To implement the Resolution of the President of Turkmenistan № 13998 of December 11, 2014 “On the issues of declaring 2015 the Year of neutrality and peace to mark the 20th anniversary of Turkmenistan’s permanent neutrality”, the President of Turkmenistan signed a Resolution on approving the Program of festivities and events to be organized in Turkmenistan and foreign countries timed to the remarkable occasions. *** The President of Turkmenistan signed a Resolution on approving the 2015-2020 Work Program aimed at the sustainable use of water resources in Turkmenistan and improvement of the Kara Kum River’s water-carrying capacity. *** The President of Turkmenistan signed a Resolution, having prescribed the Ministry of Agriculture of Turkmenistan, the “Turkmenpagta” State Concern, khyakimliks of Akhal, Dashoghuz, Lebap and Mary velayats: to ensure sowing of 545 thousand hectares of farmlands to cotton in Turkmenistan in 2015 and production of 1,050 thousand tons of raw cotton, having organized the activity of farmers, land tenants and daikhan associations at high level; to distribute cotton seeds among etraps in accordance with the plan approved by the Ministry of Agriculture of Turkmenistan, given the soil-climatic conditions. By making contracts with cotton producers, the document prescribes in compliance with agrotechnical terms to ensure as follows: the “Turkmenpagta” State Concern – supplying sufficient quantities of high-quality cotton seeds; the “Turkmenobahyzmat” State Association - rendering technical services connected with the preparation of farmlands for the upcoming sowing campaign, planting, handling and harvesting of cotton crops; the Ministry of Water Economy of Turkmenistan – supplying adequate amount of irrigation water; the “Turkmenhimiya” State Concern – supplying sufficient quantities of fertilizers. *** The President of Turkmenistan signed a Resolution on approving the 2015 Cropping Plan for velayats. The Ministry of Agriculture of Turkmenistan, the relevant sectoral agencies and khyakimliks of velayats were assigned to ensure obtaining abundant harvest of agricultural crops by conducting scientifically grounded crop rotation in accordance with agro-technical standards, and wide applying the best practice in the production. The State Food Industry Association of Turkmenistan was commissioned to ensure the following: making contracts in the prescribed manner with daikhan associations, farmers and land tenants for sowing potatoes, vegetable and cucurbitaceous crops in Turkmenistan (the total area of 14,440 hectares) in 2015 and producing agricultural products; purchasing agricultural products at contractual prices as well as making timely settlements with their producers. By making contracts with agricultural producers, and in compliance with agro-technical standards, the document prescribes to ensure: the State Food Industry Association of Turkmenistan – supplying sufficient quantities of high-quality seeds of potato, vegetable and cucurbitaceous crops; The “Turkmenobahyzmat” State Association – rendering technical services for the preparation of farmlands for sowing, handling and harvesting of the crops; The Ministry of Water Economy of Turkmenistan – supplying adequate amount of irrigation water; the “Turkmenhimiya” State Concern – supplying sufficient quantities of fertilizers. *** The President of Turkmenistan signed a Resolution on approving the Plan of measures for fulfilling the norms of the Budget Code of Turkmenistan. The relevant ministries, sectoral agencies, khyakimliks of velayats and Ashgabat city were instructed to ensure timely implementing the measures specified in the above-mentioned Plan. *** The President of Turkmenistan signed a Resolution on allotting land areas to the State Food Industry Association of Turkmenistan, the State Livestock Association as well as members of the Industrialists and Entrepreneurs Union of Turkmenistan for the construction of livestock and poultry complexes and sowing of fodder crops. The State Food Industry Association of Turkmenistan and the State Livestock Association were authorized to construct relevant livestock and poultry complexes from their own and borrowed funds. In accordance with the document, the “Daikhanbank” State Commercial Bank of Turkmenistan was authorized to allocate loans to the State Food Industry Association of Turkmenistan for a period of 10 years with a two-year grace period at 2 percent annual interest rate for the construction of livestock and poultry complexes and sowing of fodder crops. To grant the within-said loans, the Central Bank of Turkmenistan was prescribed to allocate the funds to the “Daikhanbank” State Commercial Bank of Turkmenistan at 1 percent interest per annum on the basis of its application for the loans. *** The President of Turkmenistan signed a Resolution, having prescribed: the Ministry of Finance of Turkmenistan to allocate the State Development Bank of Turkmenistan circulating funds from the Stabilization Fund in the amount of 300 million manats for 10 years to render financial support to small and medium-sized businesses; The State Development Bank of Turkmenistan to allocate the within-said circulating funds in the amount of 300 million manats to the “Rysgal” Joint-Stock Commercial Bank as a non-interest loan for a ten-year period to provide financial support to small and medium-sized enterprises. In accordance with the document, the “Rysgal” Joint-Stock Commercial Bank was authorized to give a loan from the above-mentioned funds (300 million manats) at annual percentage rate not exceeding 1 percent to members of the Industrialists and Entrepreneurs Union of Turkmenistan to finance their projects for the development of livestock and poultry husbandry, production and processing of agricultural, food and industrial products. *** The President of Turkmenistan signed an Order having prescribed to declare Gorogly etrap, Dashoghuz velayat the holder of “The best etrap in Turkmenistan” Title. According to the outcomes of 2014, the etrap achieved the highest indices in social, economic and cultural spheres among etraps of velayats and boroughs, and to award the Gorogly etrap khyakimlik with a money prize in the amount of US $1 million. According to the document, the Central Bank of Turkmenistan has been assigned to allocate the within-said funds from the State Development Fund of the Golden Age of Turkmenistan. *** The President of Turkmenistan signed an Order on authorizing Deputies Chairman of the Cabinet of Ministers of Turkmenistan, khyakims of velayats, and Ashgabat city to exercise control over the high-quality and scheduled completion and putting into operation of large buildings, industrial and social-purpose facilities in 2015. The Ministry of Construction and Architecture of Turkmenistan were instructed to tighten control over the quality of the within-said construction projects, as well as to define buildings and facilities to be put into operation according to the monthly time-schedule, and to ensure their inclusion in the monthly Plan of holding events and opening ceremonies of socio-cultural purpose objects. In accordance with the document, the Ministry of Economy and Development of Turkmenistan was assigned to prepare a monthly report on the construction progress of relevant large buildings and industrial- and social-purpose objects in compliance with the time-schedule, as well as to submit this report respectively to Deputies Chairman of the Cabinet of Ministers of Turkmenistan, khyakims of velayats and Ashgabat city. *** The President of Turkmenistan signed an Order on approving the quota for admission to post-graduate and doctoral courses in the fields of science, registration of candidates for academic degrees, as well as admission to clinical studies courses in 2015. *** The President of Turkmenistan signed an Order on approving the limited amounts of water for consumer use in velayats, etraps and cities in 2015. *** By the Order of the President of Turkmenistan, for improper execution of official duties and shortcomings in the work, Chairman of the Cabinet of Ministers of Turkmenistan Annamuhammet Myatievich Gochyev received a severe reprimand and warning that failure to remove the shortcomings in the shortest possible space of time would result in his dismissal from office. *** By the Order of the President of Turkmenistan, for unsatisfactory discharge of official duties and shortcomings in organizational management of the Ministry, Minister of Economy and Development of Turkmenistan Wepa Serdarovich Abdylhekimov was given an admonition. *** By the Order of the President of Turkmenistan, for the improper execution of formal duties and shortcomings in organizational management of the Ministry, Minister of Finance of Turkmenistan Muhammetguly Atamuhammedovich Muhammedov was reprimanded. *** By the Order of the President of Turkmenistan, for improper performance of formal duties and shortcomings in organizational management of the Ministry, Minister of Labor and Social Security of the Population of Turkmenistan Bekmyrat Meshrepovich Shamyradov received a reprimand. *** By the Order of the President of Turkmenistan, for the improper execution of formal duties and shortcomings in organizational management of the Service, the Head of the Main State Taxation Service of Turkmenistan Shatlyk Orazgeldievich Hummedov was given an admonition. *** By the Order of the President of Turkmenistan, for improper discharge of official duties and relaxing control over the activity of the ministries and sectoral agencies he is responsible for, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Annageldi Orazberdievich Yazmyradov received a reprimand. *** By the Order of the President of Turkmenistan, for improper execution of official duties and shortcomings in the work, Minister of Water Economy of Turkmenistan Seiitmyrat Eiyamberdievich Taganov received a severe reprimand for his work and warming that failure to correct the shortcomings as soon as possible would result in his dismissal from office. *** By the Order of the President of Turkmenistan, for unsatisfactory execution of official duties and shortcomings in the work, Chairman of the State Livestock Association of Turkmenistan Amanmuhammet Atageldievich Myradov received a severe reprimand and warming that failure to remove the shortcomings in the shortest possible space of time, would result in his discharge from office. *** By the Order of the President of Turkmenistan, for unsatisfactory performance of formal duties and shortcomings in the work, Minister of Education of Turkmenistan Gulshat Sahyevna Mammedova received a severe reprimand. *** By the Order of the President of Turkmenistan, for unsatisfactory execution of formal duties and shortcomings in the work, Minister of Health and Medical Industry of Turkmenistan Nurmuhammet Kakabaevich Amannepesov was severely reprimanded. *** By the Order of the President of Turkmenistan, for improper execution of official duties and shortcomings in the work, Ashgabat city’s khyakim Rejepgeldi Melyaevich Nurmammedov received a severe reprimand and warming that failure to correct the shortcomings in the shortest possible space of time, would result in his dismissal from office.
