In order to transform the architectural and urban appearance of the Balkan velayat, as well as create the most favourable working conditions for communications workers, successfully fulfill the tasks outlined in the «Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028» in the era of the Revival of the new epoch of the powerful state , The President of Turkmenistan signed a Resolution, allowing the agency «Türkmenaragatnaşyk» of the Agency of Transport and Communications under the Cabinet of Ministers of Turkmenistan to conclude, at its own expense, a contract with the economic company «Baş bina» for the design and construction of an administrative building for a communications centre in the city of Turkmenbashy, Balkan velayat, with landscaping of the adjacent territory.

The document stipulates that construction work should begin in June 2024 and the facility will be fully ready for operation in September 2026.
