In accordance with article 54 of the Law of Turkmenistan “On court”, I decree:

To release colonel Annayev Gurbanmyrat Kakamyradovich from the position of Minister of National Security of Turkmenistan in connection with his transfer to another position.

To appoint colonel Atagarayev Nazar Mukhammetmyradovich minister of national security of Turkmenistan and release him from the position of chairman of the State Migration Service of Turkmenistan.

To appoint colonel Volsakhatov Batyr Seytgeldiyevich chairman of the State Migration Service of Turkmenistan.

With a view of successful realization of reforms in agriculture of the country, enhancement of efficiency of work carried out by producers of agricultural crops to obtain a high yield in the Era of Revival of the New Epoch of the Powerful State, the President of Turkmenistan signed the Resolution to allow the Ministry of Agriculture and Environmental Protection to conclude contacts with foreign companies for purchase of spare parts, wheels, lubricants and supplies for grain combines, ploughing tractors and cultivators.

With a view of further development of national culture and forms of art in independent neutral Turkmenistan, facilitation of promotion of creative potential of amateur arts groups and their support in the Era of Revival of the New Epoch of the Powerful State as well as in accordance with the Law of Turkmenistan “On culture”, the President of Turkmenistan signed the Resolution to approve terms and rules of nomination of amateur arts groups for the title “People’s”.

With a view of further glorification of great achievements, grandiose successes, historical transformations in all fields of the independent neutral state, wellbeing of our society, happy life of the youth, wide popularization of a historical significance of large-scale reforms implemented in the country and large projects in the Era of Revival of the New Epoch of the Powerful State as well as on the occasion of declaration of the motto of the year 2023 “The Happy Youth with Arkadag Serdar”, the President of Turkmenistan signed the Resolution to approve the Plan of events marked to hold on the occasion of declaration of the motto of the year 2023 –“The Happy Youth with Arkadag Serdar”.

With a view of further strengthening of good neighbourhood relations of friendship and brotherhood between Turkmenistan and the Republic of Uzbekistan and rendering of friendly and brotherly help to Uzbekistan, the President of Turkmenistan signed the Decree according to which, Türkmengaz State Concern was instructed to give the relevant volume of liquefied gas free of charge to the Republic of Uzbekistan as friendly and brotherly help.

To appoint the Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the French Republic (Paris city) Charyyev Maksat Esenovich at the same time as the Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Portuguese Republic.
