Today, President Serdar Berdimuhamedov who is on a working trip to Balkan velayat, held an extended offsite meeting of the Cabinet of Ministers, at which issues of preparation for the Third UN Conference on Landlocked Developing Countries were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed that being guided by provisions of the Constitution of Turkmenistan, standard norms of international law, goals of adopted programs on social and economic development of the country, preparation of the bills connected with protection of rights, freedoms and legitimate interests of the individual, improvement of the electoral system, scientific-intellectual property, issues of customs is carried out, took the first floor.
At the same time, she informed that in the International year of peace and trust, which marks the 30th anniversary of permanent neutrality of our fatherland, a large-scale work is carried out to develop relations of good neighbourhood with different states. In particular, at present, preparation for the Inter-parliamentary forum, which according to the Resolution “Additional information on the modalities of the Third UN Conference on Landlocked Developing Countries” is planned to organise in Avaza national tourist zone in August of the current year.
It was in this connection pointed out that organization of the forum is aimed at strengthening inter-parliamentary relations and acquaintance of the world community with the activity to ensure positive experience in the legal framework, which has been obtained as a result of implementation of the policy of neutrality and international initiatives of our fatherland. With a view of extended coverage of the forthcoming action in the mass media, the Mejlis has set up a special organising committee.
At the same time, she informed on the educational work carried out by deputies among the wide public and in the mass-media, aimed at explanation of significance of the International year of peace and trust, Turkmen neutrality in strengthening peace, trust and effective interaction at regional and international levels as well as importance of adopted laws.
Summing up the information, President Serdar Berdimuhamedov marked that on the margins of the Third UN Conference on Landlocked Developing Countries, it is planned to hold the Inter-parliamentary forum. The emphasis was made in this connection on necessity of appropriate preparation for the international conference and the Inter-parliamentary forum to be held in Avaza national tourist zone and to take an active part in the organizational activities aimed at ensuring of their high level.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the course of preparation of subordinated structures for the Third UN Conference on Landlocked Developing Countries: peace and trust through sustainable development. The given event is planned to hold in Avaza national tourist zone in August of the current year.
As he informed, at present, a wide range of work is carried out to organise the international forums, meetings and state events on the occasion of announcement of 2025 as the “International year of peace and trust” as well as the 30th anniversary of permanent neutrality of Turkmenistan. In this regard, he reported on the issues connected with organization of the forthcoming forum at due level and meeting of honoured guests.
The Deputy-Chairman of the Cabinet also reported on the measures implemented by subordinate economic, financial-bank spheres to prepare hotels and cottage complexes, which are located in Avaza national tourist zone for the summer season.
Having heard the report, President Serdar Berdimuhamedov noted importance of appropriate preparation for organisation of the Third UN Conference on Landlocked Developing Countries by enterprises of economic, financial-bank complexes. Thus, an emphasis was made on necessity of special attention to financial issues connected with organization of the given international event. In addition, the Deputy-Chairman of the Cabinet was instructed to take due measures to prepare the hotels subordinated to economic, financially-bank complexes, which are located in Avaza national tourist zone.
Further, Deputy-Chairman of the Cabinet B.Amanov reported on preparation carried out by the fuel and energy sector for the Third UN Conference on Landlocked Developing Countries.
As he reported, a special establishment subordinated to the Türkmengaz State Concern carries out construction and repair work and accomplishment of the territory of the sports complex "Avaza" which becomes a venue for the forthcoming international forum and actions in its framework.
Besides it, proper measures are carried out to render high-quality services for guests. Preparation of hotels and cottage complexes of the oil and gas branch located in Avaza national tourist zone for the summer season also goes on.
Summing up the report, President Serdar Berdimuhamedov noted that with a view of organization of the Third UN Conference on Landlocked Developing Countries at high level, construction and repair work and accomplishment of the adjoining territory of the sports complex "Avaza" are carried out. Importance of strict control over the course of ongoing work was in this connection underlined.
At the same time, the head of the state instructed the Deputy-Chairman of the Cabinet to prepare hotels subordinated to the oil and gas complex in Avaza national tourist zone for the summer season.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity implemented by subordinate structures to prepare for the Third UN Conference on Landlocked Developing Countries.
As he informed, with a view of holding this international forum at high level, the agricultural complex together with ministries and sectoral departments conducts a due preparation work.
Proper care is taken of the trees planted and green zones created in the territory of Avaza national tourist zone.
The Deputy-Chairman of the Cabinet also reported on the course of agricultural work in Balkan velayat.
As he informed, in the cotton fields vegetative watering, inter-row cultivation, thinning and weeding are carried out.
At the same time, necessary work is implanted in the fields of wheat, potato, vegetables, gourds and other food crops according to agro-technical standards.
On the sidelines of the season of cultivation of cocoon, silkworm breeders-tenants of the velayat provide due care of silkworm eggs.
Summing up the report, President Serdar Berdimuhamedov emphasised necessity of preparation of establishments of the agricultural complex for the high-level organisation of the international forum to be held in Avaza national tourist zone. It is important to keep control over the care of all green plantings in the locality and preparation of hotels, buildings and projects of the agro-industrial sector for the summer season, the head of the state underlined and gave the Deputy-Chairman of the Cabinet a number of instructions.
Deputy-Chairman of the Cabinet B.Annamammedov reported on preparation for the international forum and the state of affairs at the sites of projects and facilities planned to be commissioned in 2025 in Balkan velayat.
As he reported, within preparation for the Third UN Conference on Landlocked Developing Countries, establishment of the construction and industrial complex carry out corresponding work.
In particular, he informed that at present, necessary measures aimed at improvement of corresponding road and transport infrastructure, replacement of traffic signs and illumination of the highway leading to Avaza national tourist zone and creation of favourable conditions for cultural leisure of guests in hotels of the subordinate complex.
The Deputy-Chairman of the Cabinet reported that erection of corresponding projects of Turkmenbashi oil refineries complex and a water-purifying construction with a daily capacity of 20 thousand cubic metres in Esenguly etrap is at the final stage.
At the same time, construction of the road bridge over the Garabogaz kol gulf and the road running to it as well as a modern settlement near to the Altyn asyr Turkmen lake goes on at an accelerated rate. For today in Gyzylarbat etrap erection of a multipurpose power station with a capacity 10 megawatts was completed.
Having heard the report, President Serdar Berdimuhamedov pointed out that the construction and industrial complex should be prepared properly for organisation of the international events in Avaza national tourist zone. In particular, it is necessary to take measures to replace traffic signs, lighting installations, traffic lights, the enclosures, which are available in the city of Turkmenbashi, Avaza etrap, along highways of Avaza national tourist zone and to repave their asphalt covering, the head of the state instructed and told to carry out corresponding work in the hotels of the construction and industrial sector.
Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for the Third UN Conference on Landlocked Developing Countries by structures of the trade complex.
As he reported, the Ministry of Trade and Foreign Economic Relations and Ministry of Textile Industry carry out due work with a view of organisation of high-quality service for participants of the forum in Avaza national tourist zone. Proper measures are taken to provide shops in hotels with various souvenir goods and to create abundance of the goods in all shops.
At the same time, within preparation for the summer holidays season, accomplishment of territories, including the green zones adjoining to hotels and cottages of the given complex is carried out.
Having heard the report, President Serdar Berdimuhamedov underlined that structural divisions of the sphere of trade should be prepared properly for a high level organization of the Third UN Conference on Landlocked Developing Countries. In that connection, the Deputy-Chairman of the Cabinet was instructed to take measures with a view to provide high quality services, catering and trade for participants and guests of the international forum as well as preparation of hotels and subordinate projects of the trade complex.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on preparation of establishments of the subordinate sphere for the Third UN Conference on Landlocked Developing Countries.
As she informed, at present, corresponding organizational work is carried out with a view of extensive media coverage of the forthcoming international conference and other concomitant events. In the complex where the forum will take place, it is planned to organise various exhibitions and other cultural events.
The Deputy-Chairwoman of the Cabinet also reported on the creative actions planned to be held in Balkan velayat. In particular, on May 31 the competition “Çalsana, bagşy!” announced among dutar musicians, on July 26 – the final round of the television competition “Ýaňlan, Diýarym!” among amateur young performers by Balkan velayat, on June 2-7 - the international dance and folklore festival “Avaza – a land of friendship” in Avaza national tourist zone will take place.
Summing up the report, President Serdar Berdimuhamedov marked importance of an extensive media coverage of the international conference and concomitant actions to be held in Avaza national tourist zone. Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on the work conducted by subordinated structures to prepare for the Third UN Conference on Landlocked Developing Countries.
As she informed, with a view of welcoming participants of the conference according to age-old traditions of hospitality and rendering assistance in the organisation of actions at high level, preparation of volunteers from among the students of higher educational institutions of the country who have a good command of foreign languages is carried out. Besides it, it is planned to set up first aid posts in the building where the major event is held during the forum.
At the same time, necessary work is carried out to prepare the children's health centres and sanatoria in Avaza for the summer season. During holidays, various actions, including excursions, games, competitions, meetings with creative figures, mobile exhibitions are planned for children in the centres.
Having heard the report, President Serdar Berdimuhamedov noted necessity of due preparation of establishments of science, education, public health services, sports and proper work with the youth for organisation of the representative conference. At the same time, am emphasis was made on importance of active involvement of the younger generation in the international forum and concomitant actions. In this connection, a number of instructions were given to the Deputy-Chairwoman of the Cabinet.
The head of the state also instructed to keep control over the course of work carried out in the children's health centres and sanatoria to maintain cleanness and accomplishment.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on preparation for the Third UN Conference on Landlocked Developing Countries to be held Avaza national tourist zone.
As he marked, in the International year of peace and trust in our country large international actions are carried out. The Third UN Conference on Landlocked Developing Countries (LLDC3) can be mentioned as a vivid example for it.
As known, on April 11, 2025, the General Assembly of the United Nations adopted the Resolution “Additional information on the modalities for holding the Third UN Conference on Landlocked Developing Countries”. In the given document, the General Assembly welcomed a good will of the Government of Turkmenistan to hold the Third UN Conference on Landlocked Developing Countries in the country.
At the same time, the decision to organise this forum in Avaza at higher level, including at level of heads of states and governments was adopted, and to define its theme as “Driving progress through partnership”.
On the sidelines of the given international conference to be organised by Turkmenistan together with the United Nations, numerous events of the political-diplomatic, trade and economic and cultural-humanitarian significance are planned.
In the forthcoming conference and concomitant actions participation of heads of states and governments from 32 land-locked developing countries, 47 small island states, high ranking representatives of 49 least developed countries, the Secretary General of the United Nations Organization and his under-secretaries as well as heads and representatives of numerous international and regional organisations, financial institutions, public associations and the private sector is expected.
Besides it, corresponding work is carried out to organise cultural events of states of Central Asia. Due to the fact that the international conference will take place in Turkmenistan, for this period it is planned to hold in Avaza National Day of each country of Central Asia for demonstration of its unique culture, art and ethnic cuisine.
At present, the Ministry of Foreign Affairs together with the United Nations Secretary carries out preparation for organisation of this representative international action at high level and properly.
In the given context, with participation of representatives of profile ministries and departments of our country with corresponding structural divisions of the United Nations on a regular basis working meetings and negotiations are held on various themes, including those connected with legal framework, transport and communication, visa issues.
He also reported on the work conducted by establishments of communications of the country with a view of maintenance of high level of the forum. In particular, it was informed that the official site of the international conference was launched in the test mode.
According to the requirements established following the results of working meetings, together with the division responsible for the forum by the United Nations the updated variants of projects of buildings of the sports complex "Avaza" were developed.
Summing up the report, President Serdar Berdimuhamedov underlined importance of adoption of necessary measures on realisation of the program of the international conference, coordination of protocol-organizational issues of the forum, actions and bilateral meetings in its framework. In this regard, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs was instructed to prepare properly for the forthcoming conference and to provide its high level.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on preparation carried out by the subordinate complex for the Third UN Conference on Landlocked Developing Countries.
As he informed, a planned activity is carried out to organise special air and railway transportation of guests who will take part in forthcoming actions. Besides it, for the period of the forum it is planned to optimise the schedule of movement of public transport, including buses and automobile taxi in the city. In a planned order, the work connected with providing guests visitors with high quality telecommunication service and the Internet proceeds.
He also reported on the course of preparation for the summer season. As he informed, corresponding measures are implemented with a view of organisation of appropriate reception and rendering of high-quality service at hotels of the subordinated Agency.
During the forthcoming season, besides the approved schedules of passenger trains, it is planned to organise operation of additional trains on the route Ashgabat-Turkmenbashi-Ashgabat, regular bus services in the direction of the International airport Balkanabat-Turkmenbashi, railway station of Turkmenbashi-Avaza and Ashgabat-Avaza, and to open new flights and to increase the number of passenger flights from international airports of Ashgabat, Dashoguz, Mary, Turkmenabat and Kerki to the Balkanabat international airport.
Having heard the report, President Serdar Berdimuhamedov noted that for ensuring participation of delegates of the conference in program events it is important to keep control over the issue connected with transfer, in particular, organisation of transportation of guests by special flights, their meeting and maintenance with necessary vehicles. At the same time, the head of the Agency was instructed to carry out corresponding work in the hotels of the transport-communication complex and those located in Avaza national tourist zone.
Then, Secretary of the State Security Council, Minister of Defence B.Gundogdyev reported on the work conducted by military and law enforcement bodies of the country to prepare for the Third UN Conference on Landlocked Developing Countries.
Having heard the report, President Serdar Berdimuhamedov instructed the Secretary of the State Security Council, Minister of Defence to carry out corresponding work for organization of the forum at high level and to provide strict observance of the law and order, fire prevention rules during its organisation.
Further, khyakim of Balkan velayat Kh. Ashyrmyradov reported on the course of preparation for the international forum and state of affairs in the region.
As he reported, appropriate measures are carried out to organise the Third UN Conference on Landlocked Developing Countries in August of the current year in Avaza national tourist zone.
With a view of maintenance of comfortable rest of the population during the summer season in Avaza national tourist zone, accomplishment of hotels, children's health centres, cottage complexes and other public places is carried out.
Having heard the report, President Serdar Berdimuhamedov instructed the khyakim of Balkan velayat to prepare for the forum and to keep control over the course of work on accomplishment and maintenance of cleanness in the region, especially in Avaza national tourist zone.
The head of the state also instructed to hold the opening ceremony of the Balkanabat international airport at high level.
Then, addressing members of the Cabinet, the head of Turkmenistan underlined that the Third UN Conference on Landlocked Developing Countries to be held in August of the current year in Avaza national tourist zone, will become one of the major events of the International year of peace and trust. In the given context, importance of appropriate preparation for the forthcoming forum planned to be held together with the United Nations Organization was marked.
Concluding the extended offsite meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
