A regular meeting of the Interdepartmental Commission on the implementation of Turkmenistan's international obligations in the field of human rights and international humanitarian law was held at the Ministry of Foreign Affairs. The meeting brought together the Ombudsperson of Turkmenistan, the representatives of the parliament, ministries and sectoral departments, public organizations of the country, as well as UN Resident Coordinator in Turkmenistan Elena Panova and Head of the OSCE Center in Ashgabat Natalya Drozd, who joined to the meeting through the videoconference system. The results of work of the Commission in the first half of the year were summed up, the main tasks of its further activities in the near future were discussed during the meeting. The priority areas of partnership between government agencies and public organizations with the UN and OSCE agencies and specialized institutions were also considered. It was noted during the meeting, that in accordance with the policy pursued by President Gurbanguly Berdimuhamedov, concrete measures were taken in the country with the aim to further democratize society and strengthen the legal foundations of the state. Large-scale programs are implemented in order to develop the economy, culture and science, to steadily improve the social and living conditions of the population. In this regard, special attention in the work of the Commission is paid to monitoring the legislative framework and preparing proposals for its harmonization with the current norms of the world law enforcement practice, implementing Turkmenistan’s international obligations in the field of political, economic, social and cultural human rights and freedoms. Those speaking during the meeting underlined that the Interdepartmental Commission systematically studied and analyzed the implementation of international norms in the field of human rights. The summarized information is used in the process of preparing proposals for the National Reports of Turkmenistan on the implementation of the provisions of the relevant conventions, as well as the implementation of the Sustainable Development Goals. In this context, the need to further strengthening and developing the established fruitful contacts with international organizations was emphasized. The members of the Interdepartmental Commission informed about the seminars, meetings and consultations on the preparation of national reports and reviews, the study of best practices in the above-mentioned areas, in accordance with the UN international documents. It was emphasized that the Interdepartmental Commission paid great attention to increasing the level of legal knowledge of the population, expanding citizens' access to relevant information, in particular, through thematic publications in media. The regular participation of members of the Interdepartmental Commission in regional and international forums on human rights organized by UNDP, UNFPA, UNICEF, the Office of the United Nations High Commissioner for Human Rights, OSCE, etc. contributes to building the capacity of national mechanisms and institutions on human rights. As part of the discussion of the Work Plan of the Interdepartmental Commission for the second half of 2020, specific tasks were identified for its practical implementation, in particular, the joint action plan of the Interdepartmental Commission and the United Nations (UN) Office in Turkmenistan. The participants in the meeting called for holding webinars and round tables dedicated to the best practices in the field of human rights protection for law enforcement officials, civil servants, representatives of local authorities. Other issues were considered and relevant decisions were taken during the meeting of the Interdepartmental Commission.
