A regular (9th) session of the fifth convocation of Mejlis of Turkmenistan was attended by the Mejlis deputies, representatives of the relevant ministries and departments, as well as mass media. Discussion and adoption of the Law of Turkmenistan “On adoption and enactment of the Code of Civil Procedure of Turkmenistan” was in the focus of the session’s agenda. To be enacted on July 1, 2016, the document will be an efficient mechanism for judicial protection of rights and legal interests of individuals and legal entities proceeding from the Constitution of Turkmenistan, the Civil Code of Turkmenistan, and other legal documents in force in the territory of our country. In the course of session, deputies of the Mejlis gave consideration to such draft Laws of Turkmenistan, as: «On combating money laundering and terrorism financing », «On the city-planning activity», «On pastures», «On apiculture», «On professional sports», «On the state guarantees for equal rights and opportunities for women and men». Parliamentarians considered also a draft Law of Turkmenistan «On the use and protection of symbols of the Red Crescent and Red Cross». During its discussion, the main emphasis was placed on the fact that the new revised version of the document has been developed in compliance with the Constitution of the country, neutral status and international obligations of Turkmenistan. The document defines the procedure and rules of use and legal protection of symbols of the Red Crescent and Red Cross. Not the least significant was discussion of another draft Law of Turkmenistan - “On notarial system and notarial activity“, which determines organizational and legal fundamentals of the notarial system, as well as the order of conducting the notarial activity in Turkmenistan. Among other draft Laws of Turkmenistan, the session considered: “On introduction of amendments to the Law of Turkmenistan “On the judicial executive proceedings and the status of executors“, “On introduction of amendments and additions to the Code of Administration of Turkmenistan”, “On introduction of additions to the Law o Turkmenistan “On the Bar and advocacy activities», «On introduction of amendments to the Law of Turkmenistan «On credit institutions and banking», «On introduction of amendments and additions to the Law of Turkmenistan «On licensing certain types of activity», «On introduction of amendments to the Law of Turkmenistan «On investment activity in Turkmenistan», «On introduction of amendments to the Law of Turkmenistan «On cost-sharing construction of residential houses and other real assets objects». The draft Laws of Turkmenistan: «On introduction of amendments to the Law of Turkmenistan «On insurance», «On introduction of amendments and additions to the Tax Code of Turkmenistan», «On introduction of amendments and additions to the Labour Code of Turkmenistan», «On introduction of amendments and additions to the Code of Turkmenistan of Social Security of Population», «On introduction of amendments to the Law of Turkmenistan «On state pension insurance», «On introduction of amendments to the Law of Turkmenistan «On nature protection», were among other normative legal documents considered by Mejlis deputies. The approved Resolutions of Mejlis of Turkmenistan included: on ratification of the Convention between the Government of Turkmenistan and the Government of the Republic of Korea on avoidance of double taxation and prevention of the income tax evasion; on ratification of the Convention between the Government of Turkmenistan and the Government of the Republic of Austria on elimination of double taxation in relation to income tax and capital tax; on recognition of powers of deputies of Mejlis of Turkmenistan elected by separate constituencies. By results of the Mejlis ninth session of the fifth convocation, all the above-mentioned drafts were approved and unanimously adopted by the national parliamentarians.
