The tenth video conference session of the Mejlis of the sixth convocation took place. Heads of some ministries and departments as well as mass media have been invited to participate in the session. Draft law of Turkmenistan on prevention of crimes, which specifies legal and organizational basis of the system of crime prevention and sets general rules of its operation, principles, main directions, types of prevention of crimes and forms of prevention influence, has been brought for discussion by deputies. The speakers were highlighting the importance of comprehensive strengthening of law and order in society, timely measures of social, legal, organizational and informational character aimed at detection and elimination of root causes and conditions supporting making of crimes. At the same time, the necessity of close cooperation of law enforcement agencies and other government structures with public organizations in this direction as well as necessity of legal awareness of the population, education of youth based on moral values traditionally honoured by Turkmen nation, wide implementation of scientific achievements and modern equipment for control of order and safety on the streets, transport infrastructure facilities and other public places has been noted. Coming over to review of the Draft Law on Physical Culture and Sport, the participants were highlighting that stimulation and development of wide-spread physical culture and health improving movement and sports of highest achievements are placed among priorities of the state policy of Turkmenistan. Equipment and facility base of sport sphere is gradually improved, dozens of sport facilities like stadiums, hippodromes, physical culture and health improving complexes, which meet international standards, have been built in the capital and regions. The country regular holds relative activities including national sport contests, international competitions in various sports. Such good traditions as wide public cycling races, climbing along the Path of Health with participation of thousands of Turkmenistan citizens are set. New law, which specifies the main principles, regulates public relations and sets legal, organizational, economic and social foundations of activity in the sphere of physical culture and sports in Turkmenistan, is aimed at formation of healthy life style of the citizens. The Draft Law on International Humanitarian Aid during Emergency Situations has been brought for discussion thereafter. It was mentioned that all measures for reduction of risks of natural disasters and their timely prevention are taken in the country. Close partnership with the UN specialized agencies has been established for expansion of potential of relative government authorities. According to priorities of foreign strategy, Turkmenistan comprehensively supports the expansion of global humanitarian cooperation including under the UN Development Programme, the UN Higher Commissioner Office for Refugees, International Federation of Red Cross and Crescent Societies, the World Health Organization, the UN Food Programme and other international structures. In this context, the importance of new law, which sets legal, organizational and economic bases of international humanitarian help during emergency situation has been highlighted. The participants noted that adoption of this document is to support efficient and rapid collaboration with international organizations including facilitation of procedures for crossing of the state border of Turkmenistan for international personnel, goods, supplies, equipment and motor vehicles. Report of the Authorized Representative for Human Rights, the Ombudsmen, has been presented during current tenth session of the Mejlis of the sixth convocation. The report highlighted the main directions of the policy of President Gurbanguly Berdimuhamedov for provision and respect for economic, social, cultural and political human rights and freedoms as well as analyzed the phases of work carried out in this direction. The deputies have also reviewed the draft Laws on Amendments of Criminal Procedure Code of Turkmenistan, on Addendums of the Criminal Code of Turkmenistan, on Amendments of the Administrative Violation Code of Turkmenistan, on Amendments and Addendums of the Air Code of Turkmenistan, on Amendments and Addendums of the Law of Turkmenistan on Public Associations, on Amendments and Addendums of the Law of Turkmenistan on the State Border of Turkmenistan, on Amendments and Addendums of some legal acts of Turkmenistan, on Amendments of the Law of Turkmenistan on Approval and Entry into Force of the Budgetary Code of Turkmenistan, on Amendments and Addendums of the Law of Turkmenistan on Certification, on Amendments and Addendums of the Tax Code of Turkmenistan, on Amendments and Addendums of the law of Turkmenistan on Denationalization and Privatization of the State-owned Property, on Amendments and Addendums of the Law of Turkmenistan on the State Pension Insurance, on Addendums to the Labour Code of Turkmenistan, on Amendments to the Law of Turkmenistan on Health Protection of the citizens, on Amendments of the Law of Turkmenistan on Education, on Amendments of some Legal Acts of Turkmenistan, on Amendments and Addendums of the Law of Turkmenistan on Veterinary, on Amendments and Addendums of the Law of Turkmenistan on Migration. In addition, Draft Resolutions of the Mejlis of Turkmenistan on Ratification of the Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer, on Joining to the Agreement on the Protection of Afro-Eurasian Migratory Wetland Birds, on Joining to the Convention on the Conservation of Migratory Species of Wild Animals, on Ratification of the Protocol on Environmental Impact Assessment in a Transboundary Context to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea, on Ratification of the European Agreement on Main International Traffic Arteries, on Ratification of the European Agreement on Main International Railway Lines, on Ratification of the European Agreement on Important International Combined Transport Lines and Related Installations, on Ratification of the European Agreement supplementing the 1968 Convention on Road Traffic, on Ratification of the European Agreement supplementing the 1968 Convention on Road Signs and Signals, on Ratification of the Protocol on Road Markings to the European Agreement supplementing the 1968 Convention on Road Signs and Signals, on Joining to the Marrakech Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled, on Joining to the International Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organizations have been reviewed at the session. In addition, number of other subjects has been discussed. The drafts of legal acts, which have been brought up for discussion, have been unanimously approved and adopted.
