Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country general Serdar Berdimuhamedov held a regular meeting of the State Security Council, at which results of the work of military and law enforcement bodies of the country for six months of the current year were  considered. The agenda of the meeting also included issues of security and peace in our independent fatherland, the strengthening of the material and technical basis of security structures and further improvement of their activity. 

Secretary of the State Security Council, Minister of Defence B.Gundogdyev who reported on the measures taken in the first half of the year 2025 with a view of successful implementation of the Program of development of the Armed Forces of Turkmenistan and consolidation of defensibility of the country, was the first to take the floor in the meeting. At the same time, he reported on results of the spring draft campaign and the work carried out to improve work and social conditions of servicemen.

Having heard the report, President Serdar Berdimuhamedov pointed out the significance of further modernisation of the Armed Forces of the country according to the defensive military doctrine of Turkmenistan and modern requirements.

Having emphasised the necessity to start preparation for the military parade timed to the 34th anniversary of independence of our fatherland, the head of the state instructed the Secretary of the State Security Council, Minister of Defence to take proper measures to hold the solemn event at a high level.    

Prosecutor General B.Muhamedov reported on results of the activity carried out from the beginning of the year, fulfilment of the instructions given earlier by the head of Turkmenistan for supervision of execution of laws in all spheres. Concrete steps taken for timely elimination of reasons leading to offences as well as introduction of digital system and improvement of professional skill of employees became a separate topic of the report.

Having underlined the importance of a strict control over execution of legal acts in the country, continuation of work to prevent offences on a regular basis, the President of Turkmenistan gave the Prosecutor General a number of instructions to that end.

On the sidelines of the meeting, Supreme Commander-in-Chief of the Armed Forces of the country Serdar Berdimuhamedov signed the document to release councillor of justice B.Gurbangulyev from the post of Deputy Prosecutor General, head of the central administration and to appoint junior councillor of justice M.Sapargulyev to this post and to release him from the post of public prosecutor of Kopetdag etrap of Ashgabat city.   

Further, Minister of Internal Affairs M.Khydyrov reported on the work carried out by subordinate structures for the January-June period of the current year, practical measures taken to maintain the public order in the country, to prevent traffic accidents on motorways of the capital and regions. As he informed, the great attention is given to hold among the population, in establishments and organisations events of explanatory character and corresponding instructions in observance of requirements of fire safety.

Summing up the report, the head of Turkmenistan noted the necessity to carry out further work by bodies of internal affairs for maintenance of law and order in the country and prevention of infringements of law and order.

In connection with rise of air temperature in the summer period, one should hold prevention of fires under constant control, President Serdar Berdimuhamedov underlined and gave the minister concrete instructions to that end.

Chairman of the Supreme Court B.Khojamgulyev reported on results of the activity of the institution under his supervision for six months of the current year, the measures implemented to improve legal proceedings at the expense of active application of possibilities of digital system as well as increase of professionalism of the personnel. He also reported on fulfilment of the corresponding Program, created conditions for fruitful service and life of employees of the department. 

Having heard the report, President Serdar Berdimuhamedov marked the significance of continuation of work on protection of interests of the state and society. He instructed the Chairman of the Supreme Court to hold maintenance of the rights of citizens, increase of efficiency of fulfilment of judicial decisions under constant control.    

Then, Minister of National Security N.Atagarayev reported on results of the activity of the ministry for the first half of the year 2025, complex steps taken to protect state interests, maintenance of stability in society as well as course of realisation of the Program of development of the department for 2022-2028.

Summing up the report, the Supreme Commander-in-Chief of the Armed Forces of the country underlined that one should improve consistently the work carried out for reliable maintenance of national security and in that connection, gave the minister a number of instructions.     

Head of the State Border Service Ya.Nuryev reported on the activity of the subordinate body for six months of the current year and practical steps implemented to protect sacred borders of our fatherland, to modernise frontier posts, to strengthen their material and technical basis and to create necessary conditions for effective service and proper life of military men and members of their families as well as patriotic education of young soldiers. 

Summing up the report, the head of Turkmenistan underlined that the borders of our independent neutral country are a stronghold of friendship with neighbouring states. In this connection, the head of the Service was instructed to secure tranquillity on the state borders of Turkmenistan.   

Further, Minister of Adalat M.Taganov reported on the work realized from the beginning of the year on preparation of the proposals connected with perfection of national legislative framework as well as introduction of digital system in the activity of subordinate structures, fulfilment of instructions given earlier by the President of Turkmenistan and the course of realisation of the corresponding Program of development. 

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country drew the attention to necessity of carrying out further work by the given structure to modernise the national legislative system according to the international standards and gave the minister a number of instructions to that end.  

Then, Head of the State Customs Service M.Khudaykuliyev reported on results of the activity carried out for the January-June period of the current year and measures implemented to apply actively modern methods and the latest technologies for appropriate fulfilment of the powers assigned to the department and actions for improvement of professional skill of employees.

Having heard the report, the head of Turkmenistan emphasised the necessity of constant perfection of activity to hold appropriate check at customs points and to further develop international cooperation in this area and gave him corresponding instructions.

Head of the State Migration Service A.Sazakov reported on the activity for the considered period and practical steps taken with a view of strengthening the material and technical basis of the department, fulfilment of instructions given earlier by the Supreme Commander-in-Chief of the Armed Forces of the country as well as realisation of the corresponding Program of development. 

Having heard the report, the head of Turkmenistan drew the attention to key goals facing the given body and instructed the head of the Service to hold observance of migration legislation, perfection of work of the subordinate structure, rendering of high-quality services in the field of migration under constant control.   

Addressing members of the State Security Council, President Serdar Berdimuhamedov noted that according to the Military doctrine of Turkmenistan, which bears especially a defensive character, due measures are taken to maintain military security and integrity of our independent, permanent neutral fatherland at high level and to strengthen defensibility of the country and improve social living conditions of defenders of our Fatherland and members of their families regularly. At the same time, it was underlined that work in the given area will be continued in the future.

At the meeting of the State Security Council, a number of other issues, on which corresponding decisions were made, were also considered.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country general Serdar Berdimuhamedov wished its participants sound health and great successes in their responsible service for peace and happy life of our people.
