In accordance with the Resolution of President Gurbanguly Berdimuhamedov, in order to hold talks on the bilateral cooperation between Turkmenistan and the Russian Federation, meetings between the heads of the Intergovernmental Turkmen-Russian Commission on Economic Cooperation, as well as political consultations between the Ministers of Foreign Affairs of the two countries, as well as to participate in the regular meeting of the Council of Ministers of Foreign Affairs of the Commonwealth of Independent States and sign documents on cooperation with representatives of state institutions of the Russian Federation, the delegation of Turkmenistan was sent to the city of Moscow, the Russian Federation on March 30 - April 2.

In accordance with the Resolution of the President of Turkmenistan, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov is authorized to sign the following documents from the Turkmen side:

- The Memorandum of Understanding between the Government of Turkmenistan and the Government of the Russian Federation on biological safety;

- The decision of the Council of Ministers of Foreign Affairs of the Commonwealth of Independent States "On the draft Appeal of the heads of CIS states to the peoples of their states and the world community on occasion of the 80th anniversary of the beginning of the Great Patriotic War of 1941-1945";

- The decision of the Council of Ministers of Foreign Affairs of the Commonwealth of Independent States "On the 2021-2023 Action Plan for the implementation of the Strategy for the Development of Cooperation of the CIS Member States in the field of physical culture and sports for 2021-2030".

In accordance with the Resolution of the President of Turkmenistan, below officials are authorized to sign the following documents from the Turkmen side:

1) Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber of Turkmenistan S. Berdimuhamedov is authorized to sign the Agreement between the Government of Turkmenistan and the Government of the Russian Federation on promoting interregional cooperation;

2) Minister of Health and Medical Industry N. Amannepesov is authorized to sign the Agreement between the Ministry of Health and Medical Industry of Turkmenistan and the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (the Russian Federation) on cooperation in the implementation of the International Health Regulations (2005);

3) Chairman of the State Customs Service M. Hudaykuliev is authorized to sign the Protocol between the State Customs Service of Turkmenistan and the Federal Customs Service (the Russian Federation) on the exchange of documents and data on customs tariffs for goods transported between Turkmenistan and the Russian Federation;

4) Chairman of the State Committee on Statistics S. Velbegov is authorized to sign the Memorandum between the State Committee on Statistics of Turkmenistan and the Federal Customs Service (the Russian Federation) on the exchange of statistical data on mutual trade;

5) Chairman of the State Bank for Foreign Economic Affairs R. Jepbarov is authorized to sign the Agreement on cooperation between the State Bank for Foreign Economic Affairs of Turkmenistan and the Transcapitalbank JSC; the Memorandum of Cooperation between the State Bank for Foreign Economic Affairs of Turkmenistan and the State Specialized Russian Export-Import Bank (Joint Stock Company);

6) Rector of the Turkmen Agricultural University named after S.A. Niyazov D. Myradov is authorized to sign the Memorandum on scientific cooperation and training of agricultural specialists between the Turkmen Agricultural University named after S.A. Niyazov and the Seed Association (Moscow).
