On October 4, President of Turkmenistan, Supreme Commander in-Chief of the country’s Armed Forces, Army General Gurbanguly Berdymuhamedov chaired a regular session of the State Security Council to sum up the work results of the military and law enforcement agencies in the first nine months of this year. During the meeting the Head of the State heard detailed reports delivered by the military, security and law enforcement authorities on strengthening material and technical basis of various units of the Armed Forces and law enforcement agencies, the state of affairs in sectors entrusted to them, as well as the implementation progress of the earlier instructions and assignments. A separate topic was the preparations for a military parade and other events, including the commissioning of new facilities on the occasion of upcoming glorious 25th anniversary of Independence of the Homeland, as well as the implementation progress of the Ukase issued by the President of Turkmenistan on a regular autumn conscription of country’s citizens for military service. Summing up the reports, Presidents Gurbanguly Berdymuhamedov particularly emphasized that the adopted and successfully implemented Military Doctrine, which was developed in line with the state defense policy, fully meets the key goals of national development, first and foremost, caring for people. In this regard, it was pointed out that the Government would continue to attach the priority importance to strengthening and modernization of material-technical bases of the Army, advanced training of the military personnel, as well as to creating the most favorable conditions for life and service of the valiant defenders of the Homeland and their families. Reliable protection of our borders is the very responsible duty, the guarantee of security, peace and happy life of the people of Turkmenistan, President Gurbanguly Berdymuhamedov said, having pointed to the need for keeping strict control over the building works at all sites in ownership of these agencies, including new types of frontier posts and residential houses under construction, as well as enhancing patriotic educational activity among the personnel and conscripts. Stressing the important role of the internal affairs agencies in maintaining law and order, the Turkmen Leader pointed to the need for systematic control over the activities of all supervised organizations, in particular, those responsible for fire safety and preventing road traffic accidents. Focusing on the utmost significance of preventing any drug trade and distribution attempts, President of Turkmenistan, Supreme Commander of in-Chief of the country’s Armed Forces, Army General Gurbanguly Berdymuhamedov instructed the law enforcement authorities to carry out regular work in this area jointly with public organizations, medical institutions and elders. Having emphasized the need for taking very serious approach to solving the issues assigned to the public prosecution bodies, President Gurbanguly Berdymuhamedov demanded to make further efforts to ensure the absolute rule of Law and its observance by both state and private entities. Having drawn the attention to great responsibility of judges, and the significance of careful approach to considering every criminal case, the Head of the State stressed the importance of systematic professional development of judges. The Head of the State severely reprimanded Minister of National Security of Turkmenistan D.Bayramov for improper performance of his official duties, and weakening of control over the activities of supervised services, having demanded to rectify shortcomings with the shortest possible delay. The nation’s Leader gave the Customs Service authorities a number of specific instructions, in particular with respect to more thorough inspection of goods imported to Turkmenistan, their conformity with the established quality standards. At the same time, emphasis was made on the necessity to continuously improve working methods, including by means of applying modern technologies, strengthening the material-technical bases of the Service, regular organizing the corresponding theoretical and practical training courses for the personnel of checkpoints of the country. Having given the Head of Migration Service specific instructions, President Gurbanguly Berdymuhamedov demanded to pay great attention to improving the staff’s professional training, as well as creating conditions for foreign citizens to go through all the required migration procedures in accordance with operating international standards. President Gurbanguly Berdymuhamedov also pointed to the need for a careful study of the best international legislative practices to apply them actively in the development of new and amendment of the effective legislative acts. Some other issues were addressed at the session of the National Security Council, on which the relevant decisions have been made.
