Regular issues of quarterly scientific and applied magazine Democracy and Law, which was prepared for printing by the Institute of State, Law and Democracy of Turkmenistan, has been published. The magazine is opened with the speech of President Gurbanguly Berdimuhamedov at the session in the Academy of Sciences where it was highlighted that we have specific programmes and plans as well as huge potential for the development of science and education. Articles of the magazine includes analytical materials addressed to broad reading audience as well as to legal experts, personnel of government authorities, law enforcement structures, representatives of local administration and public organizations. The article dedicated to the Code of Judicial Ethics highlights the matters of improvement of national judicial system. Article “Basic Explanation of Standards and judicial reasoning in German Jurisprudence” by Jörg Pudelka, the Judge from Berlin, is dedicated to the study of the world practice both in development of national economy and in legal sphere. The author introduce European practice of explanation of legal standards, which include grammar, historical, systematic and other methods. Article about transport policy of the country is also presented to readers. The publication speaks in details about the objectives and principles outlined in the Law on the Bases of Transport Policy of Turkmenistan. Article “Scientific organization of work – Important direction of constitutional and international standards” cites the provisions of the Main Law and other legal documents, which enforce the right of human for work. It mentions that national programmes include such integrated directions as improvement of employment, enhancement of the level of labour rights, enhancement of social protection and support of social cooperation. Article “Methods of Overall Control in Activity of Prosecution Authority” narrates about certain aspects of constitutional reform. These aspects have a big role in support of supremacy of the law and prevention of any crimes. The author of the next article “Protection and Study of Cultural Heritage of Turkmenistan: International Scientific Cooperation” focuses the attention of the readers on the importance of laws aimed at protection of national cultural heritage, further improvement of spiritual values of Turkmen nation. This article also highlights the subject of international cooperation with the UNESCO, the UN specialized agency for education, science and culture. As is known, the activity of this structure is aimed at evaluation of the importance of facilities, which are pproposed to be included the UNESCO World Heritage List. The readers of the magazine, which is published in Turkmen, English and Russian languages, will also be interested with analytical article about the sources of the formation and vectors of development of judicial terminology. The issues is finished with informational collection of Chronicles, which publishes the review of the second quarter of the year, meetings, seminars that were held in the country with participation of representatives and experts of competent international organizations.
