Forums on the 23rd anniversary of the Turkmen manat

On November 1, a scientific practical conference timed to the 23rd anniversary of introducing the national monetary unit (manat) took place in the Central Bank of Turkmenistan. The heads and executives of the state and joint-stock-commercial banks, organisations of the financial and economic system, the Academy of Sciences, the Academy of Civil Servants at the President of Turkmenistan, teachers and students of higher educational institutions and the specialised Bank School took part in the forum. During the conference the reports were presented on the history of monetary circulation in the country, development of the banking system over the years of independence, the importance of cardinal reforms which are carried out in Turkmenistan to improve this sector, productive cooperation with regional and authoritative international financial organizations. According to the priority tasks specified in the “Government Program of Developing the Banking System for 2011-2030”, a complex work is carried out on the improvement of bank operations, increasing the amount of credits and deposits of the population, introducing the non-cash payment system with the use of advanced methods and modern technologies, professional development of the personnel. *** On November 1, a seminar on the World Savings Day and the 23rd anniversary of introducing the manat took place in a conference hall of the “Hazar” Hotel in the “Avaza” National Tourist Zone. Representatives of credit institutions, relevant ministries and departments of our country, teachers of higher educational institutions, members of the Academy of Sciences, students of the Academy of Civil Servants at the President of Turkmenistan and mass-media attended the forum organised by the Central Bank of Turkmenistan together with the Savings Banks Foundation for International Cooperation of the Federal Republic of Germany. The forum agenda included the issues connected with a role of the financial statistics and monetary credit policy, investment possibilities for of public savings, modernizing the monetary circulation system. The seminar’s main objective is an exchange of opinions on the importance of enhancing financial literacy level and development of savings practice. Speaking at the forum, experts of the Savings Banks Foundation for International Cooperation of the Federal Republic of Germany Matthias Wangler and Konstantin Panteleev expressed sincere gratitude to President Gurbanguly Berdymuhamedov for rendering all-round support and assistance in the meeting’s organisation. Practical steps are taken as part of activities on further strengthening of the banking system to introduce new kinds of bank operations, conducting non-cash transactions with the use of IT technologies, increasing the amount of credits and deposits of the population. Thus, a huge value is given to the improvement of quality of services by providing online-banking products. As a result of the undertaken measures the national currency (manat) is more actively circulated in the modern electronic format. The use of bank cards “Altyn asyr” by Turkmen nationals opened up a new stage in development of monetary circulation. Citizens of our country are given an opportunity to use several cards such as “Visa Electron”, “Visa Classic” and “Visa Gold”, and for the legal entities there is “Visa Business”. Moreover, with a view of adjusting non-cash payments in the areas of trade and services, as well as for purchasing tickets through the Internet, the appropriate work is under way on introducing the international payment system “Master Card”. The use of plastic cards, including international, is rather convenient for saving and accumulation of cash resources. Modernisation of the national legislation, including laws regulating the banking sector has an important role to play in the reforms process. One of these is the law of Turkmenistan “On the compulsory guarantee of individuals’ deposits” adopted in October of the current year and aimed at protection of the rights and legitimate interests of investors and enhancing their trust in the banking system. Summing up the seminar, its participants exchanged opinions on the possibilities of further development of cooperation between banks of Turkmenistan and the Savings Banks Foundation for International Cooperation of the Federal Republic of Germany.
