Today, independent neutral Turkmenistan celebrates a major national holiday – the Day of the Constitution and the State Flag, symbolising the sovereignty of the Fatherland and the indestructible unity of our people.

The epicentre of the celebrations was the Turkmen capital, where, with the participation of President Serdar Berdimuhamedov, flower-laying ceremonies were held at the Monument to the Constitution and the Main Flag of the country.

It is noteworthy that the current year, marked by the 30th anniversary of acquiring permanent neutral status, is held under the motto «International Year of Peace and Trust». At the 61st plenary meeting of the 79^th session of the United Nations General Assembly held on the 21^st of March, 2025, the Resolution «Permanent Neutrality of Turkmenistan» was adopted for the third time. And this is another wonderful reason for our pride in our independent Fatherland, Constitution and State Flag.

In the congratulatory Address of President Serdar Berdimuhamedov to the people of the country on the occasion of the celebration of the significant date, it is emphasised that the Constitution and the State Flag of Turkmenistan are symbols of the national statehood that has been formed over hundreds of years. They are an inexhaustible source of pride, honor and dignity of the people, the embodiment of its great achievements and prosperity, authority on the world stage.

We honour the Basic Law and the green Banner as sacred objects that increase love for the native land, the desire for creative work. Today, in the era of the Revival of the new epoch of the powerful state, they inspire us to create a bright future.

...From early morning, at the majestic Monument to the Constitution, towering against the picturesque backdrop of the ancient Kopetdag mountains, festive events began, reflecting the essence of the great transformations carried out in our native land. Our compatriots have a special attitude to this holiday. It unites and educates generations in the spirit of high patriotism, inspiring and increasing the creative energy of the people.

Among the participants of the celebration are the Chairperson of the Mejlis, Deputy Chairmen of the Cabinet of Ministers, heads and representatives of ministries and departments, military and law enforcement agencies, public organisations, diplomatic missions and international organisations accredited in our country, mass media, honourary elders and gray-haired mothers, student youth, numerous residents of the capital.

Arkadagly Hero Serdar lays a wreath at the foot of the Monument to the Constitution, which personifies the inviolability of the state foundations of the sovereign Fatherland, its democratic foundations and centuries-old traditions of democracy, which have now received a worthy continuation.

It is no coincidence that the preamble, containing the core idea of the Basic Law, reflects the idea of the spiritual heritage of our ancestors, who bequeathed to their descendants as a sacred thing love and devotion to the Fatherland, faith in goodness and justice. Therefore, today the Turkmen people, celebrating this significant date, pay tribute and respect to wise covenants, realising the greatness of their ancient history.

Wreaths and bouquets of flowers are laid after the head of Turkmenistan by the Chairperson of he Mejlis, members of the Government, heads of military and law enforcement agencies, ministries and departments, honourary elders, representatives of public organisations, as well as all participants in the celebration.

The monument erected in honour of the Basic Law of Turkmenistan is a unique embodiment of the strength of the foundations of our democratic, legal, secular state, pride in our beloved Fatherland, the indestructible unity and cohesion of the Turkmen people, their readiness for great achievements in the name of strengthening and increasing the authority and glory of the country, symbolising its power and prosperity.

The vision of a model of sustainable integrated development of society in the 21^st century of a socially oriented and socially responsible type determined the main principle of Turkmenistan's policy «The state is for the person!», as well as the motto «The Motherland is the Motherland only with the people! The state is the state only with the people!».

The Constitution of Turkmenistan proclaims a person as the highest value of society and the state, which ensures the creation of conditions for the free development of the individual, protects life, honour, dignity and freedom, personal inviolability, natural and inalienable rights of a citizen. This determines the general direction of the legislative activity of the Mejlis. Based on the provisions of the Constitution, a number of laws have been adopted in the country, where constitutional norms have received their further development and guarantees.

In the year of celebrating the glorious 30^th anniversary of the neutrality of the Fatherland, we have the right to be proud of the high successes of the socio-economic development of Turkmenistan, which were achieved thanks to the people's support for the balanced domestic and foreign policy of the state, its active participation in the comprehensive and deep reform of society.

Soon, the foot of the majestic Monument is covered with a huge fragrant carpet of bright flowers, reflecting the full depth of patriotic feelings experienced by the Turkmen people.

After the flower-laying ceremony at the Monument to the Constitution, the celebrations moved to the part of the capital where the flagpole with the Main Flag of the country is installed.

The green Banner of the Fatherland, proudly fluttering in the boundless sky, is the embodiment of the age-old dream of the Turkmen about statehood, their unwavering commitment to the ideals of peace, creation, humanism and goodness, the inviolability of the foundations of independence and sovereignty of the Motherland.

High flagpoles with fluttering green banners erected in the city of Arkadag, regional centres and the «Avaza» National Tourist Zone are also a clear evidence of our people's deep respect for the Flag and its veneration as a sacred object.

Today, the State Flag of Turkmenistan is well known throughout the world, embodying the key directions of our country's foreign policy, built on the principles of positive neutrality, good neighbourliness, friendly relations and constructive cooperation in the regional and global dimensions. This far-sighted innovative strategy, initiated and consistently implemented by the head of state, has led to the ever-growing authority of the Fatherland in the international arena.

With the acquisition of permanent neutrality status by Turkmenistan in 1995, the green Banner was forever decorated with two intertwined olive branches, personifying the centuries-old traditions of peacefulness of our people. Today, the State Flag, which has become a symbol of the policy of humanism and peacefulness of our country, proudly flutters in front of the headquarters of the United Nations and other major international organisations in many countries of the world.

Under the shadow of the sacred Banner, unprecedented in their scale transformations and reforms are successfully carried out in the Fatherland in the modern epoch, high levels are being achieved in all spheres of life. The appearance of the white-marble capital, all our cities and villages is rapidly being updated, the economic power of the Motherland is strengthening and growing, the standard and quality of life of the Turkmen people are improving.

At the end of the solemn ceremony, President Serdar Berdimuhamedov, having warmly bid farewell to its participants, left the scene of the event.

Today, festive events were held throughout the country to mark the Day of the Constitution and the State Flag of Turkmenistan, in which the best artists, musical and dance ensembles, and folklore groups took part.

On this day, beautiful songs were heard everywhere, glorifying the independent neutral Fatherland, the unity and solidarity of the people, under the leadership of the President of the country, moving towards new frontiers of progress in the era of the Revival of the new epoch of the powerful state.
