Today, President Gurbanguly Berdimuhamedov has held a regular online meeting of the Cabinet of Ministers, in which priority issues of state life as well as drafts of a number of documents were considered.

Passing to the agenda of the meeting, the head of Turkmenistan first gave the floor to Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed on the work carried out within the framework of implementation of a complex program for development of modern legislative and legal basis in the country and preparation for the extraordinary meeting of the Khalk Maslakhaty.

Among draft laws prepared is the bill “On dog breeding and cynology”. Taking into account the requirements of time, amendments and additions are also made to the laws in force. Preparation for the extraordinary meeting of the Khalk Maslakhaty of Turkmenistan is also carried out at a high level. Relevant documents for organization of the nationwide forum have been developed.

Further, Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev informed on a comprehensive work on modernization of legal basis of the country and realization of socially-oriented policy of the head of the state.

With a view of popularization of achievements of our independent neutral fatherland and the progressive home and foreign policy of the leader of the nation and social and political significance of the motto of the year 2022 “Epoch of people with Arkadag “and the essence of adopted legislative acts, members of the Khalk Maslakhaty participate in conferences, meetings and appear on the national television and other mass medias.

Deputy-Chairman of the Cabinet of Ministers Serdar Berdimuhamedov reported on issues of financing at the expense of foreign investment three ship building projects of «Türkmendeňizderýaýollary» Agency of Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan.

As was noted, under the leadership of the leader of the nation, cooperation with large international financial institutions is developed actively and measures for attraction of foreign investment and credits are taken. According to the Program of the President for socio-economic development of Turkmenistan for 2019-2025, the building of ships of various models is expected.

In the given context, proposals for allocation of loans to finance projects to build two ships of “Ro-Ro” type and one cargo vessel have been received from the Islamic Development Bank and OPEC Fund for International Development. In this connection, relevant agreements are expected to be concluded.

For consideration of the head of the state, the draft of the Resolution on financing projects of building of the above-mentioned ships was submitted.

Having signed the submitted Resolution, the President of Turkmenistan sent it online to the Deputy-Chairman of the Cabinet and commissioned him to keep implementation of the given document under a proper control.

Further, Deputy-Chairman of the Cabinet Serdar Berdimuhamedov reported on measurers realized to maintain cooperation with John Deere Company and its proposals made to deliver agricultural and construction machinery. On the basis of their analysis, it is proposed to sign the Memorandum of mutual understanding between the Ministry of Finance and Economy of Turkmenistan and John Deere Company on development agriculture and rational use of water in the private and entrepreneurial spheres.

Besides it, it is proposed to carry out the relevant work by the local construction and industrial complex jointly with the given company within the framework of cooperation in the sphere of delivery of road construction machinery of John Deere and Wirtgen for study of its required models.

According to the Memorandum of mutual understanding signed in 2019 between the Government of Turkmenistan and John Deere Company, it is proposed that the Ministry of Agriculture and Environmental Protection shall make joint efforts to buy the regular batch of agricultural machinery and equipment at the expense of long-term loans of Deere Credit. This work will be implemented within the framework of activity for three-step transformation of machinery at the disposal of the Ministry into a telematics digital system for 2019-2022.

Having approved the submitted proposals, President Gurbanguly Berdimuhamedov pointed out that John Deere Company is an old business partner of Turkmenistan. Development of the potential of the agro-industrial complex, its technical and technological equipment on the basis of innovations and best international experience acts as important aspects of economic strategy of our country. In this connection, the head of the state stated with satisfaction that this worldwide famous company has participated actively in joint projects in the sphere of agro-industrial complex for many years.

Further, Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the state of affairs in the fuel and energy complex of the country as well as on the work carried out by «Türkmennebit» State Concern to increase in the productivity of oil wells.

According to the Resolution of the President of Turkmenistan, at present, talks on conclusion of an additional Agreement to the Agreement between the given State Concern and Tatneft PJSC were held to provide services to increase in the production rate of oil wells at the Gotur-depe field. As a result of measures taken for intensification of mutually beneficial cooperation, relevant agreements have been made in this area.

Further, Deputy-Chairman of the Cabinet E.Orazgeldiyev reported on the seasonal activities in the fields of regions of the country as well as on the preparation for the spring sowing campaigns. The draft of the Order on approval of use of the limited volume of water in regions and districts was submitted for consideration of the head of the state.

In accordance with the Water Code of Turkmenistan, relevant measures will be taken with a view of rational and reasonable use of water, supply of population, agricultural producers, industrial sector and other consumers with it.

Then, the draft of the Resolution on zonation of agricultural crops and production of produce by regions for 2022 was presented for consideration of the head of the state. Further, for consideration of the leader of the nation, the draft of the Resolution on obtaining a high yield of cotton in Turkmenistan for 2022 was submitted and according to it, in the upcoming season the country will sow 580 thousand hectares of land under this valuable industrial crop and produce 1 million and 250 thousand tons of raw cotton.

Further, the Deputy-Chairman of the Cabinet reported that with a view of further efficient implementation of the state ecology policy of President Gurbanguly Berdimuhamedov, a great deal of work is carried out in our fatherland to strengthen mutually beneficial cooperation with international organizations.

In this connection, for consideration of the head of the state was submitted the draft of the Order concerning the signing of the Memorandum of mutual understating between the Ministry of Agriculture and Environmental Protection of Turkmenistan and the Committee for Forestry and Fauna of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan, the State Committee of the Republic of Uzbekistan for Ecology and Environmental Protection in the field of management and protection of transnational objects of “Turanian deserts of the temperate zone“ nominated for the UNESCO World Heritage List.

Having signed the documents, the leader of the nation sent them online to the Deputy-Chairman and gave him relevant instructions to this end.

Further, Deputy-Chairman of the Cabinet Ch. Purchekov reported on development of renewable energy in the country.

In accordance with the Plan of actions for realization of the Concept of development of the region of the Turkmen lake “Altyn asyr” for 2019-2025 approved in April, 2019 in the territory of district of Serdar of Balkan region it is planned to build a multifunctional solar and wind power station with a capacity of 10 megawatts.

In this regard, the Ministry of Energy has held an international tender for turnkey construction of the above-mentioned project as well as for purchase of equipment and materials for laying the power transmission line with a voltage of 110 kilowatts from Serdar power station. By the outcome of the tender, the proposal of «Çalik Enerji Sanayi ve Ticaret A.Ş.» (Republic of Turkey) has been chosen.

Deputy-Chairman of the Cabinet Ch.Gylyjov reported on the activity of sectors under his supervision as well as on the work for further increase in delivery of foodstuffs and improvement of work of the Interdepartmental commission for regulation of export and import of goods.

For consideration of the head of the state were submitted proposals prepared with a view of improvement of the activity of the Interdepartmental commission.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on preparation of the draft of the program of cultural events for 2022, which passes under the motto “Epoch of people with Arkadag”.

The program envisages organization of various cultural mass events, exhibitions contests as well as international online conferences, meetings, festivals and media forums. Among them is the Week of culture to be held in Mary region in June, the final stage of contest for the Prize of the President of Turkmenistan «Türkmeniň Altyn asyry» and other creative shows within its framework.

The Deputy-Chairwoman also reported that in accordance with the instructions of the head of the state, preparation for the upcoming international scientific practical conference and exhibition «Türkmen topragy – dünýä ýaň salan medeni gymmatlyklaryň ojagy» to be held on January 26-28 of the current year in the Chamber of Commerce and Industry is carried out.

Then, Deputy-Chairman of the Cabinet S.Toyliev reported on implementation of the instructions given earlier by the head of the state and on the work to construct an enterprise for production of glycyrrhizic acid in the agro-industrial complex «Buýan» of «Türkmendermansenagat» Association in Turkmenabat city of Lebap region.

Within the framework of the official visit of President Gurbanguly Berdimuhamedov to the Republic of Italy in November, 2019 the Memorandum of preparation of the project of an enterprise for production of unrefined glycyrrhizic acid by way of processing of liquorice root was signed between the Ministry of Health and Medical Industry of Turkmenistan and «Adipson Ind. Srl.» Italian Company.

In accordance e with the instruction of the head of the state, as a result of the tender for selection of the contractor the commercial proposal of the private enterprise «Mizemez gadam» was chosen as well as terms and conditions for construction and equipment of the given project were established and agreed.

In this connection, for consideration of the head of the state was submitted the draft of the relevant Resolution.

Having signed the relevant Resolution, President Gurbanguly Berdimuhamedov sent it online to the Deputy-Chairman and gave him a number of concrete instructions.

The Deputy-Chairman of the Cabinet also presented the report on participation of Turkmen athletes in large international competitions, in particular, in the XXXII Summer Olympic Games held in Tokyo. In this connection, it is proposed to develop a program for training national teams of Turkmenistan on a complex basis for the upcoming XXXIII Summer Olympic Games and XVII Paralympic Games to be held in France in 2024.

In this regard, for consideration of the head of the state was submitted the draft of the relevant Resolution.

Having approved the submitted proposals, the head of the state signed the Resolution, sent the document online to the Deputy-Chairman, and gave him instructions for its implementation.

Further, Deputy-Chairman of the Cabinet, Minster of Foreign Affairs R.Meredov reported on the work of MFA and in this regard, on the draft of the Resolution prepared for approval of the Program of development of transport diplomacy of the President of Turkmenistan for 2022-2025, which was submitted for consideration of the head of the state.

As the Deputy-Chairman, Minister of Foreign Affairs informed, guided by international initiatives of the head of the state the draft of the above-mentioned Program has been developed. It includes strategically important measures aimed at comprehensive modernization of material and technical basis of all modes of transport in our country and establishment of modern profile infrastructure as well as further strengthening of the position of Turkmenistan as a regional centre for international transport and transit corridors.

Having approved the submitted Program, the head of the state signed the relevant Resolution and sent it online to the Deputy-Chairman, head of MFA. The leader of the nation gave him concrete instructions for implementation of work aimed at successful solution of goals proceeding from the Program jointly with profile international organizations and agencies.

Along with it, President Gurbanguly Berdimuhamedov signed the Resolution on ratification of some intentional documents between Turkmenistan and foreign countries as well as the Order on secondment of a delegation of our country to Tashkent city of the Republic of Uzbekistan at the head of Deputy-Chairman of the Cabinet Serdar Berdimuhamedov with a view to develop interregional cooperation efficiently, to discuss key areas of Turkmen-Uzbek trade and economic, political and diplomatic relations and to conduct working meetings and talks.

Deputy-Chairman of the Cabinet, Secretary of the State Security Council Ch. Amanov reported on practical measures taken to realize large-scale military reforms initiated by the Supreme Commander-in-Chief of the Armed Forces of the country as well as preventative and disinfection measures taken at the frontier checkpoints of the country to control coronavirus infection.

Director General of Transport and Communications Agency under the Cabinet of Minsters M.Chakyev reported on the work carried out to join agreements on international transit tariff and uniform transit tariff of the Organization for Cooperation of Railways.

As a full-fledged member of the Organization for Cooperation of Railways, «Türkmendemirýollary» Agency has explored opportunities for joining agreements on international transit tariff and uniform transit tariff that will enable to develop a convenient platform for agreement of uniform tariffs in relation to transit by routes of China and Europe.

President Gurbanguly Berdimuhamedov approved the proposals connected with joining agreements on intentional transit tariff and uniform transit tariff of the Organization for Cooperation of Railways for development of the sector. Having pointed out importance of exchange of experience and useful innovative practice with foreign partners, the leader of the nation commissioned him to explore in detail the issues in the given area.

A number of other issues of state life were also considered and relevant decisions were taken at the meeting.

Having concluded the online meeting of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished all its participants sound health, family wellbeing and great successes in their work for development of our sovereign fatherland.
