On August 16, in all regions of the country, the elections to Gengeshi and Mejlis in the two electoral districts - № 7 “Gunesh” and № 8 “Dostluk” of Ashgabat city - took place. Held on a wide alternative basis and in the atmosphere of transparency and publicity, the elections were notable for high civil activity. The spiritual upheaval of the Turkmen society reflects the progressiveness of democratic reforms initiated by President Gurbanguly Berdymuhamedov who gave his vote for one of the Mejlis candidates, thus exercising his constitutional right. As is known, the present elections were preceded by impressive pre-election work. In particular, 13.528 Gengeshi member candidates were registered who were nominated by political parties, public organizations and associations, as well as the groups of citizens. In etrap towns, settlements and gengeshliks, 6,041 electoral districts and 1,828 polling stations were created. The candidates’ nomination procedure was remarkable for the population’s high activity encouraged by large-scale organizational work carried out at the local level. In all electoral districts, several candidates were nominated for one position, which fully meets the principles of alternative elections. The right to become a Gengeshi member (a popular power’s representative body in etrap towns, settlements and gengeshliks), as well as to represent their districts in the national parliament, was contested by the most worthy people who are held in high esteem and enjoy confidence among the compatriots. The candidates include rural workers, representatives of state institutions, leading specialists in different industries, workers of economic sectors, educationalists, scientists, cultural and community health workers, activists of public organizations and associations. Particularly active, elevated and solemn atmosphere reigned that day in all polling stations of Turkmenistan, which were brought to full readiness for this important political action. Concert platforms were prepared, and field trade shops were organized everywhere. That day was of special significance for young voters who took part in the elections for the first time. In polling stations they were presented memorable gifts. According to the Central Commission for Elections and Referenda in Turkmenistan, exactly in the prescribed for voting time, the polling stations in all electoral districts opened simultaneously, including: 328 - in Akhal, 154- in Balkan, 432- in Dashoguz, 428- in Lebap, and 486- in Mary velayats. In total, district election commissions registered more than 2 million 214 thousand voters who have the right to give their votes for Gengeshi candidates. In the electoral districts № 7 “Gunesh” and № 8 “Dostluk” of Ashgabat city, 51,705 voters were registered to vote for the candidates to Mejlis of Turkmenistan. Full monitoring of the electoral procedure was carried out by the national observers who were present in all polling stations. They confirmed that the elections to Gengeshi and national parliament in the two above-stated electoral districts were held on the alternative and democratic basis and in strict conformity with the active legislation of the country and the generally recognized norms of international law. The first half of voting day was notable for special activity. Thus, more than 50 percent of voters exercised their constitutional right by noon. According to the CEC of Turkmenistan, by the closing time of polling stations at 7 p.m., 92.88 percent of voters had taken part in the Gengeshi elections and 91.96 percent of electorate - in the national parliament elections. According to the CEC, elections to Gengeshi and Mejlis of Turkmenistan in the two electoral districts can be regarded as legitimate. According to the provisions contained in the national legislation, the voting results will be published in the nearest future. After closing of polling stations, counting of votes began. This procedure is carried out by the Election Committee’s members.
