First session of Coordination Commission on implementation of the Action Plan for 2020 under the Programme of foreign economic activity of Turkmenistan in 2020 – 2025 was held in the conference hall of the Ministry of Foreign Affairs. Heads and leading specialists of ministries and profile departments, Mejlis, Academy of Sciences, administration of Ashgabat, Union of Industrialists and Entrepreneurs of the country took part in the meeting. Reports about importance of this Programme, report on fulfilment of the Plan of implementation of the Programme for the first quarter have been presented and other subjects have been discussed during the session. The participants noted that the above-mentioned conceptual document has been made by initiative of President Gurbanguly Berdimuhamedov for development of foreign economic activity on integrated basis as well as for further improvement of its political and legal bases. At the same time, it is aimed at activation of beneficial relations of Turkmenistan with foreign countries, international organizations including financial and economic structures. The Programme clearly outlines ways of achievement of targets set in this sphere and was approved according to the Resolution of the Head of the State from December 6, 2019. Objectives planned to be implemented in coming years entirely meet the Programme of the President of Turkmenistan for social and economic development of the country in 2019 – 2025, the Concept of foreign course of neutral Turkmenistan in 2017 – 2023, programmes of modernization of branches of national economy, laws, regulatory and legal acts. It was mentioned in the reports that this strategic plan is aimed first at further modernization of legal base regulating this sphere, formation and improvement of favourable legal, management and financial environment for strengthening of cooperation of Turkmenistan with foreign partners. The conceptual document includes complex of measures for efficient use of market mechanisms for attraction of foreign investments to different spheres, diversification of export oriented and import substitutive production and industrialization of the country. It is planned to implement constructive initiatives and big projects with involvement of local reserves as well as capabilities of foreign countries and companies due to the entering of innovative way of development by Turkmenistan. First Caspian Economic Forum in Avaza National tourist zone on August 12, 2019 as well as adoption of the Declaration on strategic economic cooperation of the members of the Commonwealth of Independent States initiation by President Gurbanguly Berdimuhamedov at the session of the Heads of the CIS states gave impulse for entering new levels of foreign economic relations. In this context, practical implementation of proposals and solutions made by Turkmenistan and adopted on international and intergovernmental levels including achieved agreements by the outcomes of the Caspian Economic Forum was outlined as one of the main objectives of the Programme. It was highlighted that development of strategies and concepts in certain directions and their implementation are among the utmost measures. Fr example, it is planned to enhance financial and economic awareness of the population, policy of support of export segments of industry, development of service sphere, private sector and support of import substitutive production. It was mentioned in the reports that targeted work is carried out by relative ministries and departments for solution of the above-mentioned objectives. Practical measures will be taken in coming years for establishment of innovative activity of leading branches of the economy, enhancement of competiveness of national production by quality and cost-effective indicators in foreign markets. Creation of Single Window System, which is used in the world practice for making documents and provision of information was allocated as separate direction of the Programme. In this regard, special focus was made on measures taken in this sphere. As it was mentioned above, gradual increment of private sector share in foreign economic relations of Turkmenistan is one of the main aspects of the document. Having stated with delight that recently trade and economic relations of our country with interested partners is developed on the level of business structures, the participants spoke for continuation of close cooperation in this field. According to the participants, successful implementation of the Programme is to support the strengthening of economic power of the country and improvement of wealth of the population. At the same time, such mechanisms and tools as trade, investment, scientific and technological cooperation with all participatns of foreign economic activity are on high demand.
