The Ministry of Foreign Affairs hosted a press conference dedicated to the historic decisions taken at the meeting of the Halk Maslahaty of Turkmenistan on September 25. The meeting was attended by the heads of the Ministry of Foreign Affairs, various ministries and departments, the Institute of State, Law and Democracy of Turkmenistan, the representatives of diplomatic missions and international organizations accredited in the country, rectors of universities, as well as local and foreign journalists. As noted, the meeting of the national forum will be inscribed in the modern history of sovereign Turkmenistan, which confidently follows the path of progress and democratic transformations. Those speaking during the meeting emphasized that the representative forum, in frames of which the decision to create a bicameral parliament was taken, had become an important milestone and a starting point for a new stage in the history of the parliamentary system of government in our country, setting the vector for the development of the entire political system for the coming decades. The meeting participants focused on the importance of updating the Constitution, the main meaning of which is to form new constitutional and legal foundations necessary for the development of the Turkmen national statehood at the present stage and in the long-term historical perspective. It was emphasized that the bicameral parliament was to become an exponent of the idea of public harmony and unity, to represent and protect the views and interests of various segments of the population, to guarantee representation in the legislative body of the main social and political structures and associations. The participants of the press conference noted that strengthening the independence of Turkmenistan, improving national legislation had always been and remained one of the main directions of the state policy pursued by the Turkmen leader. The forum participants expressed confidence that the formation of a qualitatively new bicameral structure of the National Parliament would create favorable conditions for strengthening the legal basis for the political development of independent Turkmenistan, increasing the efficiency of government bodies, as well as strengthening civil society. According to the unanimous opinion of the press conference participants, the constitutional reforms adopted at the national forum completed the legalization of the historical choice by the people of Turkmenistan of the path of development of their Fatherland as a sovereign, independent, neutral, legal, democratic and secular state. Calling for further joint work to strengthen and develop the legal potential of our country, the Turkmen side expressed its readiness to consider concrete and constructive proposals from its foreign partners aimed at implementing joint projects and programs in the field of lawmaking and law enforcement.
