Turkmenistan, based on its legal status of neutrality, consistently expands mutually beneficial cooperation with countries around the world and major international organisations. It implements joint projects in various areas.
Considering the great personal merits in strengthening the independence and legal status of permanent neutrality of Turkmenistan, strengthening the international authority of our native Fatherland in accordance with the principles of permanent neutrality, the successes achieved in the implementation of programs developed for the development of science and healthcare and other sectors in the country, fruitful state and public activities, many years of conscientious and honest work, and also in honour of the glorious 30th anniversary of acquisition of Turkmenistan of the legal status of permanent neutrality, I decree:
