The current year’s ten-month activity results of military and law-enforcement bodies of Turkmenistan were discussed at a regular meeting of the State Security Council on November 2, held by President of Turkmenistan, Supreme Commander-in-Chief of the country’s Armed Forces, Army General Gurbanguly Berdymuhamedov. The first floor was given to Secretary of the State Security Council, Minister of Defence Ya.Berdiev reporting on the progress of military reform, important aspects of which are enforcement and perfection of the Armed Forces’ material-technical base, military skill formation, as well as creation of favorable conditions for military service and life. Summarizing the report, the head of state commissioned the Minister of Defence to continue the organized work on combat training of young soldiers who should be educated in the best traditions of valiant Turkmen army, and also to pay greater attention to creating all the conditions for successful service of Homeland defenders, their proper life and rest. Next speaker, head of the State Border Service B.Gundogdyev reported on measures taken since the beginning of the year to reinforce the borderline surveillance and the construction progress on a number of subordinate objects, in particular, construction standard of new houses in modern border posts. Noting the special responsibility of border guards, carrying the security-minded day-and-night service at the Homeland’s sacred borders and making invaluable contribution to the peace and moderation keeping on the native soil, President of Turkmenistan Gurbanguly Berdymuhamedov emphasized that hereafter the state would prioritize the modernization of material-technical base of the border service, and creation of decent conditions for the Fatherland defenders’ service and life. The current year’s ten-month MIA activities and concrete steps on further strengthening the country’s public order were in the focus of the report made by Minister of Internal Affairs I.Mulikov. The head of state instructed the Minister of Internal Affairs to maintain a permanent control over the activity of the Traffic Police Service, being responsible for the prevention of road accidents. Citing a few instances of road insecurity, the leader of nation expressed serious dissatisfaction with I.Mulikov’s work due to the weakening of control over undertaken in this area measures, and also gave a number of instructions on a modern organizational management of the State Traffic Police Service. President Gurbanguly Berdymuhamedov also focused attention upon the fact that our country is executing large-scale measures, aimed at the population’s health promotion. However, despite this, there are mercenary business people, who speculate on cigarettes, narcotic drugs, use and distribute them, the head of state continued. Those who deal with this matter, harm not only themselves, but also the reputation of our healthy society. Therefore, such dealers, deserving just contempt, should not be among us, the leader of nation said. Next speaker, Attorney General A.Hallyev reported on work carried out over the January-October period, the most important areas of which is the strict supervisory action over steadfast compliance with law and order in the country. Stressing the need for the most careful selection of the competent and highly qualified personnel, President Gurbanguly Berdymuhamedov noted that only professionals should work in the prosecution agencies, observing the high principles of justice and humanity, professed by our state. During the meeting, the Supreme Commander-in-Chief of the country’s Armed Forces signed documents on the appointment and dismissal of prosecutors. Then, Chairman of the Supreme Court B.Charyev reported on ten-month activity results of the judicature and concrete steps taken in the context of the Presidential instructions to improve judges’ proficiency. Demanding to expand the work in this area, the nation’s leader reminded that the judicature activity must fully serve the high purposes and objectives of Turkmenistan’s state policy, priority of which is the happiness and welfare of the people. Next speaker, Minister of National Security D.Bairamov reported on the work results of the Ministry of National Security activity over the January-October period of 2016. Noting the utmost importance of the functions, entrusted to the Ministry of National Security, the head of state assigned to further maintain strict control over compliance with law and order being indispensable condition for peaceful and prosperous life of Turkmen citizens, thereby paying particular attention to the personnel policy. Chairman of the State Customs Service M.Chakyev reported to Supreme Commander-in-Chief of the country’s Armed Forces Gurbanguly Berdymuhamedov on the ten-month performance of agencies under his supervision. Defining the paramount objectives facing the leaders of customs service, among the priority measures the head of state specified the careful selection and placement of personnel, as well as the improvement of material and technical equipment of operating customs terminals, which are destined to put a reliable barrier to the import of prohibited goods to the country. This year’s ten-month work executed by the State Migration Service, in particular, concrete steps taken towards more efficient operation of the sector he is answerable for, in the context of implementing the topmost priority of the state policy – expanding of mutually beneficial cooperation with all concerned foreign countries – were in the center of the report made by Service Chairman M.Nobatov. Upon hearing the report, the leader of nation pointed to a number of pressing problems facing the Service following from direct obligations and powers. Minister of Justice B.Muhammedov reported on the work, executed during the reporting period, the improvement and further all-round development of the country’s legislative framework, designed to become a reliable basis for reaching the high goals of the prosperous epoch of powerful state. Emphasizing the utmost importance of the country’s large-scale legal reform, the adoption of the new Constitution of Turkmenistan, President Gurbanguly Berdymuhamedov pointed to the need for the further national legislation enrichment by laws actual for today, the elaboration of which should be conducted in close cooperation with the Mejlis and other relevant agencies. Some other issues were also considered, and the appropriate decisions were made at the State Security Council meeting.
