On April 2, President of Turkmenistan Gurbanguly Berdymuhamedov conducted a regular session of the Cabinet of Ministers. Announcing the agenda of the session, the head of state gave the floor to Cabinet Deputy Chairman A. Gochyev to report on the state of affairs in the supervised sectors, the fulfillment of earlier presidential instructions on improving the activity of financial and banking institutions. Having demanded from Vice-Premier A. Gochyev to analyze the activity of institutions of the economic sector he is responsible for, the head of state has highlighted that the relevant ministries and sectoral agencies do not monitor goods imported to Turkmenistan. The Ministry of Economy and Development is not adequately concerned in the study the possibilities for setting up production of new products in the country. By now, President Gurbanguly Berdymuhamedov continued, all necessary production facilities have been built in Turkmenistan and there are sufficient qualities of raw materials available. However, we purchase many goods from foreign countries for hard currency. As the leader of nation noted, the infrastructure base has been created in our country for setting up production of high-quality products (without large expenses), the President of Turkmenistan said. Reporting on the Ministry’s activity, Cabinet Deputy Chairman, Minister of Foreign Affairs of Turkmenistan R. Meredov centered on the preparations for a visit of the Republic of Moldova’s government delegation to our country, scheduled for April 6-8. The high-level meeting is expected to result in signing a number of documents aimed at strengthening and broadening the cooperation in its priority areas. The Vice-Premier’s report also included the information about the preparations for a visit of Turkmenistan’s government delegation headed by President Gurbanguly Berdymuhamedov to the Republic of Korea on April 11-14. Summing up the report, the head of state has noted that Turkmenistan which is permanently adheres to its constructive foreign policy course is always open for equal productive international cooperation in the interests of universal well-being and progress. The President of Turkmenistan commissioned the Minister of Foreign Affairs to ensure a high organizational level of the preparations for the visit of our country’s government delegation to the Republic of Korea destined to open a new important chapter in the history of Turkmen-Korean relations. The report of Chairperson of Mejlis of Turkmenistan A. Nurberdyeva covered the legislative activity of deputies of the national parliament in the context of tasks defined by the head of state on ensuring the legal groundwork for the socio-economic reforms and democratization of the Turkmen society. Having highlighted that lawmaking is a key instrument for implementing the socially-oriented state policy and the progressive transformations ongoing in the county, the leader of nation focused attention on the necessity of broadening interparliamentary relations, interaction with local authorities and social organizations while tackling the issues at the local level. Then, Cabinet Deputy Chairman A. Yazmyradov reported on the activities under way in the agricultural sector, as well as establishment of special commissions in velayats to ensure efficient and timely organization of the sowing campaign. In the report follow-up comments, the leader of nation Gurbanguly Berdymuhamedov demanded to take all measures to conduct the well-organized and well-timed sowing of cotton, vegetable and cucurbitaceous crops. In her turn, Cabinet Deputy Chairperson M. Yazmuhammedova informed about the work ongoing in the supervised sector and preparations for the activities to be held this month, including the events devoted to the holidays –“A drop of water is a grain of gold” and Turkmen Horse Day. As noted, the systematic work is well under way in all institutions of cultural sphere and the mass media, given the concrete tasks assigned to artistic intelligentsia by the leader of nation. After the report, having stressed the crucial importance of the field of culture in preserving spiritual values of the nation, moral and aesthetic education of young people, promotion of Turkmenistan’s achievements aboard, the head of state drew attention to further popularization of the national culture in the world, intensification of an international dialogue in this sphere, expansion of cultural infrastructure, as well as attraction of the advanced international experience to the organization of the cultural institutions’ work. The report of Cabinet Deputy Chairman B. Hojamuhammedov was an extensive coverage of the state of affairs in sectoral departments of the fuel and energy complex, the fulfillment of instructions given earlier by the head of state on accelerating the pace of work in this direction. The report also covered the information about preparations for the fifth meeting of the Intergovernmental Turkmen-Korean Commission for trade, economic, scientific and technical cooperation to be held in the capital of the Republic of Korea – Seoul on April 10. Summing up the report, President Gurbanguly Berdymuhamedov has underlined that advancement of cooperation with other countries and world’s business communities on the principles of free will and mutual benefit is an important aspect of Turkmenistan’s energy policy. The report of Cabinet Deputy Chairman B. Ereshov was centered on the state of affairs in the industrial sector. Focusing on the important objectives set before the industrial sector, President Gurbanguly Berdymuhamedov demanded from the Vice-Premier to keep strict control over all the issues of increasing capacities of the local industry’s production enterprises. Then, Cabinet Deputy Chairman P. Taganov delivered a report on the issues of the supervised sectors, the preparations for the international building exhibition and sectoral conference to be held in the Turkmen capital on April 8-10. President Gurbanguly Berdymuhamedov drew attention to the issues of improving the activity of institutions of the country’s trade-economic complex given the most advanced world experience. Then, President Gurbanguly Berdymuhamedov heard the report made by Chairman of the State Commodities and Raw Materials Exchange of Turkmenistan A. Ishanov (who was invited to the session) on the activity of the Exchange, the state of affairs in its subdivisions, as well as realization of domestically-manufactured products in foreign markets. Having stressed the necessity of taking effective measures aimed to consolidate a position of our country’s textile and other products in foreign markets, the leader of nation has emphasized the importance of systematic advertising of high-quality Turkmenistan-made goods, active promotion of local products to world markets. Addressing to Chairman of the State Customs Service of Turkmenistan A. Hojamgulyev (also invited to the session), the President of Turkmenistan noted that the Service’s activity should be focused on ensuring conformity of quality of imported goods to existing standards, preventing the import of poor-quality products to Turkmenistan. In particular, the head of state spoke for the analytical work to be carried out by the Customs Service to reduce the import of poor-quality textile goods made of mixed fibers. The head of state also pointed out the shortcomings in the work of the Ministry of Trade and Foreign Economic Relations, and the Research Institute of National Products Turnover. In this connection, the head of state commissioned Vice-Premiers A. Gochyev, P. Taganov and B. Ereshov to carry out necessary work on reducing the import of foreign products and increasing the country’s export potential, to make an in-depth analysis of the activity in this area, and take adequate measures to improve the situation. Then, Cabinet Deputy Chairman S. Toilyev informed about the ongoing work in the sectors he is in charge of, as well as the International Conference devoted to the Asian Games-2017, which had opened in Ashgabat, and the role of Turkmenistan in development of sports for the sake of peace and progress. As noted, among the conference participants were senior executives of the Asian Federations of sports, which are included in the program of the V Asian Games, national sports centers, as well as experts, participants of a second stage of the Sports Media Forum, representatives of foreign companies, local and foreign mass media. Summing up the report, President Gurbanguly Berdymuhamedov placed accent on the International Conference devoted to the Asian Games-2017, having stressed that these large sports competitions would be indeed a historical event for our country. Reporting on the state of affairs in the supervised sectors, Cabinet Deputy Chairman, Manager of the Affairs Management Department of the President’s and the Cabinet’s Administration Sh. Durdylyev reported on the implementation of the Plan of Activities to be carried out in etraps of the Turkmen capital in 2015. The report also included the information about the ongoing work on analyzing complaints received from citizens of the country. In the after-report comments, President Gurbanguly Berdymuhamedov noted that the comprehensive Ashgabat Development Conception, as well as the town-planning policy carried out in our country, is focused on applying the latest technologies and innovations in the field, creating the most favorable conditions for life, creative work and recreation of the Turkmen people. The head of state also assigned to thoroughly study and analyze applications received from citizens of the country, to take appropriate measures in this connection, and to report on the results at regular meetings of the Cabinet of Ministers. The work accomplished in the supervised sectors of the transport and telecommunications complexes was in focus of the report made by Cabinet Deputy Chairman S. Satlykov. After the report, President Gurbanguly Berdymuhamedov has noted that Turkmenistan becomes an active participant in creating the extended regional transport infrastructure aimed to facilitate the realization of enormous economic potential of the participating countries, and on the whole, strengthening of stability, security and sustainable socio-economic growth in the region. Cabinet Deputy Chairman M. Artykov presented his report on the activities carried out in the fields he is responsible for, including the work on the energy sector further development. The Vice-Premier submitted for consideration by the President of Turkmenistan a draft Resolution on approving the Regulations of the Unified Register of Motor Roads, as well as the Regulations for assignment of identification numbers to motor roads. Commenting on the report, the President of Turkmenistan has emphasized that accomplishment of the goals and objectives assigned will enable to turn our country into an industrially developed country, to dynamically develop its economy with the help of diversification. In the course of the meeting, to comply with the Law of Turkmenistan “On motor roads and road activities”, the President of Turkmenistan approved the Regulations of the Unified Register of Motor Roads, as well as the Regulations for assignment of identification numbers to motor roads, having signed the relevant Resolution. A number of other issues of state life were considered at the Cabinet session, and appropriate resolutions were adopted.
