On September 3, President of Turkmenistan, Supreme Commander-in-Chief of the country’s Armed Forces, General Gurbanguly Berdymuhamedov convened a regular session of the State Security Council of Turkmenistan to consider the running year’s 8-month results of activities of military and law enforcement establishments of the country, as well as the issues of further modernization of the material and technical base of these institutions in the context of effective solution of the tasks set by the head of state. During a session, the leader of nation heard the detailed reports of the heads of security, defense and law enforcement institutions on the 8-month activity and implementation progress of the earlier presidential commissions on upgrading and technical re-equipment of the organizations under their supervision. The floor was first given to the State Security Council Secretary, Minister of National Security Ya.Berdiev, who informed the Supreme Commander in Chief on the large-scale work accomplished in the January-August period to implement radical reforms in the military system, as well as on the measures taken by the Ministry of National Security to maintain social and public stability. Then, Chief of the State Border Service of Turkmenistan M.Yslamov reported on the 8-month outcomes of activities carried out by the organizations he is in charge of, on the steps taken to ensure reliability and impregnability of the Homeland’s frontiers, as well as on the construction progress of modern standardized buildings and objects of frontier posts under construction. Further, the floor was given to Minister of Defense of Turkmenistan B.Gundogdyev who reported on the work accomplished in the period under review and on the President-initiated military reform advancement intended to reinforce and enhance the material and technical base of the country’s Armed Forces. In the framework of his report, the minister submitted for consideration by the Supreme Commander in Chief a draft Resolution on creating of a garrison of the Naval Forces of the country’s Armed Forces. In the report follow-up comments, stressing the historical importance of the document, the Supreme Commander in Chief of the Armed Forces of Turkmenistan noted that first ever in the history of our country, a garrison of the country’s Naval Forces is created to protect the sea borders of our Motherland. In connection with completion of construction of a high-class hotel “Merdana” in the “Avaza” National Tourist Zone against the order of the Ministry of Defense, President Gurbanguly Berdymuhamedov demanded to organize and hold its inauguration ceremony at a higher level. Next speaker, Minister of Internal Affairs of Turkmenistan I.Mulikov reported on the 8-month outcomes of the Interior Ministry’s activities, as well as on the work ongoing to maintain rule of law and order in the country and protect the legal rights and freedoms of the country’s citizens. The information was given to the head of state about the implementation progress of the plan of measures organized together with other responsible organizations within the framework of Traffic Safety Month Campaign traditionally held in September under the symbolical title “Traffic safety – safety of our lives”. As is known, one of the important actions in this year’s Traffic Safety Month Campaign initiated by the Turkmen leader was launching of Children’s Auto-Town on September 1 in the Turkmen capital’s northern part next to the Auto Racing Center of the Ministry of Internal Affairs. In addition, the Month’s program includes various actions, including conferences, thematic competitions in schools and kindergartens. The actions will also be held to increase awareness of the public about the rules of conduct in the streets, as well as to explain personal responsibility of each traffic participator for his/her safety. As was already reported, on the running year’s August 22, the races in sport cars “Alfa-Romeo” took place with participation of the President of Turkmenistan, during which the leader of nation demonstrated his proficiency, having won first place. At the session, in the atmosphere of solemn ceremony, the Minister presented the President with Winner’s Cup and a certificate. Then, Prosecutor General of Turkmenistan A.Hallyev made the report on the work accomplished in the period under review, as well as on the state of affairs in the organizations he is in charge of, and on the control exercised by public prosecution establishments over the accurate and unfailing compliance with laws in all areas of state activity. Chairman of the Supreme Court B.Charyev reported on the fulfillment of the earlier presidential commissions, as well as on the concrete steps that had been taken in the accounting period to improve the country’s judicial system in the light of the requirements of the new historical epoch. Further, the floor was given to Chief of the State Service of Turkmenistan for Protecting Healthy Society’s Security A.Osmanov who reported on the measures taken over the accounting period by the departmental organizations to prevent illicit drug trafficking. Along with the 8-month outcomes of work, Chairman of the State Customs Service of Turkmenistan D.Bairamov reported on the measures undertaken to apply the modern technical facilities to ensure careful inspection of both imported and exported cargoes crossing the country’s frontiers. Then, Chairman of the State Migration Service of Turkmenistan M.Nobatov reported on the 8-month outcomes of the Service’s work which testifies to steady increase in the number of foreign guests who come to our country from all regions of the world on business and get-acquainted visits. The report of Minister of Justice of Turkmenistan B.Muhamedov on the 8-month state of the affairs in the ministerial bodies included also information about the steps undertaken to improve the legal framework and bring it into line with the requirements of the new historical epoch and generally-admitted rules of international law, and to explain the laws in force to the country’s population. A number of other issues were considered at the session of the State Security Council of Turkmenistan and the relevant decisions were adopted.
