A new issue of the journal “Democracy and Law” published by the Turkmen National Institute for Democracy and Human Rights under the President of Turkmenistan in the Turkmen, English and Russian languages appeared in print. Among the readers of the journal are the legal experts, the officials of state public authorities and administration and law enforcement agencies, the representatives of local authorities and public organizations. Among the publications are the informational and analytical materials, revealing the main point and the character of the ongoing ambitious reforms and democratic changes in the country. The issue starts with the address of President of Turkmenistan Gurbanguly Berdimuhamedov during an enlarged meeting of the Cabinet of Ministers of Turkmenistan on January 26, 2018 that focused on the results of the socio-economic development of the Turkmen state in 2017 and the priority tasks in all spheres of life of the state and society in 2018. The first decade of the current year has been marked with the important event in the social and political life of the country – a meeting of the Mejlis of Turkmenistan of the new convocation and the participation of the President of Turkmenistan in this meeting. In this regard, the journal presents the programme address of the President of Turkmenistan that emphasized the priority areas of the law-making activity of Turkmen parliamentarians for the near future. Among the thematic publications are the articles “The Great Silk Road: the traditions of the international cooperation” and “The Great Silk Road: the way of development of civil rights” that study the development of the state and legal international relations in the historical, legal and economic aspects and the specific features of the Turkmen diplomacy. The materials “Turkmenistan – UN: the partnership to achieve sustainable development” and “Sustainable development – a formula for success”. The publication “Social and political event – based on the democratic principles” is dedicated to the elections of Mejlis deputies, the members of Halk Maslakhaty and Gengesh held in the country on March 25, 2018. This important social and political event demonstrated the Turkmen people’s active civil position and the high level of social conscience. In the conditions of growing world economic relations, the training of specialists who are fluent in foreign languages is of great importance. The article ""The role of foreign languages in modern Turkmenistan"" that describes the aspects of the implementation of the ""Concept on improving the foreign languages teaching in Turkmenistan"" is dedicated to this sphere. The material on the legal foundations of the international cooperation in the field of the national historical and cultural heritage notes that this activity is carried out in different directions. Among them are the recognition of the historical and cultural values as unique monuments of history, architecture, culture and their scientific justification; preservation, restoration, conservation, rational use at the international level of material monuments; mastering of world experience and attraction of foreign scientists in conducting archaeological and restoration works. The section ""Chronicle"" provides the brief overviews of the meetings, seminars and various forums held in Ashgabat in the first quarter of the year with the participation of the representatives of authoritative international organizations on the exchange of experience in the legal field.
