Electronic Services: international experience and national practice

Last week, the Turkmen capital hosted a round table meeting entitled “State Electronic Services: International Experience and National Practice”. Among those attending the meeting were the teaching staff and students of the Academy of Public Administration under the President of Turkmenistan, Mejlis deputies, representatives of the relevant ministries, sectoral departments, local authorities, the Industrialists and Entrepreneurs Union of Turkmenistan and the United Nations Development Program (UNDP) in Turkmenistan, as well members of the delegation of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan. As noted, application of the advanced information-communications technologies in Turkmenistan plays an important role in raising the living standards, efficient work of public authorities, more productive interaction between the government and citizens and improving competitive capacity of the national economy’. In this connection, the meeting attendees have stressed that the Government of Turkmenistan gives much consideration to the study of foreign countries’ advanced experience in this sphere. Over recent years, the comprehensive work has been carried out in this area, including on forming e-Government and expanding a range of electronic services rendered. In development programs of different sectors, special accent is placed on the measures aimed at introducing modern technologies and applying automated management systems. Giving consideration to foreign experience in this sphere, the meeting participants also became acquainted with the main areas of activity of the State Agency for Public Service and Social Innovations under the President of the Republic, which had been established to enhance transparency of the state authorities’ activities and improve the quality of services rendered to citizens. In addition, the models of developing and introducing the system of rendering public services to the population in the framework of e-Government concept, based on experiences of some countries in America, Asia, the EU and the CIS, were presented and discussed. Experts focused on the needs of the population for such electronic legal services, as civil registration, notarial activities, issue and renewal of identification cards, obtaining of certified copies from land cadaster and state registration of apartments, registration of commercial legal entities and taxpayers, determination of pensions, issue of archive copies to physical persons and legal entities, customs clearance procedures, and others. During an exchange of opinions, speakers have emphasized that introduction of the services is destined to enhance the efficiency of public and local administration, create principally new possibilities for monitoring the economic and social processes, and making timely decisions on their regulation. In conclusion, meeting participants spoke in favor of further strengthening the mutually advantageous partnership and discussed prospects for cooperation in this field.
