Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to consider a number of issues of state life.
Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out for perfection of the national legislation, was the first to take the floor at the meeting.
As she informed, with a view to bring legal acts in force in conformity with the Constitution of Turkmenistan and realities of the time, preparation of drafts of Laws of Turkmenistan «On electronic trade» and «On state registration of the rights to real estate» is carried out. In addition, amendments and additions are made to Codes of Customs, Criminal, Civil Procedures of Turkmenistan and a number of other laws.
At the same time, she informed on the International Women’s Dialogue entitled “The Role of Women in Maintaining Peace and Achieving Sustainable Development”, Second International Conference “Universal Health Coverage and the Sustainable Development Goals” and “Demographic Processes and Sustainable Development: Contemporary Challenges and International Experience” held on October 7 of the current year in the Avaza national tourist zone. As she pointed out, forums were aimed at discussion and exchange of experience in the issues, concerning roles of women in maintenance of sustainable development, promotion of peace and trust in the region and all over the world and such themes, as gender equality, public health services, demographic development and cooperation between legislative bodies.
The head of the national parliament expressed warm gratitude to the President of Turkmenistan and Hero-Arkadag for the rendered comprehensive support to hold at high organizational level events in the Avaza national tourist zone.
Having heard the information, head of the state Serdar Berdimuhamedov emphasised the necessity to give particular attention to preparation of bills of new laws, which meet the requirements of the time, and to continue work in this area.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the events planned on the occasion of the next anniversary of introduction of the national monetary unit - manat.
As he informed, in commemoration of the 33rd anniversary of introduction of the manat into circulation, it is planned to organise the scientific-practical conference «The national manat - a basis of prompt development in the new historical epoch». During the forum, it is provided to acquaint participants with initiatives of President Serdar Berdimuhamedov on social and economic development of the country and large-scale transformations, which are carried out in the bank sphere, to discuss issues of the further strengthening of cooperation with international financial structures.
In that connection, for consideration of the head of the state, a relevant proposal was presented.
Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to prepare properly for the scientific-practical conference devoted to the 33rd anniversary of introduction of the national currency – manat.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on the work implemented for organisation of the XXXI international conference and exhibition «Oil and gas of Turkmenistan - 2026».
As he reported, at present, preparation for the given events, which are to be held according to the corresponding Resolution of the President of Turkmenistan in Ashgabat.
The forthcoming forum – a clear evidence of successful realisation of undertakings of Hero-Arkadag on creation of the favourable investment climate in Turkmenistan under the wise leadership of the head of Turkmenistan.
The international conference will be held under the motto «Energy. Cooperation. Development». In its framework, it is also planned to organise plenary sessions and other forums, round-table meetings and bilateral negotiations.
In that regard, for consideration of the head of the state, a relevant proposal was submitted.
Having heard the report, President Serdar Berdimuhamedov marked that in our country on a regular basis international forums and exhibitions are held to develop the oil and gas complex, to strengthen international interaction in this sphere. In the given context, the head of the state instructed the Deputy-Chairman of the Cabinet to provide a high organizational level of the international conference and exhibition «Oil and gas of Turkmenistan - 2026».
Deputy-Chairman of the Cabinet T.Atahallyev reported on the state of affairs in the agricultural branch and course of seasonal campaigns in velayats.
As he informed, with a view to prepare for the harvest of wheat of the next year, at present, wheat sowing goes on. Corresponding work is carried out for productive involvement of agricultural machinery and equipment in the sowing campaign. The vegetative watering of the fields where green shoots are obtained is carried out.
At present, the cotton-picking harvest season proceeds. Proper measures are taken for transportation of the collected crop to cotton ginneries and reception points, and for processing of raw material and effective utilisation of harvesting combines and other machines.
The Deputy-Chairman of the Cabinet also reported on preparation planned for the last Sunday of October of the current year to mark the holiday of the Turkmen alabay.
Having heard the report, President Serdar Berdimuhamedov pointed out that it is necessary to continue complex development of the agricultural branch, to hold the sowing campaigns at target dates and to provide the well-organised gathering of cotton. The head of the state also instructed the Deputy-Chairman of the Cabinet to prepare properly for events on the occasion of the holiday of the Turkmen alabay.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on the work carried out to supply mineral fertilizers to home producers of agricultural products.
As he informed, today, enterprises of "Türkmenhimiýa" State Concern manufacture various kinds of fertilizers that allow to provide completely manufacturers of agricultural products of our country and to export surplus goods.
Summing up the report, President Serdar Berdimuhamedov noted a big role of chemical industry in supplying mineral fertilizers to home producers of agricultural products and instructed the Deputy-Chairman of the Cabinet to continue work on full involvement of designed capacity of manufacturing enterprises of "Türkmenhimiýa" State Concern.
Deputy-Chairman of the Cabinet N.Atagulyev reported on adopted measures for participation of Turkmenistan with its national pavilion in the exhibition «China International Import Expo», which will be held in November of the current year in the city of Shanghai of the People’s Republic of China.
As he informed, ample opportunities open for export of high-quality goods made at modern local enterprises, equipped with high technologies to the world markets. Participation of our country in similar large-scale international exhibitions helps promotion of Turkmen goods and advancement of national production in foreign markets.
In the national pavilion of Turkmenistan in «China International Import EXPO», a wide spectrum of the goods made in the country and exported to world markets, and possibilities of trade and economic and investment cooperation, national-cultural heritage our people will be presented. On the margins of the exhibition, it is planned to organise the Turkmen-Chinese business forum.
In that connection, for consideration of the head of the state, a relevant proposal was presented.
Having heard the report, President Serdar Berdimuhamedov pointed out that an effective work is implemented to demonstrate and present high-quality products of the country at international exhibitions. The Deputy-Chairman of the Cabinet was instructed to provide a high level of participation of Turkmenistan in the exhibition «China International Import EXPO» to be held in the People’s Republic of China.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on the draft of the Resolution «On announcement of the competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry».
As she marked, in our country various competitions are held to discover and encourage talented people, who in their works glorify our fatherland, national cultural heritage and primordial values. The competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry» serves a good example for it.
By the developed noble tradition, like in previous years, within the given competition it is planned to organise the television competition among young amateur singers «Ýaňlan, Diýarym!», the contest among the bagshys, musicians-dutar players «Çalsana, bagşy!» and the competition among gifted children «Garaşsyzlygyň merjen däneleri».
The results of the competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry» will be announced in September 2027 on the occasion of the 36th anniversary of sacred independence of our fatherland.
In that regard, the Deputy-Chairwoman of the Cabinet submitted a draft of the relevant document for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov underlined that in our country the great attention is given to development of national culture, cultural heritage study, discovery of young talents. Having signed the document «On announcement of the competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry», the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out necessary work.
Deputy-Chairman of the Cabinet B.Mammedov reported on the course of preparation for the international scientific-practical conferences and Olympiads planned to hold in November of the current year in higher educational institutions of the country.
As he informed, a complex activity is realized to modernize the national education system, to develop intellectual abilities of the youth and increase interest of the youth in science and creativity.
In the forthcoming month, it is planned to hold a number of forums. In particular, the open international internet Olympiad in computer science and hybrid international scientific-practical conference «Digital technologies, artificial intelligence and cyber security in the scientific-educational sphere: modern areas of scientific-technological progress» at the International oil and gas university named after Yagshygeldi Kakayev; the online international scientific-practical conference «Sustainable development of agriculture», and V open international internet Olympiad in ecology in the Turkmen agricultural university named after S.A.Niyazov; III international online competition of scientific-design works «Agro-innovations: a bright way of sustainable development» at the Turkmen agricultural institute; hybrid format international scientific-practical conference «Topical issues of modern stomatology» and V international internet Olympiad in biology at the State medical university of Turkmenistan named after Myrat Garryev, will be organised.
In November, it is also planned to hold the III open international internet Olympiad in finance and III international scientific-practical conference «Sustainable development of economy: international experience and promising areas of development» at the Turkmen state institute of economy and management in the hybrid format; II online international scientific-practical conference «The role of sustainable transport policy of Turkmenistan in strengthening international transport-logistics cooperation» at the Institute of Engineering-Technical and Transport Communications of Turkmenistan will take place.
Besides it, the V international Olympiad in chemistry and the international scientific-practical conference «Significance of advanced experience in sustainable development of chemical science and technologies» will be held in the hybrid format at the Turkmen state university named after Magtymguly; III open international internet Olympiad in «International standards of financial reporting» will be held in the Turkmen state institute of finance; the International academy of horse breeding named after Aba Annayev will host the II international internet Olympiad «International peace and trust - a basis of economic progress».
Organization of scientific-practical conferences and subject competitions is urged to promote the further strengthening of international cooperation in the scientific-educational sphere, to enrich the scientific-methodical basis of educational activity with the best practices.
In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal fro consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov marked that in our country a special significance is attached to development of talents and abilities of the younger generation, the strengthening of international cooperation in the given sphere. Having approved the proposal on organisation of international forums and Olympiads in a number of higher educational institutions of Turkmenistan, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on preparation for the next ministerial meeting in the format «C5+1» between countries of Central Asia and the USA.
As he pointed out, in the policy realised by President Serdar Berdimuhamedov, a special importance is given to development of productive cooperation with various states of the world, including with the United States of America. For the past years, important mechanisms of interaction in the areas of interest both at national and regional levels were created with the USA.
Partnership in the format «C5+1» between countries of Central Asia and the United States of America can serve a clear evidence of it. The Turkmen party consistently brings its contribution to consolidation of efforts in development of cooperation and intensification of activity of this platform. In particular, from September of 2025 to September of 2026 Turkmenistan together with the United States of America co-chaired on the Secretariat of the format «C5+1».
During this period, the Turkmen party was the first to adjust practice of advancement of a concrete theme within the given format, in particular, the theme connected with possibilities of artificial intelligence. Along with it, during its co-chairmanship Turkmenistan and the USA on November 6, 2025 in Washington the Summit of heads of the states of the given format took place.
Guided by instructions and the commissions given by President Serdar Berdimuhamedov following the results of that summit, the Turkmen party actively participates in various actions held within the format. Within past months, various meetings took place.
On October 19 of the current year, in the city of Samarkand the meeting of heads of foreign policy departments of the countries-participants of the given format will be held. The information on preparation for the specified meeting, at which it is provided to present a position of the Turkmen party on the basic aspects of cooperation within the multilateral platform in this connection, was sounded.
In parallel with it, business sessions with participation of members of governments and businessmen in such areas, as digital technologies, education and public health services, key minerals, energy and transport infrastructure, agriculture and textile industry, finance and investments are planned.
Within the given action, the bilateral meeting with the State Secretary of the United States of America, on the agenda of which it is considered expedient to take out the issues connected with possibilities of cooperation in spheres of mutual interest, and with the course of preparation for the next Turkmen-American political consultations planned to hold on November 3 of the current year in Ashgabat, is planned.
As expected, following the results of the next ministerial meeting of the given format between states of Central Asia and the USA, the Joint Declaration of Ministers of Foreign Affairs of Central Asian countries and the State Secretary of the United States of America will be adopted.
Having heard the report, President Serdar Berdimuhamedov noted a huge value of the next ministerial meeting between states of Central Asia and the USA in maintenance of regional sustainable economic development. In that connection, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to prepare properly for the forthcoming meeting, called to promote expansion of regional interaction and to take an active part in it.
Deputy-Chairman of the Cabinet B.Annayev reported on the course of modernisation of the material and technical basis of the closed joint-stock company «Altyn Asyr».
As he informed, necessary measures are implemented to improve the national system of cellular communication of the country and maintenance of its availability. In particular, practical steps are taken to supply the closed joint-stock company supply «Altyn Asyr» sets of modern equipment. At that, a great significance is attached to partnership with leading world companies.
In that connection, for consideration of the head of the state a relevant proposal was submitted.
Summing up the report, President Serdar Berdimuhamedov underlined that in the country, due work is realized to update the national system of cellular communication. Having approved the proposal to strengthen the material and technical basis of the closed joint-stock company «Altyn Asyr», the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions.
At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.
Having concluded the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their activity for prosperity of our sovereign fatherland.
