On June 11, President of Turkmenistan Gurbanguly Berdymuhamedov convened a regular Cabinet session to consider the important issues of state life, as well as some draft documents. After reading out the session agenda, the head of state gave the floor to Cabinet Deputy Chairman, Minister of Foreign Affairs of Turkmenistan R. Meredov to report on the preparations for an official visit by Secretary-General of the United Nations Ban Ki-moon to our country scheduled for June 12-14. Having stressed significance of the 20th anniversary of the permanent neutral status the country will celebrate in the running year, President Gurbanguly Berdymuhamedov has noted that the Resolution “Permanent neutrality of Turkmenistan” was recently unanimously approved at the 69th General Assembly session of the United Nations. Thereupon, the head of state has highlighted the significance of the upcoming second-time visit of the UN Secretary-General Ban Ki-moon to our country in the context of promoting further progressive advance of the Turkmenistan-UN fruitful dialogue. In this connection, the nation’s leader assigned the Vice-Premier, MFA Minister to ensure a high organizational level of preparations for the important event and all other the visit-associated activities. Next speaker, Chairperson of Mejlis of Turkmenistan A. Nurberdyeva, informed about the parliament’s current activity aimed at the national legislation further improvement, as well as about the upcoming IV World Conference of Speakers of Parliaments and X Meeting of Women - Speakers of Parliaments, to be held at the United Nations Headquarters in New York. The document was worked out by the State Intellectual Property Service established in March 2013 under the Ministry of Economy and Development. Having made some remarks and proposals on the provisions of the document, the head of state commissioned the Vice-Premier to once again carry out an in-depth analysis of the issue in association with the relevant ministries and agencies. Then Cabinet Deputy Chairman A. Yazmyradov presented a report on the implementation progress of the seasonal agri-works, including the grain harvesting campaign under way in Akhal, Balkan, Lebap and Mary velayats. The report of the Vice-Premier also covered the outcomes of a working trip to the city of Dushanbe (the Republic of Tajikistan) to participate in the high-level International Conference devoted to the results of the 2005-2015 International Decade for Actions - “Water for Life”. The Conference was focused on a broad range of issues related to the efficient management and rational use of water resources – the factor of top priority for ensuring the global sustainable development. Placing accent on the seasonal agri-campaigns, the head of state has demanded to ensure comprehensive implementation of all the measures aimed at well-timed and qualitative conducting the grain harvesting campaign. Having noted that our hard-working farmers would be always held in high respect, the President of Turkmenistan addressed the Vice-Premier a number of specific assignments on ensuring timely payments to the farmers for the grain supplied. Informing about the activities under way in the sectors he is responsible for, Cabinet Deputy Chairman S. Toilyev submitted a draft Resolution “On approving the 2015-2020 Development Program for Turkmenistan’s intellectual property system” for consideration by the head of state. The main aim of the Program is - to bring the research activities in major trends of the scientific-technological sphere to a qualitatively new level; to promote the effective practical introduction of scientific achievements in the sphere of production; to ensure a leading role of innovative technologies in modernization of the national economy’s all sectors. Extending Science Day holiday greetings to the session attendees and, in their person, - to the entire Turkmen people and the scholarly and think-tank community of the country, the nation’s leader Gurbanguly Berdymuhamedov wished all of them good health, long, happy and prosperous life, and to the scientists of the country - new scientific achievements. After signing the Resolution “On approving the 2015-2020 Development Program for Turkmenistan’s intellectual property system” intended to facilitate further progress of science in the country, the head of state gave the Vice-Premier a number of concrete instructions on execution of the document. In the course of session, Cabinet Deputy Chairperson M. Yazmuhammedova reported on the ongoing preparations for the Week of Culture to be held in Lebap velayat on June 22-27, which will include the International Exhibition of Arts, other cultural events, and the ceremonies of launching social- and cultural-purpose objects. The report covered also the issues of the Turkmen State Publishing Service’s activity. In the frames of Week of Culture - a large-scale event, traditionally timed to Culture and Art sWorkers Day of Turkmenistan, various activities are to be held in large cultural centers of the city of Turkmenabat aimed to widely popularize the national spiritual-cultural heritage. On the occasion of announcing the city of Mary the cultural capital of Turkic World in 2015, the cities of Mary and Turkmenabat will host the concerts of art masters, as well as an International Scientific Conference “Spiritual-Cultural Values of the Turkic Peoples” with participation of renowned scholars, fine art experts, and workers of culture from different countries of the world. Reporting on improving the State Publishing Service of Turkmenistan performance, the Vice-Premier informed about keeping the systematic work ongoing on setting in motion of all production capacities of the new Printing House, which had already started publishing of the fiction, scientific and educational books, newspapers, and other printed matters. Training education is in progress of highly-qualified specialists capable to operate the modern printing equipment. Touching upon the issue of the State Publishing Service’s work, the nation’s leader demanded to take full advantage of the facilities of the new Printing House Complex for: advancing the domestic printing industry; increasing the circulation of newspapers, magazines and books, educational and scientific books; improving the quality of editions; as well as enhancing the publishing services rendered. The report of Cabinet Deputy Chairman S. Satlykov was concentrated on the situation in the sectors answerable to him. In the frames of the report, the Vice-Premier informed that in compliance with presidential commissions, construction of the Turkmenbashi International Seaport is kept going. The job-promising project includes construction of a ship-building and repair yards. As was reported, after launching of the first Turkmen communications satellite, training of high-skill specialists for the new branch - space sector, is now given much consideration. In that context, it was informed about the ongoing work on opening of new specialties: “Shipbuilding” and “Radioelectronic Systems and Complexes”, at the Turkmen State Institute of Transport and Communications. Having centered on the issue of training the demand-driven specialists, the Turkmen leader approved the proposal to open the new specialties, and instructed the Vice-Premier to take the necessary measures. The President of Turkmenistan also signed the relevant document on approving the Turkmen side’s composition of the Turkmen-Pakistani Working Commission for Cooperation in Transport. The state of affairs in the national economy’s industrial sector, the fulfillment of the earlier presidential assignments related to the chemical industry were in the center of the report made by Cabinet Deputy Chairman B. Ereshov. In particular, the Vice-Premier informed that the “Turkmenhimiya” State Concern had realized its performance targets on supplying the required volumes of mineral products – ammonium superphosphate, carbamide, ammonium nitrate, as well as potash fertilizers - to the local agri-producers. The work is also in progress on supplying mineral fertilizers to the farmers producing rice, sugar beet, vegetable and cucurbitaceous crops. To this end, 32 specialized retail sales outlets (at the uncontrolled prices) have been opened at the regional departments and etrap enterprises of the “Dokunhimiya” (the “Turkmenhimiya” State Concern). In the report follow-up comments, the head of state focused attention on the tasks set to the chemical industry on putting on a fast track production of mineral fertilizers. In this regard, President Gurbanguly Berdymuhamedov drew attention of the Vice-Premier to the importance of taking all the necessary measures to tackle the tasks set. The Cabinet Deputy Chairman, Senior Manager of the Affairs Management Department of the President’s and Cabinet’s Administration Office of Turkmenistan Sh. Durdylyev’s report was an extensive coverage of the works accomplished in the city of Ashgabat and the comprehensive steps taken to implement the Action Plan on making preparations for the Asian Games-2017. As was reported, all etraps of Ashgabat are currently got involved into the redevelopment projects: renovation of the road-transport infrastructure; reconstruction of state and private residential houses, enterprises, shopping centers and markets, parks. In the frames of report, the Vice-Premier has demonstrated the slides of the would-be objects of the Industrialists and Entrepreneurs Union of Turkmenistan to be constructed in the frames of the Kuliev Street Renovation Project (the capital’s northern part). Summing up the report, the head of state has highlighted the importance of timely implementing the works specified by the Ashgabat Redevelopment Conception. All the planned activities are to assist Ashgabat to compete favorably with the international political, economic, cultural and scientific centers, President Gurbanguly Berdymuhamedov stressed. Addressing to Vice-Premiers Sh. Durdylyev and M. Having focused attention on applying the most advanced technologies, high-performance, reliable equipment and materials while implementing sectoral projects, the Turkmen leader has addressed the Vice-Premier a number of concrete issue-related executive commissions. The situation in the sectors answerable to him, the preparations for an exhibition devoted to the building materials industry of the Republic of Turkey to be held in Ashgabat on June 17-19 were the key issues the report made by Cabinet Deputy Chairman P. Taganov was centered on. Over 140 leading Turkish companies are expected to participate in the exhibition. The products they will exhibit include: construction equipment and building materials, technologies and tools, specialized construction machinery, different-type structures, products, and others. At the end of the session, the floor was given to the State Security Council Secretary, National Security Minister, Ya. Berdiev, to inform President of Turkmenistan, Supreme Commander-in-Chief of Armed Forces of the country, Army General Gurbanguly Berdymuhamedov about the preparations for a grand graduation ceremony of cadets of the higher educational institutions of the country’s military and law enforcement bodies, to be held in the square in front of the capital’s Monument of Constitution. Applauding the enormous contribution of valorous defenders of Motherland and the personnel of law enforcement agencies to ensuring peace and public order in independent Turkmenistan, the head of state instructed to hold the grand ceremony in honor of the highschool graduates at a better and higher level in terms of organization and content. Some other issues of state life were considered at the Cabinet session, and the appropriate resolutions were adopted.
