On December 1, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Gurbanguly Berdymuhamedov held a regular State Security Council meeting to hear the reports made by the heads of military and law enforcement agencies on the running year’s 11-month activity of the institutions they are in charge of, further strengthening and upgrading the agencies’ facilities and equipment, as well as on the implementation progress of the earlier presidential instructions on maintaining the socio-political stability and rule of law and order in the country. First speaker, Secretary of the State Security Council of Turkmenistan, Defense Minister Ya. Berdiev reported on the implementation course of major aspects of the military reform, such as strengthening and development of the material-technical base of the country’s Armed Forces, educational training of the military personnel and creation of the favorable service and life conditions for the servicemen. Summing up the report, the nation’s leader instructed the Defense Ministry’s senior officials to continue a well-organized work on training young servicemen in the best traditions of the Turkmen military art, to give special consideration to the creation of adequate conditions for the efficient service, good life and rest of Motherland’s defenders. Next speaker, Commander of the State Border Service B. Gundogdyev informed about the measures taken in the January-November period to ensure security and inviolability of the native country’s border. Recognizing special responsibility of the frontier guards who patrol the frontier day and night, the nation’s leader highlighted that the state would continue to pay close attention to the modernization of the Service’s logistics, establishment of proper service and living conditions for the Turkmen frontier guards. The Interior Ministry’s activities and the measures taken since the beginning of the year to prevent crimes and maintain public order in the country were the key issues the report made by the Interior Minister I. Mulikov was centered on. The report also addressed the anti-drug and road accident prevention measures undertaken on the instructions of the nation’s leader. After the report, emphasizing the decisive role of the Ministry’s bodies, their weighty contribution to the maintenance of law and order and effective tackling of the tasks in the light of Turkmenistan’s socio-economic development programs, the Supreme Commander-in-Chief of the Armed Forces of the country commissioned the Interior Minister to keep constant control over the activities of the institutions, which are assigned to ensure public order, closely observe and protect the legal rights and freedoms of citizens. In his report, Attorney General A. Hallyev covered the measures taken by public prosecution agencies in the period under review to exercise control over the strict observance of law and order in the country, as well as the implementation progress of the presidential assignments. Placing emphasis on the need for the most careful selection of highly-qualified personnel, President Gurbanguly Berdymuhamedov noted that public prosecution agencies should uphold the supremacy of law in our legal state and show responsible attitude to the official duties. Then Chairman of the Supreme Court B. Charyev presented a report on this year’s 11-month work on upgrading and bringing the country’s judicial system in compliance with the present-day requirements and generally accepted international law standards. Stressing that the activities of judicial authorities should in full meet high objectives of Turkmenistan’s state policy, whose top priority is the well-being of the nation, the Supreme Commander-in-Chief demanded to intensify the efforts in this area and give special consideration to the constant professional development of judges. In turn, Minister of National Security D. Bairamov centered his report on the special measures undertaken by the Ministry to maintain socio-economic stability in the country. Highlighting the enormous significance of the Ministry’s activities, the President of Turkmenistan focused attention on the need to exercise strict control over observance of laws and order, which is a necessary condition for a happy and prosperous life of the people of Turkmenistan. In that respect, the nation’s leader gave to the Minister a number of issue-related commissions. Chairman of the State Customs Service M. Chakyev delivered a report on the Service’s performance in the period under review. As he informed, much importance is attached to the technical re-equipment of customs terminals and professional advancement of the customs officials, given the increased foreign economic activity and enhancement of Turkmenistan’s status as a major transport-transit hub. Pointing out the overriding importance of Turkmenistan’s international initiatives, which raise our country’s status as a large international transport-transit hub, the nation’s leader gave the Service’s Chairman specific instructions. A series of measures aimed at improving the performance of the Service was in the focus of the report made by Chairman of the State Migration Service M. Nobatov. In the after-report comments, President Gurbanguly Berdymuhamedov emphasized the need to upgrade the facilities and equipment of the Service and its departments, increase professional competence of its employees and improve their working conditions. The report of Minister of Adalat B. Muhammedov was an extensive coverage of the running year’s 11-month work accomplished by the Ministry on the all-round development of the national legislation designed to provide a solid basis for attaining high objectives in the epoch of power and happiness. Pointing out the paramount importance of the wide-ranging legal reform ongoing in the country, the adoption of the revised and updated Constitution of Turkmenistan, the head of state noted the necessity for keeping the work going in close coordination with Mejlis and other relevant agencies. The State Security Council meeting also addressed a number of other issues and adopted the relevant resolutions.
