“We take pride in our Constitution that recognizes a person as the main value of the state and society, as well as the State Flag as an imperishable symbol of independence and neutrality, еру unity and cohesion of people,” says President Gurbanguly Berdimuhamedov in his congratulatory address to the compatriots on occasion of the Day of Constitution and the State Flag of Turkmenistan. “We follow the way of great changes and progress under the State Flag, depicting the Turkmen carpet patterns, olive branches that symbolize peace and well-being, five stars and a crescent as the symbols of the unity and brotherhood. Based on the Constitution that provides the solid foundation and guarantees of our positive neutrality, peace, good neighborly relations, national traditions and democratic doctrines, as well as large-scale socio-economic, socio-political reforms, we build the legal, secular state and fair civil society. “The Main Law of the country and the National Flag are the national heritage. Therefore, the Monument of Constitution and the Main Flag Square erected in Ashgabat, squares with flagpoles in velayat centers, the Avaza national tourist zone vividly testify our respect for the symbols of statehood. “Twenty seven years ago, when the Constitution of Turkmenistan was adopted and the State Flag was approved, the foundation of our democratic, legal, secular state system was laid. As part of the phased transition to a market economy, our social and political life has been radically updated, and the legislative and legal framework of the state has been improved. The social and living conditions of the people gradually improved, new constitutional provisions were developed, and in 2016 the new version of the Constitution of Turkmenistan was adopted. “Based on the fundamental articles of the Constitution, we are leading our sovereign state forward. We have adopted and successfully implemented a number of state and sectoral programmes and plans aimed at ensuring the further dynamic development of our state, technological modernization of economic sectors and, above all, at ensuring the happy and prosperous life of the people of Turkmenistan. We build and put into operation industrial and socio-cultural facilities, modern apartment houses with improved conditions in Ashgabat, velayat centers, in etraps and villages. All this vividly proves the impressive achievements of our Motherland. “Guided by the basic provisions and goals of the positive neutrality, as enshrined in the United Nations Resolutions, we consistently raise the international prestige of the country. We enhance political, economic, cultural and humanitarian relations with the United Nations, the European Union, the Commonwealth of Independent States, the Shanghai Cooperation Organization, the Organization for Security and Cooperation in Europe, the Non-Aligned Movement, the Organization of Islamic Cooperation and other authoritative international structures and foreign countries.
