President of Turkmenistan, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov has held regular session of the State Security Council. Outcomes of activity of military and law enforcement agencies for two months of 2021, which is held under slogan “Turkmenistan – Home of Peace and Trust”, have been summed up at the session.

Provision of security and peace in our independent state, strengthening of equipment and facility base of security forces, further improvement of their activity, control of the state property including financial resources, introduction of digital system and other issues were among discussed subjects.

Coming over to the agenda, the Supreme Commander of the Armed Forces of the country has given floor to Defense Minister B. Gundogdiyev who reported on the outcomes of work for two months of the year.

It was reported about implementation of multidimensional military reform, which is aimed at steadfast strengthening of defensive capability of National Army, modernization of equipment and facility base of the Armed Forces of the country, improvement of training of military personnel, creation of favorable conditions for service and life of noble Motherland’s defenders.

Preparation to military parade in honor of remarkable date observed this year – the 30^th anniversary of Turkmenistan’s independence, was a separate subjects of the report.

Summing up the report, Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov has stressed that the military doctrine of Turkmenistan, which has exclusively defensive character, has been developed and steadily implemented in the course of peaceful policy of our neutral state.

Outlining the objectives of the Defense Ministry, including urgent matters, the President highlighted the enhancement of professional level of military personnel and education of younger generation in the spirit of patriotism.

Minister of Interior M. Chakiyev has reported on the outcomes of activity of the structures of the Ministry of Interior from the beginning of the anniversary year, measures undertaken for support of public order and prevention of crimes in the country.

In addition, it was reported about fulfilment of instructions given by the head of the state for provision of fire safety, including by development of efficient fire preventive measures, as well as about improvement of activity of the State Traffic Control Service and prevention of road transport incidents.

Having listened to the report, President Gurbanguly Berdimuhamedov has requested to hold works of all ministerial structures, which are to provide public order, strict compliance and comprehensive protection of legal rights and freedoms of the citizens, under strict control.

It was highlighted that special attention has to be paid to prevention of crimes including on the roads of the country. For this purpose, it is necessary to conduct wide awareness activity on road traffic rules among the pedestrians, especially among schools students.

Further, Prosecutor General B. Atdayev has reported on work performed from the beginning of the year by the prosecution authorities for monitoring of the strict compliance with law, detection and prevention of various criminal offences.

Having listened to the report, the head of Turkmenistan has emphasized the importance of responsible approach to work for provision of the supremacy of law.

Turkmenistan intends to continue arduous fight against the violators of national legislation taking relevant preventive measures. Therefore, detail and fair approach to revision of each case is required, President Gurbanguly Berdimuhamedov said and gave specific assignments.

Chairman of the Supreme Court G. Ussanepesov has reported on work for two months of the year, measures for improvement of judicial system of the country taking time requirements into account and in strict compliance with international law as well as on training of qualified personnel.

Having listened to the report, Turkmen leader noted that activity of judicial authorities has to meet the goal and objectives of the government policy of Turkmenistan, which priorities are happiness and wealth of the people. In this context, the head of the state has requested to enforce the work in this direction paying special attention to systematic improvement of professional level of judges.

Further, Minister of National Security G. Annayev has reported on activity for two months of 2021, which is aimed at provision of peace, stability and civil unity.

Having listened to the report and noted that support of favorable social and political climate in the country is an integral part of peaceful and prosperous life of Turkmenistan citizens and successful movement to set high goals and objectives, President Gurbanguly Berdimuhamedov have number of certain instructions to the minister of national security.

Head of the State Border Guard Service Ya. Nuriyev has reported on work carried out on the past two months.

Having listened to the report, the President noted special mission entrusted to border guard personnel for protection of the Motherland’s borders. Special attention has been focused on provision of integrity of the state border and development of frontier outposts.

Minister of Justice B. Muhammedov has reported on results of activity for the first two months of the year as well as on the measures for improvement of national legislation.

Having listened to the report, head of the state Gurbanguly Berdimuhamedov highlighted the importance of legal reform undertaken in the country as well as coordinated work with relative departments for improvement of legislation of Turkmenistan according to time requirements and recognized standards of international law. In this regard, the necessity of study of advanced world practice in this sphere and its application during development of new legal acts has been noted.

Chairman of the State Customs Service M. Hudaykuliyev has reported on activity carried out for two months of 2021. Strengthening of equipment and facility base of the Service, improvement of professional level of personnel are the main aspects of this activity.

Summing up the report, the President of Turkmenistan has focused on the necessity of active implementation of modern technologies, regular qualification improvement training course, theoretical and practical classes for personnel of control checkpoints.

Chairman of the State Migration Service B. Ovezov has reported on measures undertaken from the beginning of the year for improvement of efficiency of the Service in the context of implementation of important priority of the government policy – the expansion of beneficial cooperation with all interested foreign countries.

Having listened to the report, Turkmen leader has pointed out the necessity of further strengthening of equipment and facility base of the State Migration Service and all its structural divisions, improvement of professional training of personnel and creation of proper conditions for their efficient work, having given number of certain instructions on this account.

Further, Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber S. Berdimuhamedov has reported on control of the state-owned property, including material resources, according to the legislation as well as on outcomes of work for introduction of digital systems conducted in January – February 2021.

Having listened to the report, the Head of Turkmenistan has focused on importance of careful and weighted approach to the state-owned property, digitization of national economy and management systems and gave number of assignments to the vice-premier in this regard.

Further, Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov has reported on activity of security forces for two months of the year and on the work of the State Security Council in general.

Having listened to the report, the President highlighted the necessity of coordinated work of all security forces. Special focus has been made on importance of patriotic and educational activity, under which it is required to organize relative events for personnel of military and law enforcement agencies. In this context, specific assignments have been given to the vice-premier, the Secretary of the State Security Council.

Summing up the outcomes of the session and addressing the members of the State Security Council, the head of the state noted that the adopted military doctrine, which has exclusively defensive character, determines military and political, military and strategic bases of provision of territorial integrity of sovereign Motherland.

Big work is carried on this base for provision of security and defensive capability of our state, rights and freedoms of human being. Principles of strengthening of legislation and protection of public order are improved. Program measures are also undertaken for enforcement of influence of policy of permanent neutrality of independent Turkmenistan, which is aimed at consolidation of peace, in the region.

Turkmen leader highlighted that according to defensive military doctrine, all structures of the Armed Forces of the country are provided with the best modern weapon and military equipment.

Service, social and living conditions of Motherland’s defenders and their families are systematically improved.

Merits of the members of the State Security Council in this work deserve special respect, President Gurbanguly Berdimuhamedov said.

The members of the State Security Council take active part in implementation of the policy in provision of security and defense of Turkmenistan, protection of constitutional rights and freedoms of people, the leader of the nation said.

In this regard, taking into account big merits in protection of the state sovereignty, territorial integrity, constitutional order of independent permanently neutral Turkmenistan, provision of law and order, the President informed about his decision to award the members of the State Security Council with honorary title «Türkmenistanyň Watan goragçysy».

Under applauses of the participants, President Gurbanguly Berdimuhamedov has signed relative Order.

The Supreme Commander of the Armed Forces of the country has noted that based on defensive military doctrine, which was adopted according to humanistic policy of Turkmenistan that strictly follows the principles of peace-loving, the equipment and facility base of military and law enforcement agencies is regularly modernized. The government takes permanent care of military personnel and their families.

We do a big work for making all conditions for improvement of wellbeing, social and living conditions, comfortable rest of noble defenders of the Motherland and for achievement of big success by them. They work hard and serve honestly to the Motherland, Turkmen leader highlighted, having said that work in this direction would be continued. The government will always take care of military personnel.

Finishing the session, President, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov wished all participants good health, happiness and big success in their responsible service.

Further, the award ceremony of honorary title «Türkmenistanyň Watan goragçysy» to the members of the State Security Council was held.

Having received relative insignia, each of the members has solemnly said the words of military oath.

Having congratulated the members of the State Security Council on the award of honorary title «Türkmenistanyň Watan goragçysy», the President wished them big success in protection of the state sovereignty, territorial integrity, and protection of borders, peace, constutitional order of independent neutral Turkmenistan, provision of law and order.
