. Noting that improvement of the Main Law of the country has a great significance in the successful realization of transformations and changes unfolded in all spheres of the state life and society, the leader of nation focused attention on the necessity of attaching serious attention to the activities in this direction. Addressing the khyakims of velayats of the country participating in the meeting of the Cabinet of Ministers, the leader of anion underlined the importance of improvement of f local authorities’ activity. In this context, the head of state pointed out to a number of shortcomings in realization of the National Rural Development Program and expressed thereto his dissatisfaction with the work of khyakims of velayats. The head of state made special emphasis on the fact that the results of work carried out in velayats of the country will be considered at the meeting of the Cabinet of Ministers devoted to the half-year outcomes. Some other issues of state life were also considered, and the relevant decisions were made in the meeting of the Cabinet of Ministers.
