The President of Turkmenistan Gurbanguly Berdimuhamedov has chaired a meeting of the Cabinet of Ministers, which discussed urgent issues of public life and a number of documents. The issues discussed included providing financial support to agricultural producers. Based on the Presidential Decree dated 2013, farmers' associations and farms, agricultural joint-stock companies, tenants and core SRIs will receive loans for purchase of agricultural machinery, equipment and financing of investment projects. After considering a number of proposals for the development of oil and gas fields of the country, President Gurbanguly Berdimuhamedov has focused on the importance of increasing hydrocarbon production and processing volumes, expanding the range of petrochemical products, demanded in the country and on the world market. The President of Turkmenistan issued a Resolution authorizing the Ministry of Agriculture and Water Resources to sign contracts for purchase of chemicals used in the process of cultivation of wheat and cotton. As has been noted at the meeting, watering and fertilization continues for the winter wheat crops. Land for the spring sowing of cotton is already being plowed and leveled. Areas for sowing of vegetable and melon crops have been identified, seed preparation is in process. The President of Turkmenistan signed a decree on the construction of residential homes for people with disabilities and people in need of social protection in the capital and in welayats. Focusing on the importance of buildings being modern and well-equipped in accordance with high international standards for housing for people with disabilities and people in need of social support, President Gurbanguly Berdimuhamedov emphasized that the apartments for these categories of people will be free of charge. Matters of improvement have been discussed for Ashgabat within the framework of preparations for the upcoming Vth Asian Indoor and Martial Arts Games. 3258 houses are being reconstructed in the etraps of the capital. In residential areas, three multi-level car parks were put into operation and 16 more are under construction. 32 outdoor parking lots have already become operational and 41 are under construction. In accordance with the program of development of road transport infrastructure of Ashgabat, reconstruction of 20 streets with the total length of 59.8 kilometers is under way. Already 46 kilometers of city roads have been rehabilitated, 18 bridges built, 32 underground and 15 above-ground crossings opened. In the current month, four nine-storey houses, a kindergarten and 3 multilevel car parks will be put into operation in the capital. President Gurbanguly Berdimuhamedov gave instructions to accelerate the improvement of the capital, noting that public gardens should be created and more trees planted in the districts. Stressing the need to improve the telecommunications network, the President outlined a number of measures to ensure a high level of telecommunication and information services. It was reported that on the eve of the Asian Games in 2017, best service experience is being adopted to suit participants and guests of the upcoming games. Information was given on the three international test competitions in sports arenas of the Olympic Village, scheduled for 16-30 April 2017 - Asian championships in weightlifting and kickboxing, as well as international and regional swimming tournament. During the meeting, Head of State considered measures aimed at development of folk art, decorative and applied arts, search for talent and implementation of the Law “On folk art of Turkmenistan”, adopted in 2016. President Gurbanguly Berdimuhamedov has appointed B. Annameredov to the post of chairman from the Turkmen side of the joint Turkmen-Uzbek commission for trade-economic, scientific-technical and cultural cooperation and has signed the appropriate document. The meeting also discussed issues of Turkmenistan's presidency in the International Fund for Saving the Aral Sea in the period from 2017 to 2019. President Gurbanguly Berdimuhamedov signed the Statute on the Executive Committee of the International Fund and other documents, stressed the need to comprehensively promote the strengthening of environmental cooperation on the matters of Central Asian environment. Other issues have also been discussed and relevant decisions have been taken.
