On December 18, President Gurbanguly Berdimuhamedov has taken part in the session of the Council of the Heads of the States of the Commonwealth of Independent States, which was held in video conference format. President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Belarus Alexander Lukashenko, President of the Republic of Kazakhstan Kasym-Jomart Tokayev, Acting President of the Kyrgyz Republic, Speaker of the Parliament Talant Mamytov, President of the Republic of Moldova Igor Dodon, Presidenf of Russian Federation Vladimir Putin, President of the Republic of Tajikistan Emomaly Rahmon have also taken part in the current session of the Council of the Heads of the CIS states, which was held chaired by President of the Republic of Uzbekistan Shavkat Mirziyoyev. The agenda of high-level meeting included wide range of subjects related to results of joint work performed this year, further development of efficient partnership in the format of the Commonwealth of Independent States and adoption of some documents regulating cooperation of the CIS countries in different spheres. In his speech at the session, President Gurbanguly Berdimuhamedov has confirmed initiative position of neutral Turkmenistan in development of balanced and integrated approaches to realization of multidimensional potential of interstate cooperation, which meets the interests of common prosperity and progress. Addressing the participants of the meeting, the Leader of the Nation has expressed gratitude to President of the Republic of Uzbekistan Shavkat Mirziyoyev for organization of current session, having noted big personal contribution of the Head of neighboring state in successful chairmanship of Uzbekistan in the CIS in 2020. The President of Turkmenistan has stated that despite known current complications, the countries of the Commonwealth have managed to accomplish the most of planned joint activities. As an example, Leader of the Nation Gurbanguly Berdimuhamedov has said that the sessions of the Councils of the Heads of the Governments. Foreign ministers and Economic council have been held, during which strategic directions of cooperation in different spheres have been discussed and important documents have been signed. The Head of the Turkmenistan has specified the CIS Strategy of Economic Cooperation until 2030 among the documents. Turkmen side considers this document as timely and current and notes its specific details, clarity of set out goals and objectives for long-term period and is ready to joint work for the fulfilment of these objectives. In this regard, it is remarkable that such directions as transport, fuel and energy complex, communications, industrial cooperation, trade, innovations and technologies have been outlined among the priorities of economic partnership of the Commonwealth countries. - These are the spheres where we have to offer something to each other as well as to our partners beyond the CIS, - President Gurbanguly Berdimuhamedov stated. - In general, Turkmenistan stands for giving new quality to our cooperation, for transit to long-term systematic collaboration, - the Head of the State continued, having expressed confidence that current potential of the Commonwealth allows speaking about the opportunity of implementation of important projects in mentioned perspective spheres. At the same time, Turkmen leader has focused that the territories of the CIS countries are able to become the main routes of economic partnership on the continent, the routes, which are connecting links in Europe – Asia direction in wide understanding. In this aspect, the President of Turkmenistan has highlighted the importance of promotion of economic interests of the CIS beyond the Commonwealth borders, integration to joint projects of neighboring countries and regions. First of all, this is related to the establishment of transport and transit infrastructure, optimization and expansion of supply of energy carriers, construction of new communication lines. Head of the State Gurbanguly Berdimuhamedov has continued that in particular, big opportunities of cooperation in this directions seem in the Caspian region, including the opportunity of establishment of modern system of combined logistics with participation of landlocked countries. In this context, the Leader of the Nation has proposed to review perspectives of using of Turkmenbashy International Seaport as well as modern merchant fleet of Turkmenistan. - We thinks that Caspian direction has to take proper place in the plans of the Commonwealth and is considered as a zone of priority economic partnership, - the Head of Turkmenistan noted. Continuing his speech, Turkmen leader has noted that the last year has passed under combating the coronavirus infection and became a serious challenge for healthcare systems of the CIS countries. President Gurbanguly Berdimuhamedov highlighted that the CIS countries have managed to establish the channels of cooperation between medical, sanitary, customs and other services in these complicated conditions, having demonstrated high responsibility, solidarity and mutual support in front of new challenge. Taking the opportunity, the Head of the State has expressed sincere gratitude to President of Russian Federation Vladimir Putin for his big personal contribution to solution of this common problem, which enhanced the authority of Russian leader in the world arena. - I am confident that we have to follow these principles in coming period of combating the pandemic and recovery after its consequences, - the Head of Turkmenistan noted. – In this aspect, our country looks forward for detailed review of specific measures proposed to the UN on formation of the mechanisms of scientific and medical cooperation, establishment of international specialized centers, which would develop new methods and practices of combating dangerous virus infections. President Gurbanguly Berdimuhamedov has expressed his opinion that the Commonwealth states could have an initiative role in this work, to show example of efficient cooperation, exchange of practice and joint researches in medical sphere. The Leader of the Nation has highlighted that in general, Turkmenistan is confident in the necessity of closer cooperation and consolidation of efforts of the CIS countries in the world arena and under big international structures, especially under the UN. Turkmen leader has continued that today, the Commonwealth states could make significant contribution to stabilization of the situation, restoration and strengthening of the role of international law and the UN Charter, to provide support in creation of the atmosphere of trust and predictability in the relations between the states on the background of complex situation in the world politics. Speaking of this, the President of Turkmenistan has made special mention of the importance of adoption of Joint Statement of the Heads of the CIS country members on occasion of the 75th anniversary of the United Nations Organization. As is known, 2021 has been announced as International Year of Peace and Trust at the initiative of our country by the UN General Assembly. The Head of the State continued that Turkmen side sees this decision as a good reason to resume serious and responsible dialog on modern world order and international relations, and proposing to think over the filling of the dialog with practical and specific content. In this context, having informed that it is planned to hold High-level International Conference dedicated to strengthening of peace, security and provision of sustainable development in Ashgabat next year, the President of Turkmenistan invited the leaders of the CIS countries to take part in this Forum. Few days ago, Turkmenistan has celebrated a remarkable date of its modern history – the 25th anniversary of international recognition of the status of permanent neutrality. Taking the opportunity, the Leader of the Nation has expressed gratitude to the heads of the states who sent congratulations addressed to our country and people. - Such position is a big support and stimuli for development of international cooperation based on the principles of god neighborliness and peace-loving, confirms the correctness of the foreign course of Turkmenistan and its compliance with long-term interests and goals of the CIS, - the Head of Turkmen state highlighted. In this regard, President Gurbanguly Berdimuhamedov has spoked for continuation of the practice of mutual support under the UN General Assembly. During its last session, Turkmenistan has made number of initiatives aimed at strengthening of the role of preventive diplomacy and realization of the principles of neutrality during solution of international issues. The Leader of the Nation said that our country is grateful to the Commonwealth states, which have joined to the establishment of the Group of Friends of Neutrality for peace, security and development under the UN and highly appreciates their position. - Turkmenistan is confident that the CIS has a big potential in economic and social development, humanitarian and cultural cooperation, in positive effect on regional and global processes, - the Head of the State noted. – The Commonwealth proves its viability and ability to manage the challenges and threats with responsibility, its relevance as an important tool of interstate dialog. Speaking of this, President Gurbanguly Berdimuhamedov has confirmed invariable orientation of our country to continue close cooperation under the CIS, active participation in realization of the provisions of signed documents. Finishing his speech, the Head of Turkmenistan expressed gratitude to Uzbekistan for skillful chairmanship in the CIS in 2020 and wished success to the Republic of Belarus, which takes over the chairmanship in the next year. The Leader of the Nation has also addressed the words of gratitude to Head of the Executive Committee - the CIS Executive Secretary Sergey Lebedev for efficient coordination of joint work and contribution to successful organization of current session. Having congratulated the participants of the meeting on coming New year, President Gurbanguly Berdimuhamedov wished strong health and success to all and peace, prosperity and wealth to the nations of the Commonwealth states. Subjects of the Concept of further development of the Commonwealth of Independent States and the Action Plan of its implementation, inter-parliamentary cooperation of the CIS countries as well as chairmanship of the Republic of Belarus in 2021 have been reviewed at the session of the Council of the Heads of the CIS states. Number of documents including the Decision on development and strengthening of Inter-parliamentary cooperation of the Commonwealth of Independent States; Decision on chairmanship of the Commonwealth of Independent States in 2021; Decision of Joint Statement of the Heads of the CIS state members on occasion of the 75th anniversary of the United Nations Organization; Decision on Joint Statements of the Heads of the CIS state members on cooperation in the sphere of international informational security; Decision on realization of Interstate program “Cultural Capitals of the Commonwealth” in the Kyrgyz Republic in 2020; Decision on announcement of 2022 as a Year of Folk Art and Cultural Heritage and 2023 as a Year of Russian language as a language of international communication have been signed by the outcomes of the session. Therefore, the commitment of the CIS countries to constructive multidimensional cooperation, which is aimed at long-term period and meets fundamental interests of friendly states and nations, has been confirmed at the session.
