Turkmenistan’s Presidency in the Energy Charter

The capital of Japan – Tokyo, hosted the 27th session of the Energy Charter Conference, where Turkmenistan was declared as the President of that largest international organization. In the course of session, the Secretary-General of the Energy Charter Urban Rusnak underlined that Turkmenistan’s presidency in the Energy Charter Conference would give an additional impetus to the mutuality-based cooperation and promote establishing of the global dialogue on the issues of energy security, achievement of the goals in terms of integrating the efforts and new approaches in solving the issues of ensuring energy security and sustainable development in general. Leading the work of this international organization, Turkmenistan is striving to place its enormous resource potential at the service of all mankind through pursuing in this sphere the policy based on the principles of the FEC comprehensive modernization and diversification of energy supply routes to the world markets. As the Secretary-General of the Energy Charter Urban Rusnak emphasized, as a possessor of one of the world’s largest energy potentials, Turkmenistan is seeking to create the global energy security sustainable architecture built on the principles of justice and the trilateral balance of interests - producer-, transit-, and consumer-countries. At the UN General Assembly sessions, President of Turkmenistan Gurbanguly Berdymuhamedov conveyed clearly enough our country’s position, the core of which was the creation of a new international-legal mechanism aimed at ensuring the reliable and sustainable energy supplies to the world markets. When implementing large-scale projects on ensuring the global energy security, what is above all needed is to ensure strict observance of the international norms and standards, where the environmental aspect is to be considered as an aspect of top priority. In this context, Turkmenistan, to the highest degree, realizes our country’s responsibility in view of its presidency in the Energy Charter. So, in 2017, Ashgabat will host a regular session of the Energy Charter Conference. In the course of its presidency term in the Energy Charter, basing on the clearly formulated priorities, Turkmenistan will concentrate particular attention on the following areas: processing of hydrocarbon raw materials to produce final products and export of hydrocarbons; use of the renewable energy; safe energy transit; energy efficiency and energy saving increase; as well as reduction of the detrimental impact of energy usage on the environment; motivation of investments to meet the ever-growing global demand for energy and the investment climate improvement in the Energy Charter member-countries; and involvement of new countries in the Energy Charter. A large-scale and interest-based cooperation in the energy sphere is a key factor of the sustainable and onward progress of the global processes in XXI century.
