On June 2, 2025, in Ulaanbaatar, as part of the state visit of the President of Turkmenistan to Mongolia, negotiations were held between the heads of the two countries, Serdar Berdimuhamedov and Ukhnaa Khurelsukh.

At the beginning of the negotiations in a narrow format, warmly welcoming the head of Turkmenistan to Mongolian soil, the leader of the friendly country thanked the distinguished guest for accepting the invitation to visit Mongolia on a state visit.

Having expressed gratitude to President Ukhnaa Khurelsukh for the warm and cordial welcome, President Serdar Berdimuhamedov, taking the opportunity, conveyed to his Mongolian counterpart the greetings and best wishes of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov. It was noted that the National Leader of the Turkmen people recalls with particular warmth the state visit of the President of Mongolia to Turkmenistan in October last year and his active participation in the International Forum dedicated to the 300th anniversary of the birth of Magtymguly Fragi.

In this regard, President Serdar Berdimuhamedov confirmed Turkmenistan’s focus on developing and expanding cooperation with Mongolia in the political, diplomatic, trade, economic, cultural and humanitarian spheres.

President Ukhnaa Khurelsukh emphasized that the agreements reached during the high-level talks held in Ashgabat last year were an effective step towards expanding fruitful interstate relations. Taking the opportunity, the head of Mongolia conveyed warm greetings to the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov.

During the negotiations, priority areas of Turkmen-Mongolian cooperation were specified. Having noted the presence of diverse potential for intensifying trade and economic ties, Presidents Serdar Berdimuhamedov and Ukhnaa Khurelsukh also noted the importance of strengthening cultural and humanitarian contacts that contribute to bringing the peoples of the two countries closer together.

During the meeting, the parties exchanged views on current aspects of the regional and international agenda that are of mutual interest.

The negotiations then continued in an expanded format, with the participation of official delegations from both countries.

Once again warmly welcoming President Serdar Berdimuhamedov and the members of his accompanying delegation, President Ukhnaa Khurelsukh reaffirmed Mongolia’s commitment to strengthening friendly ties with Turkmenistan, as well as expanding and developing bilateral cooperation in all areas.

Having once again thanked President Ukhnaa Khurelsukh on behalf of the delegation of Turkmenistan for the warm welcome and hospitality, President Serdar Berdimuhamedov noted that today's meeting serves as a logical continuation of the substantive negotiations that took place during the state visit of the head of Mongolia to Turkmenistan last fall.

As the head of Turkmenistan further noted, the agenda of the current summit includes a wide range of cooperation issues: in politics, economics, trade, and the cultural and humanitarian sphere. A solid package of documents has been prepared for signing.

Having emphasized the transport component of cooperation, the head of Turkmenistan noted the existence of great opportunities for the effective combination of efforts in this direction.

Having announced that in August, the Third United Nations Conference on Landlocked Developing Countries will be held at the level of heads of state and government on the Turkmen coast of the Caspian Sea, in Avaza, under the motto “Advancing Progress through Partnership”, President Serdar Berdimuhamedov invited Mongolia to participate in the work of this Forum.

Continuing on the topic, it was noted that in April of this year, Turkmenistan officially joined the “Multilateral Agreement on the Establishment of an International Research Center for Landlocked Developing Countries,” confirming our state’s readiness for active cooperation with this Center, located in Ulaanbaatar.

Having identified energy as one of the areas of partnership, President Serdar Berdimuhamedov noted that there are also opportunities for substantive cooperation here.

There is also a vast field for joint activities in the cultural and humanitarian sphere, the President of Turkmenistan emphasized. In addition, the head of state noted the presence of favorable prospects for cooperation in the tourism sector.

On the occasion of the 30th anniversary of Turkmenistan's neutrality and the proclamation by the UN General Assembly of 2025 as the "International Year of Peace and Trust", an International Forum will be held in Ashgabat on December 12, the head of Turkmenistan noted, inviting President Ukhnaa Khurelsukh to take part in it.

Having supported all the proposals voiced by President Serdar Berdimuhamedov, President Ukhnaa Khurelsukh emphasized the importance of the documents to be signed between the Governments and relevant structures of Turkmenistan and Mongolia.

At the same time, the importance of creating a Joint Committee on Road Transport for the development of transport communications and logistics, as well as relevant committees on agriculture, veterinary science and livestock farming was emphasized.

The head of Mongolia noted the importance of the agreements reached on the joint implementation of projects and programs in the light industry in the context of increasing mutual trade turnover and expanding the range of goods.

Along with this, Mongolia expressed its readiness to deepen ties with Turkmenistan in the fields of education, science and culture, to establish close contacts between higher educational institutions of the two countries, and to train qualified personnel.

President Ukhnaa Khurelsukh expressed sincere gratitude to Turkmenistan for joining the Mongolian initiative “Multilateral Agreement on the Establishment of an International Research Center for Landlocked Developing Countries”.

At the end of the negotiations in an expanded format, a ceremony of signing bilateral documents took place. President Serdar Berdimuhamedov and President Ukhnaa Khurelsukh signed the Joint Statement. In the presence of the heads of state, 13 documents were signed.

Following the signing ceremony, the heads of the two states addressed the media.

Having completed his state visit to Mongolia, the President of Turkmenistan proceeded to the Buyant-Ukhaa International Airport in Ulaanbaatar, from where he departed for his homeland.

A few hours later, the presidential plane landed at the International Airport of the Turkmen capital.
