Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, the agenda of which included a number of issues of state life.

Chairwoman of the Mejlis D.Gulmanova, who informed on the activities carried out to further improve the legislative framework, took the first floor. 

As she informed, with a view of legal support of the goals following from programs adopted in the country, at present, on the basis of proposals received from ministries and sectoral departments, the bills concerning various spheres of economic, political and cultural life of the state are developed.

At the same time, work on development of relations with parliaments of foreign countries and international organisations is also carried out. So, during the period under consideration, deputies of the Mejlis took part in the online events, in particular, in the forum of the Federation Council of Federal Meeting of the Russian Federation, which was  devoted to the 80th anniversary of the Victory in the Great Patriotic War of 1941-1945 as well as in the meeting held with members of the Turkmen-Saudi inter-parliamentary group of friendship. Besides it, a representative of the national parliament made a business trip to the city of Istanbul (Republic of Turkiye) for participation in the regional seminar of young specialists in strategic planning, organised by the OSCE Centre in Ashgabat.

Summing up the information, head of the state Serdar Berdimuhamedov pointed out the importance of conduction of an effective work to further improve the legislative system of the country and preparation of new bills.

Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on fulfilment of the instruction of the head of Turkmenistan on preparation of the draft of the Resolution «On development of the State budget for 2026» with a view of timely development of the main financial plan, basic areas of social and economic development of our fatherland and the investment program for the forthcoming year.

As he reported, the given document outlined the procedure and terms of preparation of corresponding calculations and data for the State budget by ministries, sectoral departments and khyakimliks. In development of the State budget and financial and economic indicators for the forthcoming year, it is planned to start with the «Program of the President of Turkmenistan on social and economic development of the country for 2022-2028», real possibilities and expected estimated indicators.

Maintenance of macroeconomic stability and financial, monetary and credit system, dynamical development of branches of economy and continuation of large-scale transformations, application of the basic part of investments into new manufactures, introduction of digital system and high technologies in spheres, development of favourable business environment and development of private business, further increase of social standards of living of the population were defined as overall objectives for  the next year.

Further, the Deputy-Chairman of the Cabinet submitted the draft of the corresponding document for consideration of the head of Turkmenistan.

Having heard the report, President Serdar Berdimuhamedov with a view of further social and economic development of the country for the next year, signed the document on development of the State budget of Turkmenistan for 2026 and having sent the document online, gave the Deputy-Chairman of the Cabinet corresponding instructions.

Deputy-Chairman of the Cabinet B.Amanov reported on the activity of the sector under his supervision, in particular, «Türkmengaz» State Concern.

As he informed, necessary work is carried out to widely introduction of digital system at large industrial enterprises and management of these enterprises according to the international practice that allows carrying out control and effectively co-ordinate drilling activities, extraction of natural gas and direction of its stream into operating uniform pipeline system and daily consumption.

In this regard, a relevant proposal was submitted for consideration of the head of the state. 

Summing up the report, President Serdar Berdimuhamedov marked that a great significance is attached to uninterrupted supply of the population of the country, industrial enterprises and social projects with natural gas. In the given context, the head of the state instructed the Deputy-Chairman of the Cabinet to strengthen control over production of natural gas by «Türkmengaz» State Concern, its delivery and maintenance of consumers with it.

 Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural complex and course of seasonal agricultural campaigns in velayats of the country.

As he reported, in the fields sown with wheat, cultivation activities are at the closing stage according to agro-technical standards. With a view of well-organised preparation for the grain-harvesting season, corresponding measures are undertaken.

In cotton fields inter-row cultivation, weeding and thinning are carried out.

For increase in volumes of production of potato and vegetables and gourds, maintenance of the population with this produces, care of spring crops is provided in agricultural fields of the country.

Along with these activities, in Dashoguz velayat the rice sowing proceeds. 

Summing up the report, President Serdar Berdimuhamedov noted the necessity of adoption of measures on further development of the agricultural branch.

He also underlined the importance of care of the fields sown with cotton in regions according to agro-technical standards by effective involvement of agricultural machinery and equipment. Along with appropriate care by wheat crops, it is important to prepare properly for the grain harvesting, the head of the state said and gave the Deputy-Chairman of the Cabinet a number of instructions to that end.

Deputy-Chairman of the Cabinet B.Annamammedov reported on preparation carried out for the XXIV universal international exhibition and conference « White City Ashgabat», timed to Ashgabat City Day.

As he informed, local and foreign companies, enterprises and establishments, entrepreneurs and businessmen of the country will take part in their work. On the margins of the events, it is planned to acquaint with the unique shape of the capital and reached successes in national economy as well as to organise bilateral meetings between heads and representatives of corresponding ministries and sectoral departments of Turkmenistan and foreign firms.

It will create a possibility for demonstration of modern machinery and technologies, exchange of experience with foreign partners as well as establishment of new business contacts.

He also reported that on the occasion of the holiday the awarding ceremony of distinguished workers of the construction and industrial complex with costly presents on behalf of the President of Turkmenistan and organisation of other cultural events are planned.

In this connection, for consideration of the head of the state a relevant proposal was submitted.

Summing up the report, President Serdar Berdimuhamedov pointed out the necessity of appropriate preparation and maintenance of high level pf the ХХIV universal international exhibition and conference «Ak şäherim Aşgabat», planned to be held on May 24-25 of the current year as well as cultural events to be organised in honour of Ashgabat City Day. In this connection, a number of concrete instructions were given to the Deputy-Chairman of the Cabinet.

Further, Deputy-Chairman of the Cabinet   N.Atagulyev took the floor and before his  report, he informed that Turkmenistan, along with 12 states of the world took part in the international exhibition «RussianHalalEXPO», organised on the sidelines of the international economic forum «Russia - Islamic world: KazanForum-2025» in Kazan city of the Republic of Tatarstan on May 15-16 of the current year and displayed its national pavilion, which evoked a huge interest in visitors. In this connection, the Deputy-Chairman of the Cabinet expressed warm gratitude to the President of Turkmenistan and Hero-Arkadag for the possibility to representatives of our country to take part in such representative exhibition.

Then, he reported on preparation for celebrations, which will pass in honour of the holiday of the Turkmen carpet.

As he reported, on the occasion of the significant day, the exhibition of carpets and carpet products will be organised, on its margins the ceremony of awarding of distinguished carpet weavers and other workers who have made a worthy contribution to development and perfection of national carpet weaving art and have been presented with the honorary title «Türkmenistanyň at gazanan halyçysy».

It is also expected to hold the XXV conference of the World Turkmen Carpet Connoisseurs Association with participation of famous experts of carpets of the world, scientists and specialists.

In this connection, the Deputy-Chairman of the Cabinet   submitted a relevant proposal for consideration of the head of Turkmenistan.

Having heard the report, President Serdar Berdimuhamedov noted that in our country a special significance is given to development and perfection of carpet making art. The head of the state instructed the Deputy-Chairman of the Cabinet   to provide a high level of the actions timed to the holiday of the Turkmen carpet as well as the exhibition of carpet products and conference of the World Turkmen Carpet Connoisseurs Association.

Deputy-Chairwoman of the Cabinet   B.Seyidova reported on festivals to be held in the capital.

As she  informed, on May, 19-21 of this year with a view of wide popularisation of national values, mutual enrichment of cultures, the international festival «World melody», on May 29-31 – the song and music festival «Melody of the world, melody of friendship, brotherhood» will take place. On their margins, it is planned to organise concerts, creative meetings and master classes and excursions for guests to cultural centres and sights of the capital.

In this regard, for consideration of the head of the state a relevant proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov underlined that in the country on a constant basis the various events connected with the International year of peace and trust are carried out. In the given context, the head of the state instructed the Deputy-Chairwoman of the Cabinet   to prepare properly for the international festival «World Melody» and the song and music festival «Melody of the world, melody of friendship, brotherhood» the youth symphonic orchestra and joint children's chorus and provide their high organizational level.

Deputy-Chairwoman of the Cabinet   B.Orazdurdyeva reported on preparation for the celebration «Last call» on the occasion of the end of 2024-2025 and the events timed to Ashgabat City Day.

As she reported, in honour of the end of the academic year in the International year of peace and trust, and Ashgabat City Day it is expected to hold ceremonies of flower laying at the Independence Monument, sculptures of Berdimuhamed Annayev at the Pedagogical Secondary Vocational School named after Berdimuhamed Annayev in Arkadag city and secondary school № 27 named after Berdimuhamed Annayev in the settlement of Yzgant of Gokdepe etrap and on squares where main flagstaffs are installed in Balkan, Dashoguz, Lebap, Mary velayats on May 25.

Then, at all secondary schools of the country under the motto «International year of peace and trust» will take place the celebration «Last call». On behalf of the President of Turkmenistan and Hero-Arkadag, memorable gifts will be handed to best graduates and professional educators. On the festive day, it is planned to organise walks of graduates in fine corners, cultural-entertaining centres of Ashgabat and Arkadag cities and velayats. Along with it, in honour of the holiday concerts of workers of art and culture are planned.

In this connection, for consideration of the head of the state a relevant proposal was submitted .

Having heard the report, President Serdar Berdimuhamedov noted the importance of a high level of organization of the celebration «Last call» on the occasion of the end of the academic year and Ashgabat City Day with participation of school leavers of secondary schools and gave the Deputy-Chairwoman of the Cabinet   a number of instructions.

Then, she reported on preparation for organisation of summer holidays of children and teenagers.

As she informed, at present, in children's centres appropriate conditions for worthy leisure of young Turkmen nationals during the summer season are created. During vacations various cultural-mass and sports actions will be provided.

At the same time, in the Ministry of Education it is planned to hold the meeting of the Commission on organisation of summer holidays of children and teenagers to discuss organizational issues.  

In this connection, Deputy-Chairwoman of the Cabinet   submitted a relevant proposal for consideration of the head of the state.

As the President of Turkmenistan noted, in the country all conditions fare created for the happy life and worthy rest of the younger generation. In the given context, the head of the state instructed the Deputy-Chairwoman of the Cabinet   to provide worthy rest and useful leisure of children and teenagers in health centres located in Gökdere and Avaza national tourist zone and in velayats.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on results of the working visit of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag to the Republic of Tatarstan of the Russian Federation, took the floor.

As he marked, as one of the priority vectors of the foreign policy of Turkmenistan consecutive development of relations with neighbouring states and countries-partners acts. The working visit of Hero-Arkadag to the Republic of Tatarstan of the Russian Federation with a view of participation in the XVI international economic forum «Russia - Islamic world: KazanForum», which took place on May 16 of the current year, can serve a visual example for it.   

Speaking at the forum, the National Leader of the Turkmen people touched upon important issues  of the modern period in the Islamic world, having noted in this connection necessity of formation of a uniform energy, transport and technological belt of Eurasia connecting the continent from the Asian-Pacific region to states of the Near East and Europe. In particular, he underlined that as a result of implementation of the given type of partnership, it will be possible to provide the shortest ways of delivery of energy carriers, the goods and services, thus, strengthening extensive spaces, powerful industrial and raw centres.

Such belt becomes a bridge of global interaction and as a whole, a positive impact on the trading-tariff policy and the atmosphere and development of all world economy.

In this connection, Hero-Arkadag pointed out that Turkmenistan in practice actively advances its strategy «Revival of the Great Silk road».

The National Leader of the Turkmen people noted that in representation of Turkmenistan the major mission of the Islamic world consists in creation of as much as possible favourable conditions for joint activity with a view of further and sustainable economic development in global and continental dimensions. In the given context, our country proceeds from possibilities of effective use of diplomacy as tool for achievement of compatibility of interests, mutual understanding and comprehension of benefits and prospects of economic partnership by Islamic states.

Our country successfully realises these principles in practice. First of all, in realisation of large-scale and long-term energy, transport and infrastructural projects in Asia. Turkmenistan-Afghanistan-Pakistan-India (TAPI), lines of electrical supply and optic fibre communication by the route Turkmenistan-Afghanistan-Pakistan, the railways connecting  Central and Southern Asia with the Near and Far East is a matter of construction of international projects such, as the gas pipeline.

In his speech, Hero-Arkadag attached special attention to food safety, having underlined importance of this problem and necessity of consolidation of efforts of Islamic states for its solution. Besides it, a great importance of cooperation between countries of the Islamic world in such key area as development of technologies was stated.

As he marked, results of the working visit of Hero-Arkadag to the Republic of Tatarstan of the Russian Federation will give a new impulse to further development of the Turkmen-Russian relations.

Summing up the report, President Serdar Berdimuhamedov noted that Turkmenistan attaches a great significance to expansion of relations with the Republic of Tatarstan of the Russian Federation.

Participation of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag in the recent the international economic forum held in the Republic of Tatarstan also became a significant step to strengthen cooperation, the head of the state said and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work on development of relations.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on the work carried out to enhance partnership with the Organization for Security and Cooperation in Europe (OSCE).

As he reported, one of the key aspects of the foreign policy realised under the leadership of the President of Turkmenistan is development of interaction with international and regional structures. Among them the Organization for Security and Cooperation in Europe with which our country carries out partnership on the basis of the annual plan in such areas as policy, economy, environment and humanitarian vector, also acts.

In this connection, a number of proposals aimed at development of relations between Turkmenistan and OSCE were prepared. Among them - necessary work for participation of the delegation of the Mejlis of Turkmenistan in the 32nd annual session of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe to be held on 29 June - 3 July of 2025 in the city of Porto of the Portugal. Within the given forum it is proposed to organise an event on the occasion of the International year of peace and trust and the 30th anniversary of neutrality of Turkmenistan.

Besides it, according to the invitation of the Director of the OSCE Office for Democratic Institutions and Human Rights, on June 9 of the current year it is proposed to send the Turkmen delegation with a business trip to the city of Warsaw (Republic of Poland) with a view of conduction of bilateral meetings with heads and representatives of the Bureau, acquaintance with its activity and discussion of prospects of further interaction.

It is also proposed to carry out corresponding work for participation of the Turkmen delegation in the Forum of the Secretary General of the Organization for Security and Cooperation in Europe and heads of frontier services of countries of Central Asia, which will take place on June 18-19 in the city of Istanbul (Republic of Türkiye) and in its frameworks to state basic areas of work on security of borders of our country with the Organization.

Along with it, it is proposed to organise the regional conference on realisation of preventive diplomacy, the Agenda of Security council of the United Nations «Women, peace and security» and corresponding Resolution of Security Council in this area together with OSCE in Ashgabat city on May 27-28, 2025.

Having heard the report, the head of the state noted that neutral Turkmenistan gives particular attention to development of relations with international structures, including with the Organization for Security and Cooperation in Europe. Our country also carries out productive interaction with this Organization. In this connection, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs was instructed to continue work to strengthen partnership.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the activity carried out to consolidate the material and technical basis of «Türkmendemirýollary» agency.

As he informed, at present, a great deal of work is carried out to develop turnover of goods and increase of transport-transit throughput of the national railway system that creates possibilities for strengthening of transport-transit potential of Turkmenistan, which possesses a favourable geographical location.

In this connection, the head of the state of Agency submitted a relevant proposal for consideration of the head of the state. 

Having heard the report, President Serdar Berdimuhamedov pointed out that in the country a special significance is attached to increase of transport-transit throughput and development of turnover of goods of railway sphere. Having approved the proposal on strengthening of the material and technical basis of the given branch, the head of the state instructed the head of Agency to carry out necessary work.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that Constitution Day and Day of National flag of Turkmenistan on May 18 will be solemnly marked. This holiday will even more strengthen unity and coherence for further prosperity of our independent fatherland, the head of the state said and, taking an opportunity, warmly congratulated participants of the meeting and all Turkmen people with Day of the Constitution and National flag of Turkmenistan.
