Today, President Serdar Berdimuhamedov held an extended meeting of the Cabinet of Ministers, at which the results of the work fulfilled for six months of the current year were summed up and the course of realisation of programs of social and economic development of the country as well as personnel issues were considered. Reports of Deputy-Chairmen of the Cabinet and a number of top officials and khyakims of velayats were also heard.
Representatives of the Mejlis of Turkmenistan, members of the State Security Council, khyakims of regions, Ashgabat and Arkadag cities, rectors of higher educational institutions, editors of newspapers, magazines and other executives were invited to the enlarged meeting of the Government.
Deputy-Chairman of the Cabinet Kh.Geldimyradov, who reported on macroeconomic indicators of national economy for six months of the current year, was the first to take the floor at the meeting.
As he reported, as a result of adopted complex measures for the specified period GDP rose by 6,3 percent, including the industrial complex 1 percent, construction - 5,1 percent, transport-communication sector - 10,8 percent, trade - 9,9 percent, agriculture - 4,5 percent, the sphere of services - 8,6 percent.
As compared to the similar period of 2024 for the January-June period of the current year as a whole the output increased by 9,9 percent. In sectors of economy positive industrial indicators were reached.
The volume of retail trade as compared with the relevant period of the past year for six months increased by 12,7 percent, and foreign trade turnover - 2,9 percent.
Sizes of salaries at large and medium sized enterprises of the country as compared with the same period of 2024 grew by 11,4 percent. In the specified period in due time salaries, pensions, state benefit payments and scholarships of student were also completely financed.
The volume of investments, implemented at the expense of all sources of financing, as compared with the similar period of the past year increased by 15,6 percent.
He also reported on the course of realisation of the Program of the President of Turkmenistan of social and economic development of the country in 2022-2028.
Further, the Deputy-Chairman of the Cabinet reported on the draft of the new edition of the «National Program of the President of Turkmenistan for Transformation of Social and Living Conditions of the Population of Villages, Towns, Etraps and Etrap Centres for the period up to 2028». According to the document, in 2025-2028 construction of social and cultural projects, apartment houses, construction of new and modernisation of operating engineering systems are planned.
In this connection, for consideration of the head of the state the draft of the relevant Resolution was submitted.
Then, Minister of Finance and Economy M.Astanagulov reported on fulfilment of the State budget, development indicators of investments as well as realisation of the National rural program for the first half of the year.
Following the results of six months the revenues part of the main financial plan of the country was fulfilled by 101, 5 percent, and expenditures part - 97,6 percent.
For the specified period the revenues part of local budgets was fulfilled by 102,6 percent, and expenditures part - 98,5 percent.
For the January-June period of the current year 63 meetings of the balance commissions, including regional - 54 in which course results of financial and economic activities of ministries and sectoral departments as well as their subordinate establishments and enterprises were considered, use of industrial capacities, financial and economic indicators and development of investments by them were analysed.
For the considered period, the volume of the investments made in development of national economy, in the ratio to GDP made up 17,7 percent. For construction of industrial projects 44,8 percent from the total amount of realized capital investments and for construction of social and cultural projects - 55,2 percent were directed.
He also reported on realisation of the National rural program.
Chairman of the State Statistics Committee D.Amanmuhammedov reported on fulfilment of plans for six months of the current year by ministries and sectoral departments.
As he informed, for the January-June period of 2025, a steady growth was marked in the industrial sector. So, production of natural gas made up 38 991,4 million cubic metres, oil - 491,5 thousand tons. As compared with the similar period of 2024, the growth of manufacture of diesel fuel reached 5,1 percent, gasoline - 2,8 percent, black oil - 13,6 percent, oil bitumen - 9,2 percent, cement - 50 percent, fittings, steel and iron work of various forms - 58,4 percent, confectionery - 6 percent, sausage production - 8,6 percent, butter - 3,8 percent, mineral waters and soft drinks - 1,3 percent.
For the accounting period, the volume of cotton yarn production rose by 22,6 percent, cotton fabric - 27,3 percent.
Positive indicators were observed in the transport-communication sector. Growth of cargo transportation by 0,6 percent and passenger transportation - 3,2 percent also attest to the fact. The volume of rendering of telecommunication service increased by 20,7 percent.
In agriculture for the January-June period of the current year as compared with the corresponding period of 2024 manufacture of vegetable production rose by 15,1 percent, berries and fruit - 2,7 percent, potato - 3,8 percent, milk - 2 percent, meat in net weight - 8,9 percent.
Good indicators for six months 2025 were noted in the private sector of economy.
The head of the State Committee also reported on the work carried out with a view of improvement of statistical reporting and methods of data gathering on the basis of international standards.
Then, Chairman of the Central Bank T.Malikov reported on results of activity of credit institutions of the country for the January-June period of 2025.
As he reported, as compared with the similar period of the past year, for the first half of the year the volume of the credits allotted by banks to the private sector increased by 19 percent. Along with it, the indicator of credits allotted to agricultural manufacturers for machinery and stock purchase grew by 26,9 percent.
As of July 1, 2025 volumes of mortgage loans allocated according to the Resolution of the President of Turkmenistan, to citizens for purchase of real estate in Ashgabat and Arkadag cities as well as in velayats rose by 20,2 percent.
Having heard reports, President Serdar Berdimuhamedov emphasised the necessity of continuation of large scale transformations carried out in all spheres of national economy. At that, he marked the importance of conduction of regular analysis of fulfilment of actions and goals planned in adopted programs by ministries and sectoral departments.
In this connection, he instructed to achieve full and timely payment of taxes for maintenance of financial and economic stability, to strengthen control over rational and target use of budgetary funds, to take necessary measures for maintenance of revenues and expenditures parts of the State budget. At the same time, he stated the importance of development of the State budget for established terms for the next year and consecutive improvement of the budgetary-tax system.
He also outlined the necessity of conduction of proper work on acceleration of industrial-innovative development of national economy. As he underlined, it is necessary to give particular attention to maintenance of the stable rate of the national manats, increase of efficiency of investment policy and further improvement of financial sources of investments aimed at national economy. It is important to improve the activity of banks, to carry out cooperation and exchange experience with international financial organisations, the head of the state said and gave corresponding instructions in this respect.
Further, President Serdar Berdimuhamedov with a view of further increase of standards of living of the population in velayats in the Era of Revival of the new epoch of the powerful state signed the Resolution «On approval of the new edition of the National Program of the President of Turkmenistan for Transformation of Social and Living Conditions of the Population of Villages, Towns, Etraps and Etrap Centres for the period up to 2028».
Then, Deputy-Chairman of the Cabinet B.Amanov reported on results of the work carried out for the January-June period of 2025 to increase in oil and gas production and expand routes of their delivery to world markets.
Having reported on technical and economic indicators reached in the field of oil and gas condensate production, the Deputy-Chairman of the Cabinet informed that «Türkmennebit» State Concern fulfilled the plan for oil production by 110 percent. The plan for oil processing was fulfilled by oil refining factories of the Concern by 109 percent.
In the specified period, gasoline production plan was fulfilled by 110,3 percent, diesel fuel - 101,8 percent, polypropylene - 100 percent, lubricant oils - 116,8 percent.
He also informed on technical and economic indicators of manufacture of liquefied gas, production of natural and accompanying gas and export of the «blue fuel».
Having heard the report, President Serdar Berdimuhamedov pointed out that key goals are development of the oil and gas sector, diversification of export of natural gas to world markets.
In this connection, the head of the state instructed to continue work on introduction of latest achievements of science and innovative technologies for increase of capacities of enterprises of the complex. He also instructed to carry out exploration, constantly to improve activity for exploration of oil and gas deposits, oil and gas production and take the complex measures aimed at realisation of hydrocarbon resources and production, received from their processing on world marks and continue manufacture of competitive and non-polluting production at the expense of strengthening of material and technical basis of the oil and gas complex.
Deputy-Chairman of the Cabinet B.Annamammedov reported on results of activity of the construction and industrial complex for the January-June period of the current year.
As he informed, for the specified period, the production plan and the work carried out was fulfilled by 109,2 percent.
For the specified period, by the Ministry of Construction and Architecture the production and work plan and services were fulfilled by 114 percent, by the Ministry of Industry and Construction Production - 111,7 percent, by the Ministry of Energy - 109,3 percent, by "Türkmenhimiýa" State Concern - 108 percent.
For the accounting period, by the State Agency for Roads Construction Management the work plan was fulfilled by 104,5 percent and by khyakimlik of Ashgabat city -112,4 percent.
Further, President Serdar Berdimuhamedov released chairman of "Türkmenhimiýa” State Concern D. Sapbayev from his post for serious shortcomings made in his work and appointed deputy chairman of the Concern T.Atayev to the post of the chairman for temporary fulfilment of the post of chairman and signed corresponding documents.
Then, the head of the state focused attention on the importance of adoption of appropriate measures for involvement of full capacities of enterprises of the construction and industrial complex, consecutive expansion of the list and increase in volumes of production of construction industry.
It is necessary to continue modernisation of operating manufactures, building of new enterprises, to strengthen the work conducted for involvement of full capacities of chemical enterprises and creation of new manufactures as well as construction of new modern warehouses for appropriate storage of mineral fertilizers. At the same time, it is necessary to increase electric power manufacture, to erect new power stations, and introduce technologies of use of renewed energy sources and constantly strengthen the material and technical basis of the branch for modernisation of highways and their conformity to world standards, the head of the state said.
The President of Turkmenistan also instructed the Deputy-Chairman of the Cabinet to hold quality and terms of commissioning of objects and facilities planned to the opening at the end of the current year under strict control.
Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of work of subordinate ministries and sectoral departments as well as the private sector for the January-June period of this year.
For the considered period, by the Ministry of Trade and Foreign Economic Relations, the rate of increase of goods turnover as compared with the similar period of the past year made up 115,9 percent, productions - 100,3 percent.
By the Ministry of Textile Industry, the rate of increase of production was fulfilled by 106,8 percent, including as compared to the corresponding period of the past year manufacture of cotton yarn reached 125,1 percent, cotton fabrics - 130,2 percent, tanning production - 124,4 percent.
The production plan by «Türkmenhaly» State Association was realized by 100,4 percent.
For the accounting period, the State Commodity and Raw Materials Exchange held 146 exchange auctions, at which 14 thousand 323 contracts were registered.
For the January-June period, fulfilment of work by the Chamber of Commerce and Industry made up 106,8 percent.
By the Union of Industrialists and Entrepreneurs for six months of the current year, the rate of increase of manufacture of agricultural and food production reached 106,5 percent, industrial goods - 105,7 percent.
President Serdar Berdimuhamedov noted that he has made decision to appoint N.Agahanov minister of trade and foreign economic relations and release him from the post of deputy minister and signed the corresponding document.

Addressing heads of the complex, the President of Turkmenistan emphasised the importance of full involvement of industrial potential of the sphere of trade, improvement of supply of home market by food and other demanded production, maintenance of quality of trade services.
It is necessary to take complex measures for improvement of quality and increase in volumes of release of textile products, to organise trade of textile production, carpets and carpet products by means of digital system and widely use the possibilities of the private sector in construction of new modern manufactures intended for release competitive and export oriented, high-quality production, the head of the state underlined.
The President of Turkmenistan also instructed the Deputy-Chairman of the Cabinet to further improve activity of the State Commodity and Raw Materials Exchange and Chamber of Commerce and Industry and introduce high technologies and experience of developed countries of the world for increase of the export potential of the country.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of activity of the subordinate sphere for the January-June period of the current year.
As she informed, on the occasion of the announcement of 2025 «International year of peace and trust», the glorious 30th anniversary of permanent neutrality of the country, holidays and significant dates of the national calendar various celebrations were held. At the same time, final results of creative competitions were announced.
The presentation of the new book by the President of Turkmenistan «Magtymguly - the thinker of the world» took place.
During the accounting period final rounds of the competition among dutar players –bagshy-musicians «Çalsana, bagşy!» were held well-organized in Ashgabat and Arkadag cities as well as in regions, the song and music festival «Music of peace, friendship and brotherhood», international festival «Music of the World», the international dance and folklore festival «Avaza – the land of friendship». Along with it, in Akhal velayat the Week of culture was held and on June 29 of the current year – the song and music event in honour of the second anniversary of the opening of Arkadag city erected at the initiative of Hero-Arkadag was held.

Having emphasised the importance of effective work on restoration, conservation and protection of historical and cultural monuments, appropriate use of capacity of Turkmen state publishing service, regular organisation of creative competitions, modern exhibitions, performances of folklore, song and music groups, due preparation for celebration of the 34th anniversary of independence of our fatherland, the head of the state gave the Deputy-Chairwoman of the Cabinet relevant instructions.
Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on results of activity of subordinate spheres for the January-June period of the current year.
As she informed, during the considered period work on improvement of the education system continued, advanced methods of teaching were widely applied, education and methodical manuals were prepared. Schoolchildren and students won 748 medals at international subject and Internet Olympiads.
For six months of the current year, the work aimed at further development of the sphere of science, increase of efficiency of scientific research was conducted.
On the occasion of Day of Science the international scientific conference «Science, technique and innovative technologies in the Era of Revival of the new epoch of the powerful state», as well as the awarding ceremony of winners of the competition of scientific works among the youth were held.
In the specified period, advanced methods of applied medicine were introduced in the prophylactic and medical activity. At the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, operations and treatment of sick children were carried out. The XII Turkmen-German forum on public health services, Week of immunization together with the Children's Fund of the United Nations, Day of Turkmenistan in the WHO European Regional Bureau (WHO) in the city of Copenhagen (Kingdom of Denmark) were also organized.
An effective work on physical training and development of sports was also conducted. In the capital the International tournament in the national goresh and belt wrestling alysh, the international tournament in chess among sportsmen of 8, 10 and 12 year olds were held. In the specified period, our sportsmen, becoming participants of international competitions, won 466 medals.
During the meeting, the President of Turkmenistan, having signed Decrees on approval of the plan for admissions to higher and secondary professional educational institutions in 2025 as well as approval of the membership of the State Commission for enrolment to higher educational institutions and secondary technical schools in 2025 and approval of plans of enrolment for courses of the Academy of Public Service under the President of Turkmenistan for the 2025-2026 academic year, wished big successes to the youth, who aspire to enter higher educational institutions.
Then, addressing the Deputy-Chairwoman of the Cabinet, the head of the state noted the importance of appropriate preparation for the new academic year, conduction of repair work in vocational and higher educational institutions. The opening of the International university of industrialists and entrepreneurs and commissioning of new additional educational buildings of the State institute of Power Energy of Turkmenistan urged to promote introduction of new specialities and increase in number of entrants, President Serdar Berdimuhamedov underlined, having instructed to organise properly work in this direction.
In higher educational institutions of the country, it is necessary to admit talented, most worthy representatives of the younger generation, to hold well organized and fair entrance examinations and ensure the control of the public, the head of the state underlined.
He also instructed to continue research works, to develop on a scientific basis industrial branches by means of science and manufacture integration, to increase international cooperation in this sphere. At the same time, he marked the necessity of strengthening of the material and technical basis by innovative technologies of the sphere of public health services, adjustment of rendering of modern services taking into account digitization of systems of public health services, wide involvement of youth to physical culture and sports, organisation of international competitions, and special attention to development of the Olympic sports.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on results of the work carried out for six months of this year in subordinate structures.
For the specified period, the rate of increase of the fulfilled work and rendered services by the given complex made up 115,7 percent.
For the first half of this year, the plan for cargo transportation by means of automobile, railway, air, sea and river transport reached 102,6 percent, for passenger transportation - 102,1 percent.
For the January-June period of the current year, the rate of increase in services in "Türkmendemirýollary" agency was equal to 104,5 percent, "Türkmenawtoulaglary" agency - 111,3 percent, “Türkmenhowaýollary" agency - 121,5 percent, "Türkmendeňizderýaýollary" agency - 114,4 percent, "Türkmenaragatnaşyk" agency - 120,7 percent.
He also reported on the work carried out for solution of goals following from «Concepts of development of digital economy in Turkmenistan for 2019 - 2025».
Along with it, he reported that in Avaza national tourist zone, 4G + technology of the operator of cellular communication «Altyn asyr», and 5G technology in Arkadag city were launched.

Further, the head of the state informed that with a view of cardinal transformation and improvement of management of the transport-communication sector in the Era of Revival of the new epoch of the powerful state, he has made a decision on abolition of the Transport and Communications Agency under the Cabinet and introduction of the post of the Deputy Chairman of the Cabinet for the transport -communication complex.
With a view of perfection of activity of the transport-communication complex, the Ministry of Railway Transport of Turkmenistan, Ministry of Communications of Turkmenistan, Ministry of Motor Transport of Turkmenistan, «Türkmenhowaýollary» State Service and State Service of Maritime and River Transport of Turkmenistan will be formed, President Serdar Berdimuhamedov noted, having underlined that creation of new ministries and sectoral departments are urged to promote increase of overall performance of the given sector.
Within the meeting, the head of the state appointed M.Chakyev Deputy Chairman of the Cabinet for the transport-communication complex with a trial period for six months.

The head of the state also gave concrete instructions concerning involvement of full capacities of International seaport Turkmenbashi and the shipbuilding and ship-repair factory "Balkan", constant modernisation of activity of communication sector, adjustment of rendering of new types of service in this sphere according to requirements of time.

Khyakim of Akhal velayat T.Nurmyradov reported on results of the work carried out in the region for the January-June period of the current year.
As he informed, at present, in the velayat transportation of the gathered crop of wheat from places of reception to grain elevators for further processing and appropriate storage is organised. The fields cleaned from the crop are ploughed and levelled.
The fields sow by cotton are cultivated according to agro-technical standards.
Along with it, in the fields of the velayat due work is carried out to gather vegetables and gourds and to deliver them to population and prepare for the autumn sowing campaign.
Besides it, he informed on the course of realisation of the National rural program.
Khyakim of Balkan velayat Kh. Ashyrmyradov reported on results of the work carried out in the region in the first half of the year.
As he reported, these days transportation of gathered grain to grain elevators and barns, necessary measures on preparation of fields freed from wheat for the harvest of the next year and agricultural machinery and grain seeds are carried out .
According to agro-technical standards, due care is given of cotton fields, in particular, inter-row cultivation, application of mineral fertilizers and watering are carried out.
At the same time, gathering of crops of potato and vegetables and gourds, grow in the velayat and preparation for the autumn sowing of these crops proceeds.
The khyakim reported on the course of construction of social, cultural and industrial projects to be commissioned this year in the region.
Further, khyakim of Dashoguz velayat D.Babayev reported on results of the work carried out for six months of the current year.
As he informed, at present, within the forthcoming wheat sowing campaign, the fields freed from harvest are ploughed and agricultural machinery is prepared and seeds for the sowing campaign are selected.
The field sown with cotton are applied with mineral fertilizers and irrigated according to agro-technical standards and inter-row cultivation is carried out with effective involvement of agricultural machinery.
Rice fields are also cultivated and applied mineral fertilizers.
Along with it, proceeding from goals for supply of the population with potato and vegetables and gourds grown in the country in sufficient volumes, the gathering of given crops is carried out and ploughing and levelling of the fields to be sown with autumn crops also go on at a high pace.
Besides it, the khyakim reported on fulfilment of the work planned to be implemented the current year according to the « Program of the President of Turkmenistan of social and economic development of the country in 2022-2028» and « National Program of the President of Turkmenistan for Transformation of Social and Living Conditions of the Population of Villages, Towns, Etraps and Etrap Centres for the period up to 2028».
Then, khyakim of Lebap velayat M.Annanepesov reported on results of the activity in the region for the January-June period of 2025.
As he informed, necessary measures are taken for transportation of wheat from reception points to grain elevators and warehouses, maintenance of its appropriate storage. He fields freed from wheat are prepared for the upcoming sowing season, in particular, according to agro-technical standards ploughing and mineralization is carried out.
In cotton fields due care of is provided. The agricultural machinery and equipment are efficiently involved for these purposes.
Practical steps are taken for harvest of potato and vegetables and gourds. Along with it, according to agro-technical stands proper care is provided of rice fields.

As he reported, transportation of the collected grain from reception points to grain elevators and barns, ploughing activities in the fields freed from the harvest as well as preparation of agricultural machinery and high-quality seeds for the forthcoming sowing campaign.
Cotton fields are provided inter-row cultivation, fertilization and watering according to agro-technical standards.
At the same time, corresponding work is carried out to harvest potato and vegetables, gourds, deliver them to home markets for needs of population, and prepare for the autumn sowing campaign of the given crops.
Along with it, necessary measures are implemented for appropriate sowing of sugar beet. The cultivated fields are irrigated and due care is provided where young shoots are obtained.
Besides it, he informed on rates of construction of social, cultural and industrial projects to be opened according to programs of social and economic development of the country the current year.
Further, the President of Turkmenistan released B.Orazov from the post of khyakim of Mary velayat, appointed to D.Annaberdiev to this post, and signed corresponding documents.

Further, Deputy- Chairman of the Cabinet T.Atahallyev who informed the good news of production of more than 1 million 400 thousand tons of grain by local grain-growers and successful fulfilment of their production plan, took the floor.
Having expressed warm gratitude to the President of Turkmenistan for the given support in complex development of the agricultural branch, the Deputy- Chairman of the Cabinet wished the head of the state and Hero-Arkadag sound health, longevity and successes in their work for well-being of our people and prosperity of our country.
Then, he reported on results of the activity of the subordinate complex in the first half of the year as well as the work carried out in velayats.
By the agricultural sector, the rate of increase of manufacture as compared with the similar period of the past year made up 113,3 percent. By the Ministry of Agriculture this indicator was equal to 100 percent, Ministry of Environment Protection - 103,5 percent, State Water management Committee - 138,7 percent, "Türkmenpagta" State Concern - 124 percent, «Türkmengallaönümleri» State Association - 108,2 percent, «Türkmenobakhyzmat» State Association - 101 percent, State Association of Food-Industry - 104,7 percent, State Association of Cattle-breeding and Poultry-farming Industry - 103,2 percent, «Türkmen atlary» State Association - 100,8 percent. The plan for development of investments was fulfilled by 278,2 percent.
As he informed, at present, within the seasonal campaigns the necessary work is carried out to transport the collected wheat crop from reception points to warehouses and elevators as well as rational and appropriate storage of grain. Preparation of the fields freed from wheat, agricultural machinery and high-quality seeds for the forthcoming sowing campaign also go on at a high tempo.
The cotton field are provided due inter-row cultivation, top mineral dressing, and proper irrigation according to agro-technical standards.
In Dashoguz and Lebap velayats due care is provided of rice fields.
Corresponding work is carried out with a view of cultivation of vegetables and gourds and other crops and maintenance of the population with the given production.
Measures are taken for improvement of water supply of cultivated fields and ameliorative condition of the fields, rational use of water resources for reservation of water in water basins, cleaning of irrigation channels and drainage networks.
Addressing Deputy- Chairman of the Cabinet T.Atahallyev, heads of the agricultural branch, khyakims of velayats, Ashgabat and Arkadag cities, the head of the state emphasised the importance of successful realisation of the Program of social and economic development of the country and the National rural program.
As President Serdar Berdimuhamedov marked, it is necessary to accelerate development of general layouts of Ashgabat city and velayats, to hold under strict control construction of apartment houses, hospitals and other social projects in regions and cities, and further change the architectural shape of cities. It is also necessary to continue effective work on maintenance of the population with potable water, electric power and natural gas, to take all measures for maintenance of cleanliness and timely conduction of repair, to provide full and appropriate execution of local budgets and to achieve collection of taxes and local fees.
Having underlined the importance of conduction of due care of agricultural crops for gathering a high yield according to agro-technical standards and strengthening of organizational and methodical work with a view of increase of productivity of agricultural production, in particular, grain and cotton, maintenance of agriculturists with high-quality seeds of wheat, increase in types of food production, acceleration of modernisation of enterprises of food-processing industry, methodical work, the head of the state instructed him to hold maintenance of the population with bread and grain production in the centre of constant attention.
At the same time, he underlined the necessity of use of advanced methods for increase in the livestock of cattle and poultry, to provide a strict control over effective involvement of agricultural machinery and equipment in seasonal agricultural campaigns, to hold in the centre of attention cotton processing at specialized enterprises and supply of textile complexes with high-quality cotton.
He also gave instructions concerning a strict control over rational application of water resources, appropriate work on creation of additional water reserves, development of land cadastre, preservation of the environment and maintenance of ecological well-being, transformation of the country into a blossoming garden, development of horse breeding and increase in the number of Ahalteke horses.
Addressing participants of the meeting, the head of the state with satisfaction noted that in the country a rich harvest of wheat was reaped, daykhan-grain-growers produced high quality grain for their native land and achieved good indicators.
- The reaped generous crop of wheat - riches of our native people, sovereign fatherland, prosperity and abundance of our tablecloths, -the head of the state said.
Warmly having congratulated grain-growers who have done a great work and have successfully fulfilled their production plans, the President of Turkmenistan wished them new labour victories.
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the activity of the Ministry of Foreign Affairs for the January-June period of the current year.
He underlined that under the leadership of President Serdar Berdimuhamedov neutral Turkmenistan consistently realises the foreign policy aimed at development of friendship and constructive cooperation in the bilateral and multilateral formats. With a view of fulfilment of the instructions given by the head of the state and the goals put in this area in the first half of the year 2025 corresponding work was carried out.
He noted that from the beginning of the year, the President of Turkmenistan made working visits to the Republic of Uzbekistan where he took part in the first Summit « Central Asia - the European Union», to the Russian Federation, Republic of Kazakhstan - for participation in the first Summit «Central Asia - Italy» and Summit «Central Asia - China», Japan as well as state visit to Mongolia.
During the considered period, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag made a visit to the Principality of Monaco, friendly visits to the Republic of Kazakhstan, the Kirghiz Republic and Republic of Uzbekistan, an official visit to the French Republic and working visit to the Republic of Tatarstan of the Russian Federation.
In March of this year, the Prime Minister of Georgia made an official visit to Turkmenistan.
Among key areas of the foreign policy of our fatherland is promotion of effective partnership with authoritative inter-regional and international structures. In the first half of the year, Turkmenistan was visited with Secretaries General of the Economic Cooperation Organization and International Bureau of Exhibitions, vice-president of the World Bank for Europe and Central Asia, vice-president of the Asian Development Bank for Southern, Central and Western Asia.
Visits of foreign delegations to Turkmenistan as well as national delegations to abroad made in the specified period also speak of a growing dynamics of cooperation with foreign partners. 336 meetings of various levels in the online mode online were held. In Turkmenistan 1495 official negotiations and meetings were held with representatives of foreign states and international organisations. From the beginning of the year, the contract-legal basis of international relations of our country was filled with 97 documents.
A regular character is inherent in contacts in the area of foreign policy departments. A number of bilateral inter-ministerial consultations were held in the accounting period. Meetings with High Representative of the European Union for Foreign Affairs and Security Policy, Vice-President of the European Commission and European Commissioner for International Partnerships also took place.
Consecutive steps are taken to strengthen and expand diplomatic relations through Embassies that act as one of the important areas of the foreign policy strategy of Turkmenistan.
Summing up the report, President Serdar Berdimuhamedov noted that independent Turkmenistan, following the legal status of positive neutrality, realises the foreign policy aimed at general well-being. In this connection, the head of the state focused attention on importance of further development of productive partnership with world countries in political-diplomatic, trade and economic, cultural-humanitarian and scientific-education spheres as well as fruitful co-operate with international structures.
At the initiative of Turkmenistan 2025 was declared by the United Nations Organization General Assembly «International year of peace and trust», President Serdar Berdimuhamedov said and gave the Deputy- Chairman of the Cabinet, Minister of Foreign Affairs to continue organisation of international actions in the country at high level.
Then, Chairwoman of the Mejlis D.Gulmanova informed on the activity carried out by the national parliament for the January-June period of the current year.
As she informed, in the specified period 13 bills of Laws of Turkmenistan, including Laws «On approval and introduction of the Civil Code of Turkmenistan», «On court», «On uniform state register of voters», «On accession to the 1988 Protocol to the International Convention on Load Lines» were adopted. At the same time, amendments and additions were made to a number of legal acts connected with criminal, arbitration, civil, criminal procedure, family and labour relations, taxes, anniversary medal, administrative procedure, motor transport, migration, law-enforcement bodies, customs issues. Besides it, 11 resolutions of the Mejlis were adopted.
During the accounting period for students of the Academy of Public Service under the President of Turkmenistan with participation of deputies seminars on modern methods and principles of legislative activity were organised.
Along with it, credentials from 7 Extraordinary and Plenipotentiary Ambassadors of several foreign countries accredited in Turkmenistan were received. 32 meetings with representatives of parliaments of various states and international organisations were also held. Deputies and specialists of the Mejlis took part in 62 seminars concerning perfection of legislative activity and maintenance of realisation of state programs held together with international structures. For the purpose of exchange of experience, 21 business trips of members of the parliament were held abroad.
The head of the national parliament also informed on the work carried out according to the instruction of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag on development of the anniversary medal and a memorable sign on the occasion of the International year of peace and trust and the 30th anniversary of permanent neutrality of the country. In this connection, with a view of awarding the persons, who have made with their honest work a worthy contribution to the strengthening of independence and permanent neutrality of our fatherland, international peace and trust and successes reached in political, economic and cultural spheres, the Mejlis developed the bill of Turkmenistan «On establishment of the anniversary medal« Türkmenistanyň Bitaraplygynyň 30 ýyllygyna».
Addressing participants of the meeting, President Serdar Berdimuhamedov underlined that independent Turkmenistan, having achieved high indicators in all areas, marks widely at the international level the glorious holiday – 30th anniversary of permanent neutrality.
In this connection, the head of the state with a view of celebration of International Day of Neutrality in the International year of peace and trust signed the Law of Turkmenistan «On establishment of the anniversary medal «Türkmenistanyň Bitaraplygynyň 30 ýyllygyna».
Then, addressing the Chairwoman of the Mejlis, President Serdar Berdimuhamedov pointed out that during the accounting period 13 Laws of Turkmenistan prepared within the strengthening of the legislative-legal basis of our state were developed and due amendments and additions were made to a number of laws. In this regard, the head of Turkmenistan emphasised the importance of further consolidation and perfection of the legal basis of the country.
Addressing participants of the meeting, President Serdar Berdimuhamedov underlined that results of the executed works for six months show successful realisation of the adopted programs.
For the accounting period, the rate of increase of GDP made up 6,3 percent. According to the Program of social and economic development of Turkmenistan in 2025 and the Investment program, in the specified period in the country investments realized in the amount of 17 billion 829 million manats that as compared with the similar period of the past year are 15,6 percent higher, the head of the state said.
In velayats, cities and etraps of the country 269,7 thousand square metres of housing were commissioned. On a planned basis construction of industrial projects, kindergartens, schools and other constructions is conducted.
For the past half year the national economy was steadily developed. Necessary work was carried out for creation of new enterprises for manufacture of competitive, high quality various goods, achievement of economic and financial stability, maintenance of employment. The country’s export potential raises, digital technologies are widely introduced into branches, President Serdar Berdimuhamedov noted.
The announcement of 2025 as the «International year of peace and trust» at the initiative of Turkmenistan by the General Assembly of the United Nations Organization became a significant event, the head of the state continued.
Coincidence of the International year of peace and trust with the glorious 30th anniversary of permanent neutrality of our fatherland has a special significance. In this connection, in the second half of the current year numerous important events of international level are planned, the President of Turkmenistan said, having focused attention on the importance of thorough preparation for organisation of the representative Forum of the International year of peace and trust planned for December 12, 2025 and other actions, and holidays of independence of our state and neutrality.
In the International year of peace and trust, during days when the independence holiday will be marked, under solemn conditions the next meeting of the Khalk Maslakhaty of Turkmenistan will be held and it will consider successes in development of the sovereign state and sum up reached boundaries and discuss perspective goals, the head of the state said.
In the given context, the Khalk Maslakhaty and Mejlis should with the Cabinet, khyakimliks, corresponding ministries, sectoral departments, public organisations carefully prepare for the meeting of the Khalk Maslakhaty of Turkmenistan, President Serdar Berdimuhamedov underlined.
The expediency of decision-making on approval of structure of the organising committee on convocation of the next session of this higher representative body, determination of the date of the forthcoming action and its conduction at high level was stated.
As he underlined, the given Organizing committee should give a great significance to conduction of corresponding work to nominate the citizens who have brought a contribution to successes of the country in political, economic and cultural spheres, enjoying a great respect among people, to state awards and assignment of honorary titles as well as organizational activities by the Halk Maslakhaty and Mejlis of Turkmenistan should be carried out.
The head of the state noted that as a whole indicators for the first half of the year by the country are satisfactory and instructed heads of all ministries and branch departments to hold meetings following the results of six months on July 12.
The President of Turkmenistan permitted heads except those of the agricultural complex and khyakims of velayats, to take a holiday from August 1 and to spend it in sanatoria of the country and Avaza national tourist zone.
All heads should take part in organization of the work to hold the international conference in Avaza national tourist zone in August of the current year, the head of the state said.
Addressing participants of the meeting, the President of Turkmenistan pointed out that all should take part in the meeting of the organizational state committee, which will be held under the chairmanship of Hero-Arkadag on July 13 in Avaza national tourist zone.
At the meeting the issues connected with preparation for the Third UN Conference on Landlocked Developing Countries will be considered, the head of the state said, having underlined that, proceeding from the Resolution adopted with a view of conduction of this international forum at high level, everyone should spend corresponding work in the area, for which he is responsible.
Having expressed firm confidence that this international forum, called to raise the authority of our independent, permanently neutral fatherland, will becomes an important event of the International year of peace and trust, the head of the state stated that the policy of "open doors» and neutrality will be carried out henceforth.
Concluding the extended meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their activities.
