Head of state identified key aspects of agrarian policy during a meeting with farmers in Dashoguz velayat

President of Turkmenistan Gurbanguly Berdymuhamedov, while on a working trip to Dashoguz velayat, became acquainted with the situation at one of the wheat field in J. Hudaibergenov daikhan association, S. A. Niyazov etrap. Twenty-seven farmers work in the field with a total area of 62.1 hectares. Last year, they produced about 220 tons of “ak bugdai” wheat. Efforts are currently being made to handle young winter wheat crops. During a talk with the farmers, President Gurbanguly Berdymuhamedov highlighted the creation of an efficient management system in the agroindustrial sector, improvement of profitability in agriculture, introduction of new economic relations in rural areas, rational use of land and water resources as the key aspects of state agrarian policy. Considerable investments are allocated for the re-equipment and modernization of the sector’s production infrastructure, development of the chemical industry, which keeps farmers supplied with mineral fertilizers. Financial support of the state serves as real assistance to farmers, including token land rent, and full tax exemption. Farm machinery maintenance, provision of seeds, mineral fertilizers, irrigation water and other services are rendered to farmers and daikhan associations on much easier terms. In addition, a system of concessional loans is widely used for agricultural projects. To this end, land plots are allocated to ministries, sectoral agencies, institutions and enterprises, members of the Union of Industrialists and Entrepreneurs, daikhan associations. Replying to the meeting participants’ questions, President Gurbanguly Berdymuhamedov highlighted environmental protection and sustainable water management among the top-priority aspects of his pre-election program. As noted, our country has accumulated extensive experience in applying modern water-saving technologies in irrigated farming, building and operating water facilities. The Program for supplying pure drinking water to the population of Turkmenistan is being successfully implemented; as part of it new water-purifying plants are being constructed and put into operation, including in Dashoguz velayat. Facilities of the “Altyn Asyr” Turkmen Lake (second-phase) are well under construction. This offers bright prospects for reusing drainage water for agricultural needs. During Turkmenistan’s chairmanship of the International Fund for Saving the Aral Sea, our country’s efforts will be aimed at resolving the Aral Sea crisis and preventing degradation of ecosystems in the area. Well-coordinated steps are being taken to conserve the biodiversity and protect the environment in the northern region of the country, including through large-scale landscaping work and the creation of protective tree belt areas. The meeting, which took place during the ongoing massive pre-election campaign determined types of questions addressed to the head of state and the presidential candidate. Most of them closely related to agriculture, further development of tenant relations, farming, entrepreneurship, concessional loans, in particular to owners of private farms, building of private agriproduct processing enterprises. As President Gurbanguly Berdymuhamedov noted, farmers will continue to receive support from the state, including material support and technical assistance. We plan to encourage the development of the sector, offering loans to tenants and farmers, allocating land plots to entrepreneurs for crop production, the President of Turkmenistan said. President Gurbanguly Berdymuhamedov gave a detailed account of some aspects in his pre-election programs, in particular, concerning state support to family institution, maternal and child welfare. As the head of state stressed, the efforts aimed at rendering all-round support to a family, tackling social issues, as well as protecting and making women’s labor easier. To this end, necessary funds will be allocated. The provision of adequate housing for each family is one of the top priorities of socio-economic policy. An increase in the population’s incomes (with the aim to bring them into line with those of people living in the world’s leading countries) is also an important task. The state will continue to keep the issues of raising wages, pensions and welfare payments in the center of attention. Replying to questions of the electorate, President Gurbanguly Berdymuhamedov specified prospects for Dashoguz velayat’s further development in the context of the socio-economic state policy, which envisages well-balanced and steady progress of the country, and quality-of-life improvements for the population.
