Last week, a regular session (8th) was held of the Mejlis of Turkmenistan of the fifth convocation. The session was attended by representatives of the appropriate ministries and agencies, as well as representatives of the media community. Among the key issues of the session agenda, consideration was given to the draft Law of Turkmenistan “On instituting the jubilee medal of Turkmenistan – “Garassyz, Baky Bitarap Turkmenistan”. On the occasion of the remarkable date – the 20th anniversary of adopting by the General Assembly of the United Nations of the Resolution “On the permanent neutrality of Turkmenistan”. The medal will be conferred on the citizens for their great personal contribution to the socioeconomic and cultural- spiritual development of the Turkmen state. The next under consideration was the draft Law of Turkmenistan “On estate agencies activity”. The Law is assigned to determine the legal, economic and organizational principles of the realtors’ activity in our country; it will also regulate the relations which occur in the course of that kind of businesses. The draft Law “On health protection of citizens” evoked great interest of the Mejlis Deputies. In their speeches, the deputies emphasized timeliness of the Law that stipulates the legal, organizational, economic and social foundation in such exclusively important sphere, as protection of health of the citizens. Not the least significant is the draft Law of Turkmenistan “On the physical culture and sports”. The deputies welcomed the Law, for it is aimed at strengthening the nation’s health, physical, spiritual and educational training of the young generation. In the course of the session, considered was also the draft Law of Turkmenistan “On waste products” which is assigned to regulate the activity related to the formation, collection, transportation, storage, processing, disposal of the wastes. “On the livestock-breeding industry” was another draft Law of Turkmenistan on the agenda of the session. It was developed proceeding from the task the national agriculture faces at present. The draft Law is expected to determine the legal and organizational fundamentals of the livestock-breeding activity in the animal husbandry sector of agriculture. It is also aimed at the preservation, increase of pedigree stock, its reproduction and improvement of breeds. It will also regulate the activity of the state-run bodies, natural and legal persons specialized and involved in the livestock-breeding industry. Then consideration was given to the draft Law “On the procedure of naming and renaming of the state-run enterprises, organizations, institutions, geographical and other objects”. Among other draft Laws of Turkmenistan were: “On introducing the amendments and additions to the Law of Turkmenistan “On freedom of religion and religious organizations”; “On introducing the amendments and additions to some legal acts of Turkmenistan”; “On introducing the amendments and additions to the Law of Turkmenistan “On state awards of Turkmenistan”; “On introducing the amendments and additions to the Law of Turkmenistan “On the joint-stock societies”; “On introducing the amendments and additions to the Law of Turkmenistan “On the pledge”; “On introducing the amendments and additions to the Law of Turkmenistan “On the Central Bank of Turkmenistan”; “On introducing the amendments and additions to the Law of Turkmenistan “On denationalization and privatization of state property”; “On introducing the amendments and additions to the Law of Turkmenistan “On the tenders for delivery of goods, execution of works, rendering services for meeting state needs”; “On introducing the amendments and additions to the Tax Code of Turkmenistan”; “On introducing the amendments and additions to the Law of Turkmenistan “On daikhan associations”; “On introducing the amendments and additions to the Law of Turkmenistan “On the local executive authorities”; “On introducing the amendments and additions to the Law of Turkmenistan “On Mejlis of Turkmenistan”. Of no less importance was consideration of draft Resolutions of Mejlis of Turkmenistan, notably: on ratifying of the Agreement between Turkmenistan and the Republic of Kazakhstan on demarcating of the Caspian Sea’s bottom between Turkmenistan and the Republic of Kazakhstan; on ratifying of the Protocol on transfer of the convicted; on ratifying of the Agreement between the Government of Turkmenistan and the Government of the Islamic Republic of Iran on retendering reciprocal legal support in connection with criminal cases; on ratifying of the Protocol on protecting the Caspian Sea from inland pollutions and from the pollution resulted from the inshore activity (to the Framework Convention on the Caspian Sea’s marine environment protection; on ratifying of the Protocol on preservation of the biodiversity (to the Framework Convention on the Caspian Sea’s marine environment protection). Besides, consideration was also given to the draft Resolutions of Mejlis of Turkmenistan on appointing the elections of deputies to Mejlis of Turkmenistan in certain constituencies of the country. All the draft laws and resolutions considered were unanimously approved and adopted at the 8th session of Mejlis of Turkmenistan.
